2001/2002 BUDGET COMMITTEE MEETING MINUTES
April 11, 2001
I. MEETING CALL TO ORDER
City Administrator Jim Bennett opened the 2001/2002 Budget Committee meeting at
7:00 p.m. Mr. Bennett welcomed the new committee members and explained the
budget process.
II. INTRODUCTION OF MEMBERS
Members present were:

Planning Director Tom Humphrey, Building Official Lois DeBenedetti and Police
Chief Mike Sweeny were not present.
III. CARRY OVER BUSINESS FROM 2000/2001
City Administrator Jim Bennett stated that there was no carry over business.
III. ELECTION OF BUDGET COMMITTEE CHAIR
Mr. Bennett opened the floor for nominations of a Chairperson for 2001/2002 Budget
Committee. Dave Gilmour nominated Kay Harrison as Budget Committee
Chairperson. Bill Stults seconded. Dick Halley nominated Bill Stults as Budget
Committee Chairperson. Kay Harrison seconded.
Mr. Bennett asked for a show of hands in favor of Kay Harrison for Budget
Committee Chairperson. Seven members in favor.
Mr. Bennett asked for a show of hands in favor of Bill Stults for Budget Committee
Chairperson. Seven members in favor. Creating a tie vote.

Mayor Walton flipped a quarter, Mrs. Harrison called tails, it was tails. Mr. Bennett
then asked for a show of hands in favor of Mrs. Harrison for Chairperson. Motion
Passed.
V. ESTABLISHMENT OF PERTINENT RULES FOR DISCUSSION
Mr. Bennett explained the Rules for Discussion.
• A simple majority vote of members present will be required to pass any issue
brought before the Committee.
• Atwo-thirds majority vote of members present is needed to reopen an issue.
• An approved motion is needed to continue the meeting past 10:00 p.m.
• Last year a vote was taken after each department or fund budget was
presented.
The Committee agreed that they would continue with the same rules for discussion
as presented in the budget document.
VI. PRESENTATION OF PROPOSED BUDGET DOCUMENT BY BUDGET OFFICIAL
Mr. Bennett briefly discussed the highlights of this years proposed budget. He
explained the significant changes in the General Fund Revenue is largely due to the
annexation of the City into Fire District No. 3. He explained the revenue sources by
fund and fund balance trends.
Mr. Bennett asked the Budget Chair person if the Committee wanted to continue into
the General Fund Budget. Mrs. Harrison stated that he should proceed.
1. General Fund Resources
Mr. Bennett stated that the significant changes in resources will be an increase in
Building Permit Fees, and the new line item for Motei/Hotel Room Tax.
A. General Services
Finance Director Bill Brugger explained that a significant increase in
Personnel costs are as a result of renegotiated collective bargaining
agreements and higher health insurance costs. There are no proposed
changes to staff at this time.
Mr. Brugger explained that the increase in line item 01-11-62 is because they

have moved the computer systems charges from other departments into the
General Services Department. The increase in 01-11-73, Mayor, Council is for
the travel and meeting expenses of Council Members.
Chairperson Harrison suggested continuing the General Services Department
budget to the next meeting.
Mr. Bennett stated that the next meeting will be on April 18, 2001, at 7:00 p.m. staff
will present the rest of the General Fund Departments and continue with Motor
Vehicle Tax and Street Appurtenances Funds time permitting.
V. ADJOURNMENT
Bill Stults made a motion to adjourn. Mike Quilty seconded. The meeting was
adjourned at 9:10 p.m. to the April 18, 2001, Budget Committee Meeting.
