ROLL CALL: Present were: Chuck Piland, Herb Farber, Candace Fish, Diane N Galley, Lloyd Governor, and Karolyne Johnson. Also present were George Rubaloff-Planning Administrator, Larry R. Blanchard-Public Works and Cecelia C) Gordon-Planning Commission Secretary. m Q III. CORRESPONDENCE - George Rubaloff referred to a letter of resignation from Randy Graves, dated July 1, 1993, and a letter from George Rubaloff dated July 20, 1993 notifying Graves that Council had accepted his resignation and reappointed him to position No. 3 on the Planning Commission effective when Graves returns to residency in Central Point, and entered those letters into the record by reference. IV. BUSINESS A. Public Hearing - (Continued from July 6, 1993) Review and Determination for Site Plan for construction of an Apartment building located at the northwest corner of Glenn Way and Snowy Butte Road on Tax Lot 600 of Jackson County Tax Assessor Map 372W 10AC (Agent: Joseph LaVallee for property owner, Dan Renard). Chairman Piland reopened the Public Hearing. George Rubaloff, Planning Administrator, referred the Applicant's Revised Site Plan, dated July 14, 1993 as Exhibit H. Mark Servatius was not present, but Rubaloff reported that Servatius did not have any problems with the design on the Site Plan concerning fire, life or safety, however, certain building and design requirements would be addressed during the building permit process. 384 CITY OF CENTRAL POINT Planning Commission Minutes July 20, 1993 - Page Two Rubaloff referred to the Central Point Planning and Zoning Department Staff Review, dated June 21, 1993 stating that REQUIREMENTS 1 and 2 will still stand and are relevant to the revised site plan. The variance granted in 1979 is still in effect, and will allow for the parking, maneuvering and facilities to occur within 10' of the setback requirement on Snowy Butte. The new plan also keeps everything but a very small amount of maneuvering within that area that is not reserved for the setback, there will probably be a need for a minor exception. Rubaloff then passed around a copy of the Site Plan with pink lines indicating the required setback, and a little strip of yellow illustrating the amount of deviation (21, and entered this into the record as Exhibit 1. Rubaloff also stated that staff will be doing some housekeeping with the zoning regulations, which relate to parking within the setback area of corner lots. Larry Blanchard, Public Works Director referred to the Public Works Staff Report under Item #4, Curb and Gutter Improvements still apply to the revised site plan. Blanchard said the widening of Snowy Butte Road would be a half street improvement, 18' + 2' (20') to include curbs,gutters and sidewalk on the north side. He also stated additional property would need to be dedicated for right of way on Glenn Way. The dedication could be handled through a 5' utility and sidewalk easement, instead of actually dedicating the right of way itself. (entered as Condition 10).The City would need to obtain an additional 5' utility easement on the north side of Snowy Butte Road to allow for a future 50' right of way. (entered Condition #11) Blanchard also referred to the Bikeway Improvement listed in Condition 9. He listed the options of the different routes for a bikeway, Snowy Butte Rd. or exit Snowy Butte Road in Stonecreek 2, Phase I taking Joseph to Glenn Way to W. Pine. Blanchard referred to another item of vision clearance at intersection Snowy Butte Road and Glenn Way, the trees next to the intersection would have to be removed. (or trimmed up appropriately.) Rubaloff asked for clarification on the setback, and sidewalks within the utility easement. Blanchard stated the easement would need to be a sidewalk and utility easement. There is a standard form of the sidewalk and utility easement which require City Council approval. 385 CITY OF CENTRAL POINT Planning Commission Minutes July 20, 1993 - Page Three Farber stated that at the corner the curve is on an arc, so the dedication would have to include a curb radius. If we are doing an easement this will not be affected. Blanchard said that the radius could be dedicated, because it would not have an effect on the setbacks, but would be cleaner if we did it all in an easement. N Blanchard said that the bikeway would eventually be striped, when Snowy Butte Road is completed. The Bikeway is included in the existing Right of Way. U The issue of parking on Glenn Way will be addressed sometime in the future. m Blanchard stated that the type of mailboxes installed would most likely be the Q NBU's, and we can place the NBU on the curb and include the walk-around in the easement. Blanchard said that the placement of the route of the Bikeway would be a decision in the City's Master Transportation Plan. Joe LaValle of 589 Brandon, Central Point came forward in support of the Site ' Plan, as an agent of Dan Renard, property owner. Mr. LaValle discussed the Minor Variance for the setbacks. Mr. LaValle also stated that he agreed that the 10' Utility Easement would work the best. Also the Bikeway would not have to be done until the route was decided. Rubaloff stated that staff would recommend a Minor Variance, and with the 1979 Minor Variance in place, that it would allow parking in the setback, as long as it did not impair safety. Mr. LaValle produced a document (exhibit to Deed) from the County records on the 1979 partition.. Rubaloff passed around this document No. 707943-KD and entered it into the record as Exhibit J. Farber explained that minor land partitions were handled through deeding until legislation in 1990 refereed land partitions for local planning commission action. No one else came forward in support of or in opposition to the Site Plan. Chairman Piland closed the Public Meeting. I 386 CITY OF CENTRAL POINT Planning Commission Minutes July 20, 1993 - Page Four Farber moved that Resolution 259 be approved on the Site Plan for construction of a three unit Apartment building located at the northwest corner of Glenn Way and Snowy Butte Road on Tax Lot 600 of Jackson County Tax Assessor Map 37 2W 10 AC (Agent: Joseph LaVallee for the property owner Dan Renard, as per Exhibit A - Public Works Conditions, with one-half street improvements (18' + 2'), curb and gutter, sidewalk on the S 5' of the property be dedicated Right of Way on Snowy Butte Road. Standard curb returns tied into Glenn Way matching the Right of Way, with an additional 10' public utility easement, pedestrian access running on all the street frontage the full length - with a natural curve instead of an angled corner. Minor variances and maneuvering will be accepted as drawn, and as required by the Planning Commission for Dedication of Snowy Butte Road. The Driveway on the North East Corner be moved 1' south of the 15' setback from the northerly property line. Commissioner Johnson seconded the Motion. Roll Call Vote: Farber, yes; Fish, yes; Galley, yes; Governor, yes; and Johnson, yes. The Motion carried unanimously. V. Miscellaneous VII. Adjournment Commissioner Farber moved that the meeting be adjourned. Commissioner Galley seconded the Motion. A voice vote, all indicating aye, carried the Motion and the Meeting adjourned at 8:10 p.m. PLNNGCM.720
