HomeMy WebLinkAboutApril 16, 1974 City Planning Commission Meeting Minutes - April 16, 1974 Meeting was called to order by Chairman Cal Bowers at 7:30 P.M. with the following Commissioners present: Banks, Bowers, Holbrook, McManama, Curry, Bradshaw, Love- land and Morrison. Member absent was R. Zieser. Minutes of the Meeting of March 19, 1974 were approved as presented. Pickell Builders, request for a 4-Plea "townhouse" was the first Agenda item. Reports from the State Fire Marshall and City Engineer were read. Motion was made by member Banks to approve the plans subject to Fire Marshall's Report, Engineerts specifications and compliance with all City and State Codes. Motion seconded by Holbrook. Motion carried. Jack Skaggs 4-unit Apartment complex was approved by the Review Board at their last meeting. A motion to finalize approval subject to compliance with City and State Codes was made by Curry, seconded by Banks. Motion carried. Kitchen Masters request for interior remodelling was stpdied and approved by the Review Board. Motion to finalize approval, subject to Fire Marshall, City and State Codes was made by McManama, seconded by Curry. Motion carried. A public hearing was held on the request of Boby Godsby for a home occupation permit to open a tackle shop. Mr. Godsby had met the requests asked for by the City. The public hearing was closed. City Administrator Ron Young read a report from the City Attorney DuBay stating there was no conflict with the Comprehensive land Use Plan or Zoning. Member Banks moved that permit for a tackle shop as a Home Occupation be granted Boby Godsby. Motion seconded by Member Loveland and Passed. J.D. Dutton requested a Conditional Use Permit for construction equipment storage at the Franko Station, 125 South Front Street; which is no longer used as a service station. The Review Board recommended denial. The City Staff recommended denial. A motion to deny the request was made by Member Curry on the following grounds: A. A (caretaker's) mobile home cannot be used in Fire Zone 1. B. The area cannot be fenced to hide an unsightly condition because of setback and heighth regulations C. The hazard of welding over partially-filled gas storage tanks D. Trucks parked next to the curb. Motion seconded by Member Banks and passed. Sentry Square requested an okay for appliance storage to be built behind the existing Paulsen-Gates Appliance Store. Motion made by Member Banks to approve Paulsen-Gates storage addition subject to all State and City Codes, compliance with Fire Marshall's report and receipt of 2 additional plans corrected to say "Storage" not r1warehouse". Motion seconded by Morrison and passed. City Planning Commission Meeting Minutes - April 16, 1974 Page 2 Van Key's Market presented plans for a storage addition to the existing building. Reports from the City Engineer, Fire Marshall and City were given. The question was asked if approval of storage with back-door loading access off of Oak Street would compound the problem that already exists. Mr.'Tan Wey felt it would help alleviate the congestion because loading time would be cut about 50% with the additional Receiving area. He also invited Planning Commissionmembers to come see the area,., A motion was made by Morrison to approve Van Weyls request for additional storage, subject to corrections by the City Engineer and submitted to the City prior to issuance of a permit. Motion seconded by Member Banks. Motion darri.ed. A public hearing was set for April 30th at 7:30 P.M. on a request by the City for an addition to the Public Works Garage. The zoning is not correct according to the land Use Plan, but the garage is a pre-existing use. To re-zone would require City Council action as well as the public hearing. Complete plans for the addition will be available at that time. Robert Browning requested permission to change an approved building plan for 601 E. Pine Street. After discussion, the Commission asked Mr. Browning to bring in 3 copies of his plans, 1/4" to the foot, showing complete detail. Plans will come before the Review Board April 30th if they are received by then. A request was received from the City Administrator for approval or disapproval of use of a mobile home as an office for longer than the permitted 30 days. Member Holbrook moved this Conditional Use be approved for 90 days from issuance of a certificate of occupancy with no utilities and for daytime use only. Motion sec- onded by Banks. Motion carried. (336 Manzanita Street) Plans for an addition to the First National Bank Building were referred to the Review Baird meeting of April 30, 1974. Miscellaneous - Commissionmember Bradshaw reported being approached by several citizens concerned about saving the large trees on Fast Pine Street if widening should occur. Mobile Home Ordinance is being typed and should be available soon. No further business to come before this Body, the Meeting adjourned.
