September 20, 1973 - -The Planning Commission met for a special meeting at 7:30 P.M. on the matter
of the Scenic Subdivision Preliminary plat to determine.what, if any, correc-
tions are to be made and approved. (Referred by motion of Central Point City
Council at meeting, of September 18, 1973 ,to .the Planning Commission for this
night.)_ The meeting was called to order by Chairman Bowers. The Commission
members present were Wegs, Bradshaw, Mayes, Hull, Banks, and Chairman Bowers.
Also present were City Engineer Westwood,. Mr. Mead, Councilman Hamer and
Clerk Lane.
Chairman Bowers .asked the City Engineer.to give a report on his findings. He
referred to the report of the Scenic Subdivision. (See EngineerI5 report).
After some discussion Chairman Bowers asked, ,for the record.. if the Developer
was amiable to this idea. Mr. Mead said yes. In reference to Paragraph F
Mr. Mead concurrs with the changes and agrees._ ,
8:00 PM Mr. Wegs had to leave for another appointment.
Recommendations under discussion:
1. Sidewalks --It was discussed that the sidewalk should be continued
as they are on Temple and Tenth Street. They should be all kept
consistent.

2. Sewer and Sanitation - It was decided that the sewer would go through
the George Johns property and drain toward the Upton Road area. Mr.
Mead didn't see any problems resulting from this.
3. Drainage -
The easement should be in the name of the City of Central Point.
4. landscaping -
There was a discussion at length on the screening of the end lots along
the Freeway.
Chairman Bowers read a letter from Mr. Mead and Mr. Moore dated September 10, 1973
concerning a change of the second Conifer Court to Conifer Circle. For the
record-the correction is noted.
Chairman Bowers then asked for the opinion of the Commission on the screening
of the lots closest to the Freeway.
Mayes - "land is pretty high; there is no need to put up screen where it
is not needed".
Hull - I'Make sure that what is seen is screened and the noise defected from
that.
Banks - "Screening of the lower ones should be sufficient."
Bradshaw - III would like to see it all screened but will settle for less."
Chairman Bowers - "Resolve this under the restrictive covenants- some
should be screened and some should not.1l

5. Parks - Chairman Bowers stated that the Developer to furnish the
area and the City would maintain it. But if the Developer sets aside
and allocates the property to the Subdivision, the City has no,-xights
to patrol in''-it or to take care of it. Mr. Bowers-then stipulated
that the Developer set aside Lot 1 and Lot 2 of Block 1.
For the Record- Does the Commission approve the Scenic Preliminary Subdivision
Plat to the notation on the 9/10/73 together with the Engineering Department
Report dated 7/19/73 with the additional request to the Council that the Devel-
oper deed to the City of Central Point, for recreational purposes mentioned,
the proposed Lots #1 and #2 in Block 1?
It is the recommendation of the Commission that the point of Dobrot Way from
the north end of the entrance of the Parkwood Avenue be brought up,to the City
standards to the intersection of Scenic Avenue; The improvements to be born
by the Developer, And the City to request the easement of the right-o£-bray on
the north side of Dobrot and northeast of Dobrot. Question of dissent on this?
No dissent on this by the Commission and the consent stands.
Chairman Bowers recommended that the questions of screening of the northerly
and northeasterly area be taken under consideration and be made a part of the
restrictive covenants.
The Chair will enter a motion to approve the aforesaid Preliminary Plat with
the recommendations as stated. Motion made by Banks, seconded by Mayes to
approve the Preliminary Plat with recommendations. All were in favor.
Motion carried.
The meeting adjourned at 9:30 P.M.
