June 20, 1972
Meeting was called to order at 8:10 P.M. by Chairman Backes.
Present: Members Banks, Bradshaw, Burton, Dixon, McManama, and Chair-
man Backes and new member:,Bowers after receiving the oath of office. Absent
was member Hull.
Also present were Mayor Manasco, Councilmembers Hamer and Rowe, City
Administrator Hutton. The Minutes of the Regular Meeting held May 16, 1972
which had been mailed to each member were approved as written.
Calvin V. Bowers appointed as a new member of the Planning Commission by
the City Council at its meeting held June 13, 1972 was given the oath of
Office by Mayor Manasco and seated as a regular member of the Planning
Commission to replace Ray Novasad, resigned.
Mayor Manasco announced James McBee had accepted the appointment to fill
the final vacancy on the Commission and would be officially confirmed and
sworn in prior to the next meeting of the Commission. This appointment
would fill the vacancy created by Miss Mural Mills' resignation.
Mayor Manasco next brought the Commission up to date on the developments
relating to the "701" Planning Grant application and informed the Commiss-
ion that the State Executive Department would not approve the Bureau of
Governmental Research being appointed as the "Planner in Charge". There
appeared to be an alternative in that it was contemplated that a part-
time planner may be hired by the Rogue Valley Council of Governments who
would be available to the City to act as Planner but at this time nothing
definite could be reported. A general discussion ensued and it was
generally agreed that the Mayor should proceed to investigate the other
alternatives and report when something more definite was known.
The application of Millie June Savage for a Conditional Use Permit to
allow a home occupation as a bookkeeping and tax service at her resi-
dence located at 447 Grand Avenue was noted and a public hearing was set
for the regular meeting of the Commission to be held July 18, 1972. The
proper legal advertisement and notices were ordered to be sent prior to
the meeting. ® '
The proposed Jackson County General Land Use Plan was discussed and
comments made on the City letter in rough draft form to the Jackson County
Planning Commission. The description of the area was changed by altering '
the westerly boundary to include the area from Grant and Taylor westerly

was the beginning of the boundary descroption. A general discussion ensued
on the reasons for attempting to create an "area of urban influence or 1
service". It was decided a paragraph should be added to the letter pointing
out that the County plan, controls and regulations should prevail within
the boundaries of this proposed area until such time as the properties
petition for annexation and inherent City services.

The standards and specifications for sidewalk construction in subdivisions
was explained and discussed to the satisfaction of all present. These
standards and specifications had previously been adopted by the City Council
at tle regular meeting held June 13, 1972.
The need for a street tree ordinance in the face of potential developments
was discussed. City Administrator Hutton was instructed to furnish model
ordinances for study at the meeting to be held July 18, 1972.
On a motion by Bowers, seconded by Banks all future meetings of the Planning
Commission are to be held at 7:30 P.N. Motion carried unanimously. This
hour will coincide with the Council meeting hours and will establish a uniform
meeting time for the Council and all committees and commissions.
During the discussion of a set of plans submitted to the City Administrator
for approval and a permit, some of the shortcomings of ordinances regulating
design and off-street parking were discussed. After a complete examination
and discussion, it was' informally decided by the majority of the members
that the City Counci be urged to amend the appropriate City ordinances to
require plot plan approval and building design and aesthetics for all
structures other than a signle family residence.
There being no further business to come before the Commission, the meeting
was adjourned at 10:20 P.M.
