Planning dommission Summary Report 25 September 1973

From: The City of Central Point Planning Commission
Subject: Scenic Village Subdivision
Pursuant to the September 21, 1973 Special Meeting of the Planning
Commission re: Scenic Village Subdivision
The following is the findings and recommendations of the Commission as being
of primary importance in rendering a decision to approve the subject sub-
division.
The findings of the Commission were based on:
Item 1. The revised preliminary plat plan..Aated 9/10/73.
Item 2. The Marquess & Marquess Report dated 9/07/73
Item 3. A letter from W. L. Moore Construction Company by N.A. Mead
dated 9/10/73.
Item 4. The current City Subdivision Ordinance. '
Findings
Item 1.
A. The revised 'plat as submitted does not show topographical contours
and elevations. Also, the alternate street name changes previous-
ly requested.
B. No reference is made as to the 162 foot wide strip of land located
at the west boundary of the Subdivision.
C. No reference is made on the plat plan as to the screening of the
north and northeast and east boundaries of the Subdivision.
D. No reference is made as to sanitary sewering, domestic water
supply, disposition of surface water and utilities.
Item 2.
A. Refer to subject matter of the Marquess & Marquess Report attached
hereto and made an integral part of the report.
Item 3.
A. The Developer indicates willingness to street name change; Vista
Way to become Rock View Drive, Crestwood Avenue to Conifer Court
Crestwood Circle to Conifer Court.

B. Further reference to Item 3 is noted in the aforementioned letter
and is attached hereto and becomes a part of this Report.
Recommendations
Item 1. It was the decision of the Commission to recommend to the Council
with reference to Item 1 under Findings that the Developer furnish
the City with a completed plat plan encompassing the specifics as
noted in Item 1 A through D.
Item 2. It was the decision of the Commission to recommend that the Developer
be required to adhere to the recommendations as set forth in the
City Engineer's Report. '
Item 3. It was the decision of the Commission to recommend that the previous-
ly referred to street names be changed to Rock View Drive, Conifer
Court and Conifer Circle.
Item 4. It was the decision to recommend strict adherence to the present
Subdivision Ordinance as amended, with the further recommendations
that Lots 1 and 2 of Block 1 of proposed Scenic Village Subdivision
be dedicated as a recreational park facility tot he City of Central
Point.
It is further recommended that the Developer be required to improve Dobrot Way
from its northerly intersecting line with Parkwood Avenue in a southerly direc-
tion to Scenic Avenue thereby creating a street as per City Standards.
It is further recommended that the Developer be required to furnish adequate
screening of the north, northeasterly and easterly boundaries of the proposed
subdivision.
It is further recommended that the Developer improve Scenic Avenue and bring to
City Street Standards that portion of Scenic Avenue abutting the proposed sub-
divsion.
It is further recommended that the Developer be required to stub out a sanitary
sewer in two (2) locations; 1 to the southerly side of Scenic_:Avenue in that
area abutting the proposed subdivision, and 1 to the easterly aide of Upton Road
in the area abutting the proposed subdivision.
It is further recommended that under no circumstances shall the Developer be
allowed to install a lift pump station for the dispersal of sewage, but shall
install a gravity flow system.
In conclusion it is the recommendation of the Commission that the Developer
be required to show proof of ownership by deed in fee simple to that certain
1621 foot parcel of land immediately abutting the westerly boundary of the pro-
posed subdivision.
