MEETING OF NOVEMBER 20, 1973
at 7:30 P.M.
The meeting of the Central Point City Planning Commission was called
to order by Chairman Cal Bowers. Chairman Bowers noted the request
from Mr. C.P. Westwood to leave as -early as possible because of ill-
ness.
The minutes of the last meeting stand approved as read.
Roll call was taken with Commissioners Bowers, Banks, Bradshaw, Wegs,
Hull, and McManama present. Absent were Commissioners Mayes, Zieser
and Morrison.
First on the agenda was the public hearing regarding R. E. Nanasco's
application for variance. Time was moved up to 7:40 instead of 8:00}'
Mr. Lee Franks, 569 N. 6th, Central Point, Oregon, stated that he is
very much in favor of the above. He considered it to be an improvement
of the area. Mr. George Trobough, 568 N. 6th, Central Point, Oregon,
stated that he is very much in favor of the above also. Public hearing
was closed. The planning commission discussed the following:
Commissioner Zieser arrived at 7:40 p.m, and was informed on -what had
been discussed.
Mr. Manasco arrived at 7:45 and at that time came before the chair to
answer questions and discuss his request. Commissioner Bowers stated
that 35% of the lot is allowed and Mr. Manasco was found to be just
under that percentage according to the following figures: 9,612 sq.
feet in lot. 1980 sq. ft. in home at present. Pool will be 18 x 34 =
612 sq. ft. Patio is not covered. Proposed addition will be 2416'l x
181 . 81 set back on pool from fence, no top. There is a variable of
41, now existing roofline in 'front. Request is to put a -block screen
up - will not .change roof-line. There being no further discussion by
the chair, Commissioner Zieser moved to grant the variance. Commiss-
ioner Banks seconded the same; All in favor by aye vote. Motion carried.
Second on the agenda was- the presentation of the Flanagan - Farnsworth
Tract. Mr. Westwood pointed out the property on the map. He stated
that he prepared a report on October 16, a copy of which is in the file.
He also stated that on November 8, Mr. Van Dyke replied by letter, a
copy of which is also in the file. Mr. Walter Marquess offered to go
over the report. The Planning Commission -looked over and discussed
several maps.

Commissioner Zieser asked if any of the property owners had been
approached to this proposal. Chairgan Bowers said no and Mr.
Walter Marquess said no. Chairman Bowers thought it early in the
game to do this. If the subdivision is accepted, they will then
have to submit to a public hearing. They are not asking.for .
immediate construction but tentative plat approval. Mr. Marquess
said they are asking for a tentative plat not a preliminary plat.
There was a question regarding Snowy Butte -- Mr. Terrance Lee,
161 Glenn Way, Central Point,. Oregon; clarified that there is a.
Snowy Butte Road and a Snowy Butte lane. They ran perpendicular ,
and a large field separates them.. They do not connect. Mr. Walter
Marquess said there'. is a right-of-way and the city will probably
rename the streets in the area. The developer agrees to form a
berm and tree planting screen along the Chickory lane portion of
the development. Mr. Westwood said he did .not feel it was a very ,
severe variance because what they are proposing is a 90, lot and
a 20, buffer for a total of 1101 when the ordinance requires only
1001 . It was agreeable by the Commission, City Engineer and Mr.
Walter Marquess representing the developer, that a variable, in
the undersized lot would be preferable to the issuance of a
variance. Mr. Westwood recommended tentative plat approval sub-
ject to the report of October 16 and the letter of November 8. ' '
Mt. David Stevens, 159 Glenn Way, Central Point, Oregon, asked
what the commissionts thinking was on the improvement of their
street, ,,Glenn Way. He said he is, in favor of the subdivision as
such but he would like to have the access into the subdivision
.off of Beall Lane instead of off of Glenn Way. _Chairman Bowers
informed Mr. Stevens that you can't hold up the wheels of progress.
They are anticipating ingress and egress on Beall lane before this,
is developed. Regarding the improvement of the section of Glenn
Way which now exists, the developer has offered to pay 25%' of" the -
cost of the street. The question when we get to that point .will
be the thinking of all of the residents on .your street now. They
will have to say yes or no. For the amount of the traffic the
street will-have, it will have to be improved. Mr. Stevens asked,
"The street will go through ;no matter whether we approve it. or .
not?" Chairman Bowers replied, T'Yes, that is right". Mr. Westwood
informed us there is .a 70, right-of-way and there would be 40,
pavement. Anything over 361 becomes. city expense. The extra
4' will cost the city $3500.00 This has been going on- for nearly
a year and both the council and the commission have discussed it.
Traffic will be higher at different times of the day and the
road will be the dame as Bush Street which was improved not long
ago.
Also mentioned was the Recreation Area, Sidewalks, Sewers: It '
sould cost $2,000.00 to change to 101, line which is the cost over
and above an 81, line. Mr. Westwood said he would like to see
this size sewer line installed. This subdivision would drain to
the north. Water: We have 611, 8!1, and 101, lines existing - would
like to make them all 10". It would cost $2,000.00 on

Beall lane which we would get back as the subdivision filled up.
Street lights, drainage, Utilities and Bonds and Agreements were mentioned.
Commissioner Zieser had a question on the buffer zone. Mr. Walter
Marquess said they would probably plant 61 to 81 trees, nursery stock.
Commissioner Zieser suggested they give some thought to spacing, height
of plants, etc. Mr. Stevens asked if anyone knew at this time what type
of housing this would be - 235 or what? Mr. Walter Marquess informed
Mr. Stevens he wasn't sure but didn't think it would be 235. The develop-
ment costs would preclude 235. Mr. Stevens also asked about the lighting
on Glenn Way itself. Chairman Bowers said it would be brought up to Stand-
ard. Mr. Westwood suggested maybe the developer could submit a land-
scaping plan. Mr. Walter Marquess said they were after a sound barrier
as well as a sight barrier. Discussions were closed.
Commissioner Hull made a motion to accept the tentative plat for approval
with the addition of the report of October 16 and the letter of November 8,
to dispose of this property. Time limit to be one year. Commissioner
Banks seconded the motion. All in favor of the motion voted aye. Motion
carried.
Third on the agenda was the proposed subdivision by Hull at North'3rd.
Street consisting of four lots. Mr. Westwood pointed out the area on
the map and gave a favorable report with 1 condition — that Mr. Hull meet
all of the sanitation requirements. This is a tentative plat approval and
then we will have a final plat approval. Mr. Hull informed the chair the
201 roads will be improved. A question was raised regarding flag lots.
Chairmen Bowers said we have areas that can't be developed other than flag
lots so maybe we- should try them on for size. Commissioner Banks made a
motion to approve the plat plan with Mr. Westwood's recommendation. Com-
missioner Wegs sconded the motion. A roll call vote was taken: Wegs - yes,
McManama - yes, Commissioners Morrison and Mayes being absent.
Fourth on the agenda was the application for zone change from R-1 to R-F
by Eduroa Bohnert Lydiard regarding property located on Taylor Road. The
Chair recommends that the Commission recommend to the Council to set the
times for hearing on the zone change with the recommendations that we
change the zone of R-1 to R-F. Commissioner McManama madeomotion and it
was seconded by Commissioner Banks. All in favor voted aye. Motion Carried.

Last on the agenda was the report on the League of Oregon Cities
meeting held in Portland. The report was going to be pinned on
Commissioner Mayes but he called to say he was ill and would not
- be here tonight. The Chair is unprepared to give you more than
a thumbnail sketch. The Chair did say the following: ,
"I didn't learn anything. We went there with the hope
that'they would expound on legislation to a more factual
degree than what they did. The panel didn't,know as much
as we know. The theme seemed to be the energy crisis and
environmental quality of which we are all aware. When it
came right down to planning they were.all much aware of
the fact that the state is going to do everything. My
opinion is they are not going to do much of anything except
confuse us in local government. The main speaker at the
banquet, the mayor of New Orleans, expounded situations
which concern their city. He didnft say anything to help
us solve our problems. What the Environmental Quality
Department is going to do to us is, in a way, just more
or less threatening us. One seminar was on what the
Medford Planning Commission is doing or not doing. I
would like to see the league get speakers who are going
to discuss the real problems that are involved."
Commissioner. Zieser asked if any more had been said or done
about the railroad crossing in our city. The Chair said Mr.
Jack Snook and Mr. Orville Hamer were looking into it. The
public utilities commission are taking it over. No report
from Lorraine %te on it at this time. The Grange Co—op is .ry
supposed to move the dock back about 20 feet.
There being no further business to come before the commission,
the meeting was adjourned at 9:10 p.m. Commissioner Banks
made the above motion and Commissioner Wegs seconded the same.
Motion carried.
