ROLL CALL - Those present were Chuck Piland, Herb Farber, Candy Fish, Lloyd Governor, Randy Graves and Karolyne Johnson. Jan Dunlap did not attend and Herb Farber left immediately for another meeting. III. CORRESPONDENCE - None IV. APPROVAL OF MINUTES Commissioner Fish moved that the Minutes of the December 20, 1994 Planning Commission Minutes be approved as written. Commissioner Johnson_ seconded the Motion. Roll Call Vote: Fish, yes; Governor, abstain; Graves, yes, and Johnson, yes and the Motion carried. V. PUBLIC APPEARANCES - None VI. BUSINESS A. Public Hearing - Review and Determination of Site Plan for Construction of Haskell Street Apartments located 200+ feet south of where Haskell and Pine Streets Intersect. Chairperson Piland opened the Public Hearing. George Rubaloff fully reviewed the Notice of Public Hearing dated December 4, 1994, which also covered the nature of hearings, criteria for decision, public comments, and summary of procedure. Karolyne Johnson declared that she sold insurance to the applicant and did not feel that it had any bearing on the decision. There were no other declarations of conflict of interest or ex-parte communication. CITY OF CENTRAL POINT Planning Commission Minutes January 3, 1995 - Page Two George Rubaloff reviewed his Staff Report of December 19, 1994, including the preface, description of Application, Land Use History, Zoning Review Summary, and Conclusion, he also entered the following exhibits into the record by reference: Notice of Public Hearing dated December 14, 1994, Mailing List, Reference Maps, Application, Public Safety Department dated December 15, 1994, and Public Works Department Staff Report dated December 16, 1994. George stated that the Site Plan as submitted would need to have some modifications in order to meet certain requirements for parking accessibility. He stated that the Commission could review the matter, complete the Public Hearing portion and then review of the Site Plan after the design is modified for the decision process at a future Planning Commission meeting. George Rubaloff reviewed the Public Safety Department's Report of December 15, 1994, as there were no representative of that Department attending. Larry Blanchard stated that he was available to answer any of the Commissioner's questions. There were no questions. Larry also stated that Item (6) in Exhibit "A" of the Public Works Staff Report of December 16, 1995, needed to be change the size of the sewer from .....connect to the jE sewer located on the west side of South Haskell Street......to read .....8" sewer.... Bob Lawrence, Applicant of 1186 Glen Grove, Central Point, Oregon, came forward in support of the proposed Site Plan. Mr. Lawrence stated that he had met with City staff earlier in the day (January 3, 1995) and knew that some modifications needed to be made to the Site Plan drawing for the required parking spaces and accessibility for fire fighting apparatus, and had no problem with making these changes. Ron Herman, who had just recently purchased property at 260 Hiatt Lane, came forward to express his opposition to the project. He stated that he felt that these apartments were too much for the small area planned. Mr. Herman also stated that he was concerned about the value of his property and cited some older apartments that he felt was detrimental to the neighborhood. CITY OF CENTRAL POINT Planning Commission Minutes January 3, 1995 - Page Three Walter Mead, 248 Hiatt Lane, came forward with a concern about the wood fencing (upkeep and appearance) the applicant shows on the plan. He also wanted to know if the proposed apartments would negatively impact future users to City services. Larry Blanchard stated that, based on existing zoning, the City has adequate service lines for this project and future development in this area. Applicant, Bob Lawrence stated that he was not a out of town landlord, and that this was a major investment for him. He also stated that it was in his best interest to maintain that investment, and that this project would not be a slum, but rather an improvement to the area. Commissioner Fish suggested to the Applicant that he move the refuse collection area closer to the street and save wear and tear on the private drive area. No one else came forward in support of, or in opposition to the Haskell Street Apartment Site Plan. Chairperson Piland closed the Public Hearing. Commissioner Fish moved to postpone deliberation for approval of the Site Plan until January 17 1995 for Construction of Haskell Street Apartments located 200+ feet south of where Haskell and Pine Streets Intersect Commissioner Johnson seconded the Motion. Roll Call Vote: Fish, yes; Governor, yes; Graves, yes, and Johnson yes, and the Motion carried. The Applicant stated that he would deliver a reconfigured plan to the City within 7 days so that the City could review the Plan before publishing the January 17, 1995 Planning Commission agenda. B. Review and Determination regarding Final Plat for Valley Point Subdivision located in the vicinity of Marilee Street and Beall Lane (37 2W 11D TL 2401 and 2600) (Applicant: W.L. Moore Construction). George Rubaioff stated that the Applicant had deposited a Cashiers Check with the City, as security for performance. George stated that some items were to be completed before signatures could be placed on the Mylar (Final Plat). George handed out to the Commission, copies of the Resolution granting Final Plat approval for Valley Point Subdivision. CITY OF CENTRAL POINT Planning Commission Minutes January 3, 1995 - Page Four Larry Blanchard stated that the developer has paid all the Public Works fees, and the Developer had deposited the Cashier's Check in the amount of $3,000 with the City on December 28, 1994. Commissioner Fish moved to approve Resolution #3132 approving the Final Plat for Valley Point Subdivision located in the vicinity of Marilee Street and Beall Lane (37 2W 11D TL 2401 and 2600) (Applicant: W.L. Moore Construction). Commissioner Johnson seconded the Motion. Roll Call Vote: Fish, yes; Governor, yes; Graves, yes, and Johnson, yes, and the Motion carried. VII. MISCELLANEOUS - Commissioner Johnson suggested February 22, 1995 for a "Town Hall" type meeting with businesses in Central Point, concerning any future commercial development in Central Point, such as the area on the 1-5 corridor. George Rubaloff stated that the Council and the City's Consultant need to concur on how to involve the City, such as appointing a Task Group to work with businesses. He also stated that the Rogue Valley Council of Governments is working on the Master Transportation Plan (completion date June 1995) and Dave Evans & Associates are doing an "increased traffic engineering" study. VIII. ADJOURNMENT - Commissioner Fish moved to adjourn, Commissioner Graves seconded the motion. All voted aye by voice vote, and the meeting adjourned at 8:17 p.m.
