I. MEETING CALLED TO ORDER
at 7:04 p.m.
II. ROLL CALL: Present were: Chuck Piland, Herb Farber, Candace Fish, Lloyd
Governor. Karolyne Johnson and Diane Galley had each called to say they
would be unable to attend. Also present were George Rubaloff - Planning
U Administrator, Mark Servatius-Fire Chief/Building Official, Larry R. Blanchard-
(n Public Works Director, and Cecelia Gordon-Public Works Secretary-Department
Q Assistant.
III. CORRESPONDENCE - None. Because of several commission members being
absent, there was a question concerning a quorum. Rubaloff handed out CPMC
1.24.070 5.a, which states "an abstaining or disqualified member of the
hearing body may be counted for purposes of forming a quorum if he is
present. A member who represents a personal interest at a hearing may do so
only by abstaining from voting on a proposal, physically joining the audience
and vacating the seat on the hearing body, and making full disclosure of his or
her status and position at the time of addressing the hearing body."
IV. APPROVAL OF MINUTES
Commissioner Fish moved to approve the Minutes of the August 3, 1993
Planning Commission Meeting. Commissioner Governor seconded the Motion.
Roll Call Vote: Farber, yes; Fish, yes; Governor, yes, and the Motion passed
by a unanimous vote.
V. BUSINESS
A. Public Hearing (continued from August 3, 1993) - Review and
Determination for Tentative Plan for proposed land partition located at
3435 Snowy Butte Lane, south of Joseph Street, north of Timothy
Street (37 2W 10DB TL 8200) (Applicant: Robert C. Youngs)

George Rubaloff, Planning Administrator, briefly prefaced the fact that this
meeting was a continued meeting from August 3, 1993, in order to address the
location of the fire hydrant, the size and configuration of the turn-around
(hammer head) and the driveway approach design. Rubaloff, in review, also
referred to the his Staff Report of July 28, 1993 and referred to the Notice of
Public Hearing, dated July 14, 1993, Owners of Records 100 foot radius,
Maps, Tentative Plan Application, Public Works Department Staff Report, dated
July 9, 1993, and the Public Safety Department Staff Report dated July 28,
1993, and entered them into the record by reference, once again.
There were no conflicts of interest or ex-pane communication.
Larry Blanchard, Public Works Director, presented a drawing of the Tentative
Plan on the overhead projector, and indicated the proposed location of the fire
hydrant, the change in the size and configuration of the turn-around and
driveway approach.
Mr. Youngs 13405 NW 10th Street, Vancouver, Washington came forward in
support of the Tentative Plan, and stated that he would work with the City to
meet the requirements outlined by Larry Blanchard. Mr. Youngs wanted to
make sure that in the reconfiguration of the driveway approach to provide for
the turnaround, that he did not lose any of the 20' setback.
Mark Servatius, Fire Chief/Building Official commented on the Tentative Plan
as follows:
(1) The location of the hydrant as shown on the Tentative Plan is fine, but
there will need to be bullocks around the hydrant to protect from traffic.
(2) The larger turning radius for the turn-around is adequate, but both
throats need to be extended.
(3) The roadway requires surfacing adequate to support the fire apparatus
(Applicant agreed).
(4) Requires signage the entire length - "No Parking - Fire Lane" (Applicant
Agreed).

Mr. Youngs stated that he wished to express his appreciation for the
professional manner City Staff showed him during this process. No one else
came forward in support of or in opposition to the proposed Tentative Plan.
There were no further questions or discussions. Chairman Piland closed the
Public Meeting.

N Commissioner moved that they approve Resolution 259 for the Tentative Plan
for the proposed land partition located at 3435 Snowy Butte Lane, south of

[G] requirements and conditions stated by Staff. Commissioner Governor seconded
<[ the Motion. Roll Call Vote: Farber, yes; Fish, yes; Governor, yes, and the

B. Public Hearing - Review and determination of a Site Plan Application for a two-
dwelling Apartment Project located in the two-family residential zone (R-2) on
North Eighth Street, adjacent to an east-west alley, in the vicinity of the
northwest corner of Eighth and Maple Streets (Applicant: Kenneth Jangaard.)
C. Public Hearing - Review and determination of Site Plan Application for a Two-
dwelling Apartment Project located in the two-family residential zone (R-2) on
the northwest corner of Eighth and Maple Streets (Applicant: Kenneth
Jangaard).
Chairman Piland opened the Public Hearing.
Based on the fact that.the two Public Hearings on Site Plan Application for the
same applicant, and the location almost identical, Chairman Piland, after
agreement from the Applicant, combined the two site plan applications into one
public hearing.
George Rubaloff, Administrative Assistant reviewed the Planning Department
Staff Report, dated August 10, 1993 Notice of Public Hearing, sent to Owners
of Record, within a 100 foot radius, and highlighted the procedure for
testimony and written comments, referred to the maps, the two Site Plan
Applications, and the Public Works Staff Reports, dated August 9, and 10,
1993, and entered these items into the record by reference.
There were no conflicts of interest or ex-parte communication.
Larry Blanchard, Public Works Director used the overhead projector to show a
drawing of the site plan on the wall.

Ken Jangaard, 983 Old Stage Road, Central Point, came forward in support of
the two Site Plans. He stated that he had reviewed the requirements and
conditions with City Staff.
Larry Blanchard reviewed the conditions in the Public Works Staff Report, and
Blanchard stated that each unit (2 units per duplex) would need to be
connected to water and sewer service, (or follow the Uniform Plumbing Code).
He also stated that the landlord would probably find it helpful to have the
service individualized so that each tenant could be billed for water and sewer
separately (1 sewer connection for each water meter). if not, then the sewer
service would need a 6" sewer pipe and a common clean out installed.
No one else came forward in support of or in opposition to the proposed
application for Site Plan.
Chairman Piland closed the Public Hearing.
Commissioner Governor moved to approve Resolution 260 for Application of
Site Plan for a Two-dwelling Apartment Project located in the two-family
residential zone (R-21 on'North Eiahth Street adjacent to an east-west alley in
the vicinity of the northwest corner of Eighth and Maple Streets (Applicant:
Kenneth Jangaard. Commissioner Fish seconded the Motion. Roll Call Vote:
Farber, yes; Fish, yes; yes; Governor, yes. The Motion passed unanimously.
Commissioner Governor moved to approve Resolution 261 for the Site Plan
application for a two-dwelling Apartment Project located in the two-family
residential zone (R-2) on the northwest corner of Eighth and Maple Streets
(Applicant: Kenneth Jangaard.Commissioner Fish seconded the Motion. Roil
Call Vote: Farber, yes; Fish, yes; Governor, yes, The motion carried by
unanimous vote.
D. Public Hearing - Review and determination of a Tentative Plan Application for
Unit No. 1 of Forest Glen Subdivision, located west of 1-5 Freeway and east of
where Hopkins Road and Juanita Way currently end. (37 2W 11 A TL 1800 and
37 2W 12B TL 500 (Agent: Mike Lanier for Pacific Crest Properties, Inc.)
Chairman Piland opened the Public Hearing.
George Rubaloff reviewed the Planning Department Memorandum dated August
12, 1993, and the Notice of Public Hearing dated July 27, 1993.

Herb Farber expressed a conflict of interest and removed himself from the
Commission and joined the audience.
Rubaloff also referred to the Mailing List for Notice to residents within 100 ft
radius, Maps, Application, Public Works Department Staff Report dated August
10, 1993 and entered those items into the record by reference.

N Larry Blanchard, Public Works Director showed a copy of the Revised Tentative
F�— Plan using the overhead projector. Blanchard stated that since staff had just
U received the revised tentative plan, he had not been able to find the benchmark.
m Herb Farber, answering from the audience, stated that this condition had been
Q met and that the bench mark was on the plan.
Rubaloff referred to the New Revised Tentative Plan as exhibit and
entered it into the record by reference.
Blanchard stated that some adjustments had been made to the Tentative Plan
for Phase I. The Development Plan of the entire area will be on the Council
Agenda on August 19, 1993. There a few adjustments to be made to the
Development Plan, based on those items listed in the Public Works Staff
Report. Those adjustments include the location of the park and the alignment
of Marilee Street.
Rubaloff asked if there were any changes being proposed for the Master Plan
that would affect this first Phase? Blanchard said that Farber will address that
issue in his discussion.
Blanchard further reviewed the 10 conditions the Forest Glen Tentative Plan for
Phase I. Blanchard stressed that Item #9, the storm drain crossing 1-5 will be
constructed as a part of Forest Glen Phase I (which includes obtaining the
necessary permits from the different agencies) with an easement which could
be revised when the next phases are submitted. If these conditions are not
completed by the time the developer wanted to record the Final Plat, these
conditions can be placed in a Subdivision Agreement, and the developer could
submit a letter of credit for those items are completed. Also he referred to
Condition #10, stating that Hopkins is a collector street, and the construction
plans need to show a driveway diagram for each lot.
Herb Farber, 675 Glenn Way, Central Point, Oregon and Gary Whittle, 908 E.
Jackson, Medford, Applicant, came forward in support of the proposed
Tentative Plan. Farber, as developer's agent, stated that some things were left
off the new revised tentative plan, and that he would like to reference to the

reference to the previous tentative plan for some items. Local streets will be
maintained as 50' ROW, and the only collector at this present time is Hopkins
Road a 60' ROW to the terminus at Glen Grove Avenue. Developer does not
have any problems with the stipulated conditions, and that the Developer is
presently working with BCVSA on the 18" sanitary sewer interceptor. He also
stated that the proposed revised tentative plan for Phase I was not affected by
changes discussed to the Development Plan. Farber then referred to some of
the redesigns on the Development Plan (Marilee Street alignment and the
purchase of property for the Park). He also discussed some of the other items
on the Development Plan, which will be reviewed by the City Council.
Larry Blanchard noticed a correction to be made on Coachman Drive, the new
plan shows the waterline ending at Juanita Way, and that the waterline should
extend all the way down Coachman Drive. Farber said it was an oversight, that
this was correct on the former tentative plan.
Gary Whittle wanted to clarify, Condition #6, that he wanted to make sure
there was a way to be reimbursed for the oversize in the water line. Blanchard
stated that the letter will come to him, but decision for payback would be by
the City Council.
No one else came forward in support of or in opposition to the proposed
Tentative Plan.
Commissioner Fish moved to approve Resolution 262 approving the Tentative
Plan Application as corrected for Unit No. 1 of Forest Glen Subdivision, located
west of 1-5 Freeway and east of where Hopkins Road and Juanita Way
currently end. (37 2W 11A TL 1800 and 37 2W 12B TL 500 (Agent: Mike
Lanier for Pacific Crest Properties.). Commissioner Governor seconded the
Motion. Roll Call Vote: Fish, yes; Governor, yes; and the motion carried
unanimously.
VI. MISCELLANEOUS - None
VII ADJOURNMENT:
Commissioner Governor moved that the meeting adjourn. Commissioner Farber
seconded the Motion. All voted by signifying "Aye" in favor of adjourning.The
Meeting adjourned at 8:17 p.m.
