ROLL CALL: Present were: Chuck Piland, Herb Farber, Candace Fish, Lloyd N Governor, and Karolyne Johnson (Arrived later so the Commission would have r�_ a quorum.) Also present were George Rubaloff -Planning Administrator, and 0 Cecelia Gordon-Public Works Secretary-Department Assistant. Randy Graves [Q could not be contacted. Herb Farber had called and informed the Commission Q he would not be able to attend. III. CORRESPONDENCE - None IV. APPROVAL OF MINUTES Commissioner Fish moved to approve the Minutes of the September 21, 1993 Planning Commission Meeting. Commissioner Governor seconded the Motion. Roll Call Vote: Fish, yes; Governor, yes; Graves, abstain; and Johnson, yes, and the Motion passed. V. BUSINESS A. Public Meeting - Review and Recommendation Regarding East Pine Street annexation in the general vicinity of where Penninger Road intersects with East Pine Street (Trailer Park Property) (Agent: Ted Branch) Chairman Piland opened the Public Meeting. George Rubaloff, Planning Administrator, reviewed his Memorandum of September 30, 1994 and referred to the attachments which were a Certificate of Posting, Maps, Annexation Application, Planning Department Staff Report dated September 15, 1993, and a Public Works Department Staff Report, dated September 8, 1993, and entered those items into the record by reference. There were no conflicts of interest or exparte communication. 408 CITY OF CENTRAL POINT Planning Commission Minutes October 5, 1993 - Page Two Ted Branch of 280 Manzanita, Rogue River, Oregon and John Batzer of 1888 Pine Gate, White City, Oregon, Applicants came forward in support of the proposed annexation. The applicants stated that they did not have any questions for staff or the Commission. Also the Commission did not have any questions or concerns. No one else came forward in favor of or in opposition to the proposed annexation. Chairman Piland Closed the Public Meeting. Commissioner Fish moved to recommend that the Council Approve the annexation East Pine Street in the general vicinity of where Penninger Roads intersects with East Pine Street (Trailer Park Property). 37 2W 2D TL 2400. Commissioner Governor seconded the motion. Roll Call Vote: Fish, yes; Governor, yes; and Johnson, yes. The Motion passed unanimously. B. Public Meeting - Review and Recommendation regarding Scenic Road Annexation located at the southeast corner of Scenic Avenue and Highway 99 (Aoolicant: Louis Mahar. Chairman Piland opened the Public Meeting George Rubaloff reviewed the Planning Department Memorandum dated September 30, 1993, and referred to the attachments, which were the Certificate of Posting, Maps,Annexation Application,Planning Department Staff Review, dated October 1, 1993 and the Public Works Staff Report dated September 8, 1993, and entered those items into the record by reference. There were no conflicts of interest or exparte communication. Doug McMahan, Hoffbuhr and Associates, 1062 E. Jackson Street, agent for the Applicants came forward in support of the proposed annexation. 409 CITY OF CENTRAL POINT Planning Commission Minutes October 5, 1993 Mr. McMahan stated that he felt it was necessary for the Bear Creek Valley Sanitary Authority withdrawal issue to be resolved, so that this proposed annexation could go forward. George Rubaloff, Planning Administrator, stated that the City Council will d' probably create a letter agreeing to annexations, with the condition that Bear N Creek Valley Sanitary Authority consents to withdrawal as sanitary sewer service provider. George also referred to the withdrawal form in the packet (� prepared by Doug Engle, the City Attorney. m Q No one else came forward in support of, or in opposition to the proposed annexation. Chairman Piland closed the Public Meeting. Commissioner Governor moved that the Planning Commission recommend that the Council approve the annexation of property located at the southwest corner of Scenic Avenue and Highway 99. 372W 3B TL 300 and 400. Commissioner Johnson seconded the Motion. Roll Call Vote: Fish, yes; Governor, yes; and Johnson, yes; and the motion carried unanimously., C. Public Meeting - Review and Recommendation Regarding Annexation Reguest on Freeman Road where Cedar Street connects to Freeman Road (Aoolicant: Mark Haynes). Chairman Piland opened the Public Meeting. George Rubaloff reviewed his Staff Report of October 1, 1993 and referred to the attachments which were a Certificate of Posting of Public Meeting, Maps, Annexation Application, and Letter to Bear Creek Sanitary Authority, dated September 23, 1993, and entered those items into the record by reference. Mr. Rubaloff also stated that Mr. Haynes has installed a Manufactured Home slab on the property. There were no conflicts of interest or exparte communication. 410 CITY OF CENTRAL POINT Planning Commission Minutes October 5, 1993 - Page Four Mark Haynes, 455 N. 6th Street, Central Point, Oregon, Applicant, came forward in support of the proposed annexation. The Commission wanted to know why the manufactured home lot is on the property. Mr. Haynes replied that the manufactured home pad was a condition for purchasing land (for right of way) from an adjoining property owner. Chairman Piland asked how long it would be before the decision on the Manufactured Home ruling would be. George Rubaloff stated that the first hearing would be on October 21, 1993 Council Meeting agenda, the 2nd reading would probably be sometime in November, with projected date for the ruling to become effective would be December 23, 1993. Commissioner Governor asked if the placement, the pad, and the installation of the Manufactured Home would meet City requirements, since it was being done on a County permit. Mr. Haynes answered that he had been working with the City to make sure that it would. He also stated that it would probably be sometime late November or early December before the Manufacture Home would be set up. No one else came forward in support of, or in opposition to the proposed annexation. Chairman Piland closed the Public Meeting. Commissioner Fish moved to recommend that the Council approve the annexation of the property on Freeman Road where Cedar Street connects to Freeman Road. 372W 11A TL 300. Commissioner Governor seconded the Motion. Roll Call Vote: Fish, yes; Governor, yes; and Johnson, yes. The Motion carried unanimously. VI. MISCELLANEOUS - None VII. ADJOURNMENT: Commissioner Governor moved that the meeting adjourn. Commissioner Fish seconded the Motion. All voted by signifying "Aye" in favor of adjourning.
