HomeMy WebLinkAboutNovember 30, 1971 Planning Commission Regular Meeting 8:00 P.M. November 30, 1971 The Planning Commission met in regular aession with Chairman Backes presiding. Roll call found present: Ivan Burton, Mitchell Hull, Ben McManama, Mura;Mills, Ray Novasad. Absent were Ray George who was in the hospital. There were no Minutes of the previous meeting since there was not a quorum. Mr. Donald Ullfers, Consolidated Development Company, Inc. appeared before the Commission to present a preliminary plan of the proposed Mazama Village Subdivision. Mr. Ullfers presented Plan A, which would use a gravity plan for the sewage system. He Celt this was too costly for him to develop. He then presented Plan B, which would use a lift station. He said there seemed to be opposition to a lift station because of the trouble in the past with similar installations. He stated that a one year unconditional guarantee is normal on these pump stations, but he is asking his manufacturer to give him a five year unconditional guarantee. Federal laws require a subdivider to deliver a lift station or to design an automatic and interim protection. A holding tank would be sufficient_ for four hours in case of an electrical ' failure. Based on a 24 hour day, with 71 homes, the cost to the City for operation of the lift station would be approximately $34.67 per month. The yield to the City, at $2.00 per month, per home, would be $142.00. Discussion was held on the storm drainage system. Mr. Ullfers said there were several items to consider. He proposed that he be permitted to use aluminum pipe, which is more economical. He said if the Planning Commission would approve the aluminum storm drain pipe, he would be willing to consider installing sidewalks at his own expense. If the City wanted the concrete pipe, he would be unable to consider sidewalks. And if the concrete pipe is approved, the City would have to pay approximately $13,000.00 as their share of the difference between the 24" and the 36" tile. Mr. Ullfers proposed the use of aluminum since there was a difference in price of almost 70%. Approximately 1,950 feet of drainage tile is required and he quoted the following prices; 24" concrete at $6.75 per lineal foot or approximately $13,162.50 plus $1.55 per lineal foot for digging; using 36" concrete the price would be $13.10 per lineal foot or approximately $25,545.00 plus $6.30 per lineal foot in digging or labor. Bryce Townley, City Engineer, arrived at the meeting. He said he had re- viewed the plans for the proposed subdivision and had some recommendations to make. He recommended the sewer pipe be AC or concrete and the storm drain be aluminum. He would like to see the easements on Lot 68 to be on the same lot line, on the final plat. Po 2 November mber 30, 1971 Meeting As to the sewage system, he asked that Mr. Ullfers check out the possibility of going out Scenic Avenue. The City would have to decide on the extra costs if the sewer was installed this way. This would eliminate the lift station and open other areas for development in the future. The lift station might possibly be moved further North to cover more area. He recommended an 8" line. Mr. Ullfers told the Commission that the lift station, as designed, would serve 200 homes and a 100-unit apartment building, since it was similar to others he had installed. Chairman Backes told the Commission that it had been brought to his attention that some problems had been found in the past with two houses connected to the sewer line with a "Y" at the property line. He felt each house should have a separate line. Mr. Ullfers assured him that each lot would have a separate line. Chairman Backes recommended that sidewalks be installed in the new Subdivision. Mr. Townley told the Commission that sidewalks built next to the curbs on 50 foot right-a-ways are dangerous. Children playing are likely to run into the street and people are sometimes struck by a car door being opened over the a sidewalk. Mr. Ullfers said he would rather see an area for traffic in the rear of the lots; which would be better for the children. Mr. Ullfers again stated that if the Commission would approve the aluminum drain tile, he would cooperate on the sidewalks because of the difference in price of the tile. However, he would limit the sidewalks to one street. Cost of the sidewalks was estimated at approximately $2.75 per lineal foot. Mr. Ullfers said the subdivision would be landscaped on all properties. He felt it would be an asset to the City. And, he noted that the City had a culvert under Tenth Street that would need to be replaced. All utilities would be underground. Discussion will be held with the City= Council on the street lights, using metal poles. Chairman Backes asked if there were any further questions from the Commission or the audience. There being no further discussion, the Chairman asked for the Commission's decision on the Subdivision preliminary plat as presented. Motion was made by Novasad to approve the preliminary plat layout of the Mazama Village Subdivision, with the stipulation- if the City Engineer does not come up with an alternate plant that is suitable to both City and developer, the Planning Commission will approve the Plan with the lift station. If aluminum storm drain is approved, Mr. Ullfers would install and pay for it in full. If concrete pipe is approved, the City would pay difference, between 24" and 36!' pipe. And with the condition the Subdivision be built in accordance with the a Subdivision Ordinance. Motion seconded by Hull.. All in favor motion carried. Mr. Ullfers thanked the Council for their time and consideration. November 30, 1971 Meeting ' Page 3' Mr. Marty Edberg, Pacific Power and Light Company, appeared before the Council to discuss the possibility of building a sub-station on some property located between Highway 99 and the Crater High Football field, North of Central Point. Part of the property being in the City Zoned R-1-7) and the balance in the County. Mr. Edberg proposed that the Power Company annex the property into the City. After discussion, Mr. Edberg was advised to file an application for a Conditional Use Permit with the City Recorder, 3'iling fee $25.00. Also , file a petition to annex the property, which is outside the City limits. Discussion was held on the meeting night for the Planning Commission. It was decided to meet the third Tuesday of each month for the Regular Meet- ing, and meet with the:'Council on the fourth Tuesday for a work-session. Mayor Manasco and several of the councilmen were in the audience and they explained that the Council meeting on the fourth Tuesday was to be a work- session to acquaint all members with the various regulations and to plan for the future. Mayor Manasco told the Commission that they have applied for a 701 Grant for Federal Funds to do some planning for Central Point. Public hearing to be set for December 21st meeting for the PP&L request. ' Meeting adjourned 10:15 P.M. Note: Attorney 'Mansfield has advised that PPL cannot.-build a substation in the R-1-7 Zone. He will draw necessary notices for an M-1 or M-2 Zone Public Hearing. He has contacted Mr. Edberg of PPL and explained this to him.
