June 19, 1973
The Meeting was called to order by Chairman Bowers at 7.45 P.M. Members present
were Mayes, Hull, McManama, Damon, Wegs and Banks. Members absent were Bradshaw
and Zieser.
The Minutes of the regular meeting of May 15, 1973 and of the Special Meeting of
May 23, 1973 were approved as written.
The first items of business on the agenda were the annexations of A. Sargent,
Ehrhardt and Richards, B. Six (6) lots on Freeman Road, and C. Lots in apex of
North Third and North Tenth Streets. Item C. was continued because it was incom-
plete.
Item B. - Chairman Bowers informed the Commission that we still did not have all
pertinent information on this request for annexation as yet. Mr. Ron Hinxman,
one of the propertyowners, asked what was still needed to get this annexation
through; a land description by City Engineer Westwood was presented and also Mr.
Hinxman was informed that we needed to know where the sewer was going to run.
Member McManama made a motion to set this Freeman Road properties annexation off
for a Review Board Meeting on June 27, 1973 at 7:30 P.M. , seconded by Member Wegs.
With an all in favor, motion carried.`
Item A - Sargent; Ehrhardt and Richards' request for annexation. A motion by
Member Hull to hold this item over for the Review Board meeting on June 27, 1973
at 7:30 P.M. was made, seconded by Member Damon. Motion carried.
Next item of business was to set a public hearing on the application of Mr. N.A.
Mead for rezoning an area north of Scenic Avenue from R-1-8 to R-1-7. Member
McManama made a motion to set the public hearing for July 17, 1973 at 7:30 P.M. ,
seconded by Member Mayes. All in favor, motion carried.
Plans for a new building and remodeling of an existing building at the corner of
Pine Street and U.S. Highway 99 was submitted for approval. Chairman Bowers gave
some information concerning this project and also stated that entrance to the
parking lot would be north on U.S. 99 and egress would be east on Pine Street.
Member Banks made a motion to approve the plans as presented by Mr. Mead on building
and remodeling at U.S. 99 and Pine Streets subject to compliance with State Fire
Marshall's report and City and State Codes, seconded by Member Wegs. With all
members present voting in favor, the motion carried.
Next was the cars ideration of plans for a park at South Third and Oak Streets.
Mr. Wayne Christian representing the Church of Christ, propertyowners, stated they
will develop the park and they would like for the City to maintain the park and
furnish the water. Chairman Bowers asked Mr. Christian if the Church would lease
this property to the City for a number of years as the City would be liable in the
operation of this park. Mr. -'Christian stated he would meet with the board of
trustees and find out. Member Hull made a motion to set this aside until we get all
information pertaining to this park, seconded by McManama. All in favor, motion
carried.
Next item for discussion was request of Mr. Dave Rowell, agent, Rogue Valley '
Natural Foods of proposed building at 211 North Front Street. After some
discussion, Member McManama made a motion to table this matter for 211 North
Front Street pending further plans and information as required. Motion was
seconded by Member Damon. Motion carried.
The consideration of plans for a 4-plex at Fifth and Ash Streets, Mr. Wate,
agent, was next before this Commission at this time. Member Hull made a motion
to table any action on this request of a 4-plex at Fifth and Ash Streets until
we get all pertinent information, seconded by Member McManama. With an all in
favor, motion carried.
An application for a building permit was next before the Commission for the
construction of a modular home in the City of Central Point, Big Pines, agent.
The Planning Commission, after due consideration of. the request of a modular
home within the City of Central Point, hereby denies the application based on
the. following: items:
1. Plans and specifications asopresented do not meet the requirements
of. the City sanitary code.
2. City Ordinances provide for on-site inspection of all construction;
the manufacturer of modular homes outside the City of Central Point
do not meet this specification. ,
3. It is the opinion of the Commission that the modular-type home
enters into the category of mobile home-type structures.
Motion to deny this request was made by Member McManama, seconded by Member
Wegs. With all members in favor, the motion carried.
Member Mayes made a motion to adjourn at 1010 P.M. , seconded by Member Damon
and the motion carried.
