HomeMy WebLinkAboutJuly 18, 1972 Planning Commission Regular Meeting ' July 18, 1972 Meeting was called to order at 7:50 P.M. by Chairman Backes. Present: Chairman Backes, Members Banks, Bowers and McBee. Absent were Members Burton, Bradshaw, Dixon, Hull and McManama. h� Chairman Backes ruled a quorum was not present and as a result, <O€ official business could be conducted. With the approval of the City Attorney who was also present, it was decided to hear the report of the City Atty and the City Engineer on the request of Mrs. Lulu Germann to be reimbursed a pro- rata share of the Pinecrest off-site sewer by those benefitted by connection subsequent to its installation. The City Attorney ruled that Mrs. Germann was entitled to some reimbursement by those to be benefitted; by that the computation of percent benefit would have to be calculated by the Engineer. Some phases of reimbursement such as Mazama Village Subdivision were determ-,_ ined to be most difficult to be called from under the circumstances and other cases such as the Temple Court and Sierra Vista Subdivisions where alternatives in construction were available; speirhaps no benefit existed from this off-site improvement! "Wes" Westwood, City Engineer, indicated his tentative computation of benefits based upon acreage but doubted there was any benefit to Mazama Village because the original plan calling for a forced main from Tenth Street to Third Street at Victoria was changed at the re- quest of theCity and if there was any benefit it would be to the City, not the Subdivision. Because of the lack of specific engineering data on Temple Court and Sierra Vista Subdivisions it was not possible to definitely fix the benefit. Since no official action could .be taken, this matter was agreed to be a matter of discussion for the scheduled meeting with the City Council to be held July 25. This being the regularly advertised day and meeting for a public hearing on the application of Millie June Savage for a Conditional Use Permit to conduct a home occupation as a bookkeeping and tax service from her residence at 447 Grand Avenue, this was the next matter for consideration. Since a quorum was not present, this matter was continued to the Regular Meeting to be held August 15, 1972. France Bruce next presented revised preliminary plans for the Temple Court and Sierra Vista Subdivisions and indicated final plans for Temple Court and Sierra Vista, Unit #1 were available for approval. Since no quorum was present, it was generally agreed upon to call a Special Meeting for 8 P.M. Thursday July 20, 1972 to consider these matters. A general discussion ensued concerning not being able to transact City busi- . ness because of no quorum present and an exploration was made of getting the agendas and being notified of meetings. It was pointed out that agendas were mailed for each meeting so as to reach the members at least two days before the meeting. . No remedy for this shortcoming was agreed to. Meeting adjourned at 10:25 P.M.
