HomeMy WebLinkAboutMarch 12, 1973 Planning Commission Review and Study Session Meeting ' March 12, 1973 - The meeting was called to order by Chairman Bowers at 7:40 P.M. with all members of the Planning Commission present. The first item on the Agenda was Time Oil Company underground-gas tanks. After some discussion it was decided that=everything looked alright; but the Commission would make the final decision at the regular meeting, -of March 20, 1973. Next item on the Agenda- The Doyle Fox 4-plea on Manzanita Street. This matter was postponed until a leter date at the request of the Developer. Next was the D&S Harley-Davidson Shop remodel request'- which was denied because of the lack of off-street parking area. Next item was Valley Estates Subdivision, Tom Malot developer. It was decided to omit the 8-inch sewer line the City was going to install be- cause it would be of no,benefit to anyone in the future. It was also decided to get a statement from the City Attorney regarding the expendi- ture of public funds for installing the pump station on the 4-inch pressure line to serve this tract. After some discussion, Unit #1 of Valley Estates Subdivision consisting of 19.6 acres was approved and signed. Flanagan, Farnsworth, Leonard and Budd Development plan was next presented ' by Walter Marquess of the Marquess and Marquess Engineering firm. Mr. Marquess showed their plans and also discussed possible paving of Glenn Way through to Pine Street at the property owner's expense. Continuing, he also proposed a 3 to 4 foot raised planting strip along Chickory Lane as a buffer zone. The area would be furnished water from Elk City Water Company by a 10-inch main on Beall Lane. The sewer hook-up would be to a 10-inch main on the east property line of the Tract on Glenn Way. Surface water would be carried off by Daisy Creek. The park area would be about 2 acres for the entire development. Mr. Westwood stated the concept was good as long as it provides the possibility of 60 to 80 foot through the streets from Beall Lane to Pine Street. After some discussion the concept was agreed to by the Commission. Next item was the Germann off-site sewer. Chairman Bowers read a letter from former City Engineer, discussed the cost of the sewer and also stated the easement the sewer is on is a deterrent to the price of the land it is on. The Germann' s have agreed to $25.00 per hookup at the following formula: 75 lots Mazama Village @ $25.00 = $1,875.00 34 lots Frank Bruck @ $25.00 = $935.00. It is also determined by applying the foregoing formula that this will end , any further reimbursement to the Germann's with the exception of one hookup on the Carr Property as per Section 10-2:29 4c(2) . O Next, was Van Wey' s Market, referred by the City Council on February 27, 1973 to the Planning Commission for study and recommendations. Chairman Bowers appointed a committee of Bradshaw, Banks and Damon and himself to study this situation and report at our next regular meeting" on March 20, 1973. The Mobile Home Ordinance was- put aside until our next meeting. The meeting was adjourned.at 1.1 P.M.
