INTRODUCTION OF MEMBERS Members present were: Council members Citizen Members City Staff Mayor Bill Walton LeRoy Burkhart Jim Bennett, City Administrator Dave Gilmour Jim DeKorte Bill Brugger, Finance Director Dick Halley Mike Quilty Lois De Benedetti, Building Official Kay Harrison Rick Rapp Tom Humphrey, Planning Director Donna Higginbotham Marciel Tomich Bob Pierce, Public Works Director Dennis Richardson Mike Sweeny, Police Chief Bill Stults Deanna Gregory, Deputy Recorder AI Myers and Hank Williams were not present. II. APPROVAL OF MINUTES A. Approval of April 11, 2001, Budget Committee Minutes Dick Halley made a motion to approve the minutes for the Budget Committee Meeting on April 11, 2001, as presented. Donna Higginbotham seconded. All said aye. Motion passed unanimously. II1. PRESENTATION OF BUDGET General Fund A. General Services, Continued Budget Officer Jim Bennett explained the increase in Personnel due to renegotiated collective bargaining agreements, and higher health insurance costs. The increase in Maintenance & Repair is due to the reassignment of the computer systems costs. There was discussion regarding future staffing, professional contracts, a grant writer, dues and insurance and a breakdown of fringe benefits. Mr. Bennett explained that the benefits are approximately: 33% PERS 20% Social Security 45% Health Insurance Mr. Bennett explained that there is an overall increase in Personal Services through out all departments in the proposed budget. Bill Stults seconded. All said aye. Motion passed unanimously. B. Building Department Building Official Lois DeBenedetti explained the significant changes for the Building Department. Staff changes are reclassifying the Building Secretary position to Building Permit Technician classification. The department will have two Permit Technician positions and remove the Building Secretary. The increase in Professional/Contracts is due to the increase in amount of inspections. The other significant changes are in Travel & Training and Equipment. There was discussion regarding the Building Department: Reserve being shown in the budget as a dollar amount. David Gilmour made a motion to approve the Building Department Budget as presented for Total Requirements of $226,646. Donna Higginbotham seconded. All said aye. Motion passed unanimously. C. Electrical Permits Mrs. DeBenedetti explained the staffing for Electrical Permits. The contract inspector costs will be increasing based on the expected level of building activity during the new year. There was discussion regarding an increase in Electrical Permit fees to help sustain the program. Mike Quilty made a motion to approve the Electrical Permits Budgetas presented for Total Requirements of $76,732. Dick Halley seconded. All said aye. Motion passed unanimously. D. Plumbing Permits Mrs. DeBenedetti explained that there are no significant changes. The staffing will stay the same. This is a self sufficient program. They are budgeting for new computers for the inspectors and the customer counter. Dick Halley made a motion to approve the Plumbing Permits Budget as presented for Total Requirements of $71,550. Police Department Police Chief Mike Sweeny presented the Police Department Budget. He explained the significant changes will be in the reactivation of the Police Lieutenant position, renegotiation of the communications dispatch contract, and completion of the department wireless local area network (LAN). Bill Stults made a motion to approve the Police Department Budget as presented for Total Requirements of $1,722,666. Dennis Richardson seconded. All said aye. The motion passed unanimously. V. ADJOURNMENT Donna Higginbotham made a motion to adjourn. Dick Halley seconded.
