- The Common Council met in regular adjourned session with Mayor.Saxbury
Presiding. Roll call found: Adams, Bartley, Britton, Holbrook, Robison;
,present. Patterson; absent. Also present, Attorney Mansfield, Recorder
Mason and Deputy-Recorder Lorain Tate.
Discussion of the previous minutes. Motion Bartley, second Adams to
approve the minutes as mailed to each of the Councilmen. Motion carried.
Ordinance No. 808 was read by the Attorney. This being an Ordinance
vacating a certain public street and alley, as described herein, lying
`between Lots 4,5,6,7,8, and Lot 3, Block 15, Original Town. _
(Livingston and Kincaid properties.)
Motion was made by Bartley, second by Robison. that Ord. #808 be approved.
-.Roll call note: All in favor.. Motion carried. Ord. #808 declared
duly adopted.
Planning Commission minutes were read. Discussion: George Smyth,
~-Congregation of Jehovah~s.Witnesses requested permission to erect a
Church (Kingdom Hall) at the SW corner of Fifth Street and Oak Street.
Attorney recommended a Fublic Hearing since this property lies within
a Residential Zone, and our ordinance requires a public hearing in
-.such case. Motion by Robison,' second by Britton to"call for Public
'Hearng`on February 2, 1966., at 7:30 PM in the City Hall. .Motion
carried.
-. Discussion on the re-.zoning of prc~rty located at the Northerly end of
North Fir"st Street. The request was made by Mr. and Mrs. Sutphin to
~; re-zone this property from Residential to Commercial so that they could
>.operate"a restaurant. Attorney Mansfield said our Ordinance requires
a direct access"to a Public Highway. In .due of thss; he recommended
denial of•.the re-zoning on this basis. If the street was extended,
'.the Councl•might at theer discretion allow the zone change. "Discussion
' on proposed width of dedicated. street extension. (Mrs. Sutphin came in
several days after the meeting and said they had decided to drop the.
'matter.") The Attorney recommended the matter be referred to the
Planning>Commission and let them determine their requirements, then
call Council meeting in order to expedite the matter sooner. Mayor
Saxbury called the Planning Commission and set Wednesday evening,
January 5;:1966 for a meeting. M.rs. Sutphin to carry petition to get
the street dedicated for right-of-way. Chief of Police to work with
the .~Piannng:Commision to discuss any problems of traffic, etc."
Mr, Mason read a letter from Engineer Warren regarding the proposed
annexation of the Mead:, Miller and School District 6 properties.
Discussion was. held on the. possible problems involved with ,connecting
the propooed annexed property to the present sewage pumping stations in
the Royal 'Heights Subdivision. Since, there has been so much trouble
with.these'pumping stations in the past, it was felt that the Council
`should have further information before going ahead with the annexation.
Vernon. Capps, Public Works Supt., recommended another pump be installed..
at, the #l: pumping station. Councilman Holbrook .asked what would, happen
if these. pumps would go out, while School was in session.

Attorney Mansfield advised the council they would not be negligent,
if they tried o present any major problems. He also stated that he
felt the city`should get a proper Engineering and Planning study-made: .•
of the area, and the School District pay for the study.
Mr. Robison will arrange a committee meeting with Supt. of School,
Mr. Meyer; and. the sewer committee and have recommendations .for the
next Council meeting. ~ - .
Attorney Mansfield was instructed>to habe an ordinance drawn .f or the. .
next meeting to call for Public Hearing on the annexation of. the
property belonging to Mead, Miller,-School Dist. #6.

Correspondence was read: Letter from the State Highway Department
denying any appropriation for Pine Street-and Interstate 5.
Mr. Mason stated he had not written a letter to.Everett.Faber regarding
the parking problem on the East side of his store, but he would do so.
Report on sewer problem at the Clifford.Shafer home on Comet Ave: They
have constantyly had trouble with the sewer since they bought •
their home. Since the City has accepted the street and since the
problem appesrs to be in the street, the city will pay for the work
of fixing the line if it is on City property. If the problem s•on
private property, theShafers will have to pay for the work.
Problem of the drainage in front of the Van Wey Market. Waste water
from the refrigeration units and air conditioning drains. into:ahe street...
All of this water is causing~:a hole to form in the paving. Water is
also being .thrown onto the sidewalk when cars drive up to the, curb.
Discussion on the codification of all City Ordir~-nces and the~Charter
by the League~of Oregon Cities.. Decision to bring this up at~:the`
Budget meetings.
Problem of the drainage on Taylor Road: :The drainage is very bad."::The
water stands all the way across the road during a heavy rain.'>Mr."
Mason said~he had contacte Mr. Carstensen, County Engineer,`: and. he said
"they would repaar the drain, since it was a county road. Mr,.• Robison
recommended a letter be sent to Mr. Carstensen requesting it:~be done,
and a copy of the letter placed on file.
Discussion-on sidewalks on North Third Street. No decision:
Rescue Truck insurance was discussed. Mr. Mansfield said the: City
had ample insurance to cover the-men and equipment even on outside
city limit calls.' However, he recommended'a written endorsement on '
the policy.
Letter-was read from Gladys Long.;-Janitor, for the past. several; years.
She felt she could :;not,-'take . ~~e of the janitor work and submitted •
her resignation. Resignation. was accepted..
Bid was 'read .from Valley Janitor Service for :the janitor work.;; `~Mr. Neff
stated he could-take care of the City;;,Ha11, Library and Police Dept.,
for $70.00 per month. Referred to Finance Committee.
