Central Point Planning Commission
Meeting was called to order by Chairman Don Banks. Members present were
- Bradshaw, Emery, Holbrook, Morrison, Loveland and Zieser.' Commission-
member McManama was absent; with 1-vacancy noted at 7:30 P.M.
Item #1 in the order of business was request of Variance at 5th and Cherry
Streets by Pickell Builders for a 5' setback. Mr. Reese of 360 North 5th
Street was present and said he was not in favor, ; as stated at the last
meeting; more congestion, and also would seta precedent. Mrs. Reese was
not in favor; stating toollarge a house, but okay if a smaller 'house on
the lot: Mr. E.C. Brittsan was acknowledged and stated he owned the house
next to the lot in question. "Are there any other lots of this size and
variance like this in town?" Air. -Brittsan reviewed plan and questioned if
the house can be•placed on the lot because of overhang?
As a Review Board, Commissioner Bradshaw recommends the variance be denied,
:wi�ffiMember Emery seconding.
Farther discussion by those present; Mrs. Reese inquired if they should be
at the next regular meeting. The answer by the Chair was "no"'. She was in
favor of a house that would-fit'on the lot, but was concerned with over-
crowding' and•poor planning.
Inge Gruber, Engineer' discussed Corcoran Subdivision next. Chairman Banks

stated that we can do nothing about this Subdivision until the land is
annexed; that it has to be in writing on the mobile home and the existing
building and presented before' the City Council-during annexation. Cha rman
Banks said he understood that we cannot inspect the grounds until it is
annexed by the-City. Commissioner Emery inquired why the City Engineer
couldn't make an unofficial visit to inspect? Chairman Banks will confer
with the City Administrator Ron Young'to see if this can be done. The
Engineer must cheek'on'roads as far as base for paving. Miss Gruber was
asked to look into 'the'matier 'of the existing home on the property to see
if it has been sold. Question was what authority did the City have to the
pre-existing house on the property? . Engineer Gruber will inform City Admin-
istrator Young about the pr"ent 'house. 'Chairman Banks read a list of
recommendations concerning the Subdivision:
1. Topography maps required
2. -Cul-de-sac; asked for variance from 60 feet to 45 feet
3. Minimum street width of 50 feet for right-of-way '
4. Open space (no park area) not shown
5. Variance - hardship mobile home existing
6. Minimum lot dimensions spelled out
7. Removal of barn and metal building
8. Six lots shown with less than the required width of street
9. All standard engineering practices.must be acknowledged.
10. Street brought up to standard (base)
11. Sewer must be brought to standard ,
12. Sidewalks required
13. Agreement on barn, house, and metal building
14. Riprap on Jackson Creek will be required.
15. Variance for the existing house backyard, variance on existing
house.
16. Dedicate 10 feet right-of-way on Pine Street (West) for 4-lane
usage.

Commissioner Bradshaw questionafecommendation for easement along Jackson
Creek? Chairman Banks responded with a "no, it is not necessary for a road-
way easement along Jackson Creek for repairs to the Creek if riprap is put in".
Member Bradshaw inquired if we should look into the control of Jackson Creek;
as more people build increases more water into the Creek.
Member Emery recommended that Community Development Engineer Replogle look
into the riprap problem for the protection of the Creek. Question was raised
about the Park space. Chairman Banks stated so much land has to be set aside
or a fee had to be charged against each lot according to Ordinance in lieu of
a Park space. - -
Member Zieser stated that a 10-foot strip on West Pine Street for right-of-
way is necessary, and it is necessary for the 4-laning of Pine Street. BOATS
Study shows this and the Council will require this also. Member Holbrook in-
quired 'what was expected of the Planning Commission tonight on the Corcoran
plan?' Chairman Banks informed all that this is just a discussion. We have
already made recommendations to the City Council.
Member Emery spoke on the recommended variance for the Cul-de-sacs. He felt
this should be checked with the City Fire Department to see if a 45 foot or
a 50 foot radius is sufficient.

Chairman Banks said the City Council wants .the Planning Commission to re-
establish the area south of Taylor Road to Old Stage Road into the Low Density
Residential area for study. Discussion was held on annexation to the City
with special emphasis on this area south of Taylor to Old Stage Road. -
Member Bradshaw suggested to the Planning Commission that Ron Young check
with Jackson County to keep the City Planning Commission informed on the
latest zone changes or development plans within 1/2 mile radius of the City.
No further business at this time, Member Zieser moved-the meeting be adjourned.
Member Emery seconded. The meeting adjourned at 9:00 P.M.
