I. MEETING CALLED TO ORDER AT 7:00 p.m.
II. ROLL CALL:
Those present were: Chuck Piland, Jan Dunlap, Candy Fish, Karolyne Johnson
and Valerie Rapp. Randy Graves and Herb Farber did not attend. Herb Farber
had notified the Commission that he would be gone this week.
III. CORRESPONDENCE: - George Rubaloff, Planning Administrator, distributed
copies of the Notice of Public Hearing from the Jackson County Department of
Planning and Development, for the upcoming joint Meeting with the City of
Central Point Planning Commission scheduled for Tuesday, April 18, 1995 at
the Central Point City Hall, to commence at 7:00 p.m.
The City of Central Point Planning Commission's task will be to formulate a
recommendation to the City Council for approval of a Comprehensive Plan
Amendment and Goal Expectations to allow the extension of a 12" water line
to Erickson Air Crane for Erickson's exclusive use.
Staff has also scheduled a hearing for review of a Tentative Plan for a Land
Partition on Marilee Street on the April 18, 1995 Planning Commission Agenda.
Rubaloff also stated that at the April 4, 1994 Planning Commission Meeting
there would be a C.U.P. for a Church, and Tentative Plan for a Land Partition.
He stated that staff has tentatively scheduled the following items on the May
2, 1995 Agenda: The Final Plat for the Marilee Land Partition; an application for
annexation on 4732 N. Pacific Highway; Zoning Variance for 250 N. 5th Street;
and a Zone Text Amendment relating to Bicycle Parking.
IV. APPROVAL OF MINUTES:
Commissioner Fish moved that they approve the Planning Commission Minutes
of March 7, 1995 Planning Commission Minutes, Commissioner Dunlap
seconded the motion. ROLL CALL VOTE: Dunlap, yes; Fish, yes; Johnson,
yes, and Rapp, yes, and the Minutes were approved.

V. PUBLIC APPEARANCES - NONE
VI. BUSINESS
A. REVIEW AND RECOMMENDATION REGARDING APPLICATION FOR FENCE VARIANCE
ON PROPERTY AT 700 S. 4TH STREET, SOUTHWEST CORNER OF FOURTH STREET
AND HOPKINS ROAD (APPLICANT: JOHN BULLION).
George Rubaloff, Planning Administrator, reviewed his Memorandum of March
15, 1995, which clears the proposal from a safety prospective (clear vision,
sight distance). Rubaloff also reviewed the Background, Decision Criteria, Staff
Review and Recommendation (recommended approval) and incorporated the
attachments of the Application and Map, and Decision Criteria (CPMC
15.20.080) into the record by reference.
John Bullion, Applicant, 700 S. 4th Street, stated his concerns about his
residence (lot) being so much lower than the Medical Center parking lot. That
the car lights, pickup lights, etc. would shine over a fence at the allowable
height of 42". No one else came forward in support of, or in opposition to the
application for this variance.
There were no questions or concerns expressed by the Commission.
Commissioner Johnson moved for aooroval of the Fence Variance application
on the property at 700 S. 4th Street, southwest corner of 4th Street and
Hopkins Road, based on the Staff Reports and the Applicant's findings.
Commissioner Fish seconded the Motion Roll Call: Dunlap yes; Fish yes;
Johnson ves and Rapp yes and the Motion carried unanimously.
B. REVIEW AND RECOMMENDATION REGARDING ANNEXATION OF PROPERTY LOCATED
ON MERRIMAN ROAD SOUTH OF GREEN PARK DRIVE, 3124 MERRIMAN ROAD (37
2W 12CC TL 700).(APPLICANT: MARTIN HARRISON)
George Rubaloff, Planning Administrator reviewed his Staff Report of March 15,
1995, including description of annexation, Action Requested, Description of
Annexation Proposal, Health Hazard, Review Discussion, Conclusion, and

Followup and incorporated the attachments of Illustrations (zoning Map,
Discussion Map, As-built Plan for Green Park Village #1, 1982 Topographical
Map, and an Excerpt of Final Plat for Green Park Village #1 ) Annexation
Application, Letter from Jackson County (re: the sewer hazard) dated 2/15/95
and the Public Works Report dated March 15, 1995 into the record by
reference. Rubaloff noted that there was a correction to Item #1 in the Review
Discussion that should read that Mr. Martin T. Harrison is owner, representing
a minimum of 50% of the electors located on the property.
George Rubaloff stated that the Applicant was not present.
No one came forward in support of or in opposition to the annexation
recommendation.
Commissioner Fish asked why the Applicant had not participated when the
Green Park Subdivision improvements were put in.
Rubaloff stated he believes the applicant may not have had the financial
resources to participate at that time, but now can pay the SDC and plumbing
permit fee.
It was brought to the Commission's attention that Medford School District 549
should be sent notices on property in this area.
Chairperson Piland asked if the mediation meeting for the City and Bear Creek
Valley Sanitary Authority had been scheduled yet? George Rubaloff stated that
the meeting had not been scheduled yet.
Commissioner Johnson moved to recommend approval of the annexation of
property located on Merriman Road south of Green Park Drive. 3124 Merriman
Road (37 2W 12CC TL 700) based on the Staff Reports and the Applicant's
findings of fact Commissioner Dunlap seconded the motion. Roll Call Vote:
Dunlap. yes; Fish yes; Johnson yes and Rapp yes and the Motion carried
unanimously.
II. MISCELLANEOUS - There was no miscellaneous
VII. ADJOURNMENT - Commissioner Johnson moved that the Meeting Adjourn,
Commissioner Dunlap seconded the Motion, all agreed by voice vote and the
meeting adjourned at 7:41 p.m.
