HomeMy WebLinkAboutJuly 17, 1973 City Planning Commission Regular Meeting ' July 17, 1973 Meeting was called to order at 7:45 P.M. by Chairman Bowers. Present were members Banks, Bowers,, Bradshaw, Wegs and Zieser. Absent- members Damon, Hull, Mayes and McManama. The first matter to be brought before the Commission was the duly called Public Hearing on the application of N. A. Mead, Agent for W.L. Moore Construction Co. to rezone a portion of the DoYrot Way Annexation and all of the Church of Christ Property from R-1-8. (Single family. resident, 8,000 sq. feet lots) to R-1-7 Single family residence, 7,000 sq. feet lots.- A general discussion of lot sizes in the surrounding area was held and it waskointed out that while the City Zoning Map reflected an R-1-7 zone there was no mention in the City Zon- ing Ordinance of the R-1-7 zone and the usual minimum requirements delineated such as there was for other commonly-used and :mentioned zones. A letter in opposition from Mrs. N.R. Bruce was read pointing out the requested higher density was in conflict with the. development of the surrounding developed area and it was her belief that the best interest of the .City would best be serviced by retaining the more restrictive zoning. The matter was then opened for general discussion and then consideration by Commission members which was minimal. A motion by Banks, seconded. by' Bradshaw to deny the application was carried by an affirmative vote of all members present. The consideration for the construction of a proposed 4-Plex by Don A. Wate at 5th and Ash was the next item on the Agenda.. These plans had previously been before the Commission and found to be lacking in certain aspects. An electric- al plan and mechanical plan had been prepared and then the complete set had been reviewed by the engineering firm of Marquess and Marquess and a'one page of comments had been prepared for Commission consideration. Mr. Wate, being in the audience, was asked to come.forward and present his comments. The matter of a 42 to 52 in stem foundation for an appurtenance had been resolved, Mr. Wate stated, as foundation diggings would be sufficient to allow a 12-inch foundation as :the stem wall or foundation was poured. The subject of paving. the alleyway was disputed, but the Commission pointed out that since the off-street parking facility would be paved, it would be constantly filled with debris from the alley and the edges would continue to break off and by paving the alley it would support the off-site area, reduce the dust and add immeasurably to the appear- ance of the area and the project. On a motion by Zieser, seconded by Wegs the plans were approved subject to the letter of Marquess & Marquess dated July 9, 1973 and further subject to the paving of the alleyway from the street at Fifth to the west property line of the lot. Motion .carried by affirmative vote of all members present. Next, State Senator E.B. "Debs" Potts from Grants Pass was acknowledged as a member of the audience and was invited to make any comments he would care to. He briefly reviewed his experience as an elected representative of the people in various capacities and was impressed at the conduct of business of the Com= mission with particular regards to the "negative" motion which had been made and carried, and pointed out that this type of motion was the most difficult to pre- sent and get passed. He offered whatever help he could give as an elected representative of the City and thankedhhe Commission for the opportunity to be present and talk with them. A matter, not on the Agenda, was next taken before the members of the Commission by Doctor Alvin Roberts. He presented plans for moving his clinic building to Manzanita Street between 5th and 6th Streets. He indicated the plan was not in final form but wanted to discuss primarily the requirements of the City relative to building in general, zoning and parking. When asked specifically what he desired of the Commission, the discussion revolved around the use of the lot be- tween the. Clinic and the Church- and the fronting on Pine Street for parking purposes. It was pointed out that ingress should be from Pine Street and egress by� means of the alley to minimize the traffic congestion on Pine Street. The lot should have some landscaping treatment along Pine Street which was agreeable with Dr. Roberts. He then indicated he would return to the Commission when he had finalized his plans for the buildings themselves. There being nothing more to come before the Commission, the meeting was adjourned at 8:45 P.M.
