City Council Meeting Minutes.
October 9, 2003
I. REGULAR MEETING CALLED TO ORDER - 7:00 P.M.
Mayor Williams called the meeting to order at 7:00 p.m.
II. ROLL CALL: Mayor: Hank Williams
Council Members: Nate Banry, Dick Halley, Donna
Higginbotham, Mike Quilty, and Bill Stults were all present.
Kay Harrison was excused.
City Administrator Phil Messina; City Attorney Doug Engle;
Finance Director Bill Brugger; Building Official Lois
DeBennedetti; Community Development Director Tom
Humphrey; Public Works Director Bob Pierce; Police Chief
Mike Sweeny; Parks Recreation Director Nancy Hanson
and Planning Secretary Lisa Morgan were also present.
City Recorder Deanna Gregory, was excused.

V. MINUTES
A. Approval of September 25, 2003, City Council Minutes.
Mike Quilty made a motion to approve the minutes as presented. Nate
Banry seconded. Roll Call: Nate Banry, yes; Dick Halley, yes; Donna
Higginbotham, yes; Mike Quilty, yes; Bill Stults, yes. Motion carried.
VI. PUBLIC APPEARANCES
There were no public appearances.
VII. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS
A. Public Hearing -Ordinance No. , An Ordinance Amending Title
17 of the Central Point Municipal Code and Creating Civic and
Parks/Open Space Zoning Categories. (1St Reading)
Tom Humphrey gave the explanation and logic behind the introduction of the new
zoning category. This is a text amendment only and is not associated with any
specific geographic location.
Mayor Williams opened the public portion of the meeting.
Sandy Mallot, of 525 Renee Circle asked about whether parks would be
designated with residential zoning. The parks will not have a residential zoning.

Mayor Williams closed the public portion of the meeting.
Dick Halley made a motion to approve the first reading, amending Title 17
of the Central Point Municipal Code and Creating Civic and Parks/Open
Space Zoning Categories. Nate Banry, yes; Dick Halley, yes; Donna
Higginbotham, yes; Mike Quilty, yes; and Bill Stults, yes. Motion passed.
VIII. OTHER BUSINESS
A. Planning Commission Report
Community Development Director Tom Humphrey, presented the Planning
Commission Report for the Planning Commission meeting of October 7, 2003.
Mr. Humphrey spoke regarding the Planning Commission recommendations for
the Draft Parks and Recreation Parks Master Plan. Some of those
recommendations were to look into sports playing fields, the commission feels
that the fields available in the Rogue Valley are not adequate for the public
demand.
The Planning Commission would also like to look into the possibility of
implementing SDC triggers to evaluate the current SDC fees on a regular basis.
The Planning Commission approved a Conditional Use Permit for the
development of a church within the proposed Snowy Butte Subdivision.
2. The Planning Commission reviewed and conditionally approved a
Tentative plan for a four lot subdivision known as Spruill Subdivision. The
applicant has to amend their plan to meet minimum lot size requirements,
construct a private road to Public Works standards, and also meet the
requirements of Fire District #3.
3. The Planning Commission reviewed and approved a site plan to develop
a 53,000 square foot retail furniture store in the Mountain View Plaza,
known as Furniture Row. The Commission determined that the findings
were compatible with the zoning, and the store is similar to the existing
uses within the C-4 zoning district.
Mike Quilty made a motion to approve the Planning Commission Report for
October 7, 2003. Donna Higginbotham seconded. Nate Banry, yes; Dick
Halley, yes; Donna Higginbotham, yes; Mike Quilty, yes; and Bill Stults, yes.
Motion passed.
B. Landscape Design Agreement
Mr. Humphrey explained that this item is coming before the Council due to the
contract exceeding $5,000. It was decided that since this is a high traffic area,
lawn would be the most durable.

Councilman Halley wanted to make a suggestion to till the subsoil prior to
bringing in the mulch, so that the landscaping can continue to grow rather than
dying off in a few years. Public Works Director Bob Pierce, stated that the City
now has a turf expert on staff and he can be sent out to the site to make a
determination.
BiN Stults made a motion to approve the Green Valley Landscaping
agreement for landscaping services around the City gateway sign. Mike
Quilty seconded. Nate Banry, yes; Dick Halley, yes; Donna Higginbotham, yes;
Mike Quilty, yes; and Bill Stults, yes. Motion passed.
C. Third Street Closure -Rodeo Week
Parks Recreation Director Nancy Hanson, presented the request for street
closures for various activities during Rodeo Week. There were discussions
about how much fun it was last year. Chief Sweeney did not foresee any
problems with the closure request.
Mike Quilty made a motion to approve the Third Street Closure during
Rodeo Week. Nate Banry seconded. Nate Banry, yes; Dick Halley, yes;
Donna Higginbotham, yes; Mike Quilty, yes; and Biil Stults, yes. Motion passed.
IX. MAYOR'S REPORT
Mayor Williams reported that on:
• September 30, 2003 he attended the Citizens Advisory Committee Open
Forum at the Jackson County Expo.
• October 7, 2003 he attended the RPS Policy Committee meeting for the
Urban Growth Boundary.
• October 9, 2003 he attended the League of Oregon Cities meeting and
indicated that there were bills passed that effect Oregon Cities.
X. CITY ADMINISTRATOR'S REPORT
Phil Messina reported that::
The checks that council members receive will start having taxes withheld.
The regularly scheduled 1st Council Meeting for November 13, conflicts
with a LOC conference in Eugene that week and needs to be rescheduled
to November 20, 2003. Due to the Thanksgiving Holiday there will not be
a Council meeting on November 27, 2003.
Mike Quilty made a motion to change the Council meeting from November
13 to November 20, 2003. Nate Banry seconded. Motion passed by
consensus.
• Mr. Messina took a tour during the ICMA Conference through Charlotte
subdivisions similar to that of T.O.D. developments here in Central Point.

• Attended the RVTV Town Hal! meeting on October 8, 2003 and was able
to sit in the console room.
• Attended RPS meeting with Mayor Williams, and they will be finishing up
with Goals, and Policies.
• Attended LOC Government Management meeting.
• October 20, 2003 there will be a study session at 6:00 P.M.
XI. COUNCIL REPORTS
Nate Banry reported that he has re-applied for the School District Committee.
Dick Halley attended the September 30, Citizens Advisory Committee open
forum at the Expo. He also reported that he will be unable to attend the study
session on October 20, or the Council meeting in November.
Mike Quilty reported that the September MPO meeting had been cancelled. He
attended the electronic Town Hall meeting and was pleased with the amount of
information that was discussed. On October 1, he sat in the oral boards for
Police Sergeant, and added how proud he is of the Central Point Police
Department.
XII. DEPARTMENT REPORTS

Nancy Hanson handed out cowboy hats for the upcoming rodeo events. She has
attended meets with the Rodeo Committee and invited Council members to
attend the events. There will be live dancing with KRWQ, a barbeque and rodeo
cruise. Nancy also announced that they received a $10,000 Carpenter grant for
Jewett Elementary to assist with the after school program. Parks and Recreation
is now into the Fall program, and cardio kickboxing has 40 people enrolled.
Tom Humphrey reported that the Planning Department is currently conducting
interviews and hope to hire a Community Planner by the end of next week.
Bill Brugger reported that he is finally caught up and referred to the quarterly
reports distributed prior to the Council meeting. He also talked about the Harvest
Fair and he is a volunteer for the micro brewery.
Lois DeBenedetti reported that in September, the Building Department issued a
total of 157 permits for building, plumbing and electrical. October 1, they issued
a remodel permit for a new Antonio's location in Central Point. From October 1 -
October 9, they issued 9 SFD permits. Jim Ayles, was approved to take his 2"d
plumbing test.
Bob Pierce reported that Public Works is presently in the process of updating
methodologies for SDC fees. Public Works has sent information to Debbie
Gallarti for water usage reports. The new pedestrian crossing on Pine Street in
front of the post office is working very well. Since a full signal is proposed in the
next couple of years, they opted for rumble strips. He referred to the handout
distributed prior to the Council meeting that identified current Public Works
projects and their estimated completion rates. Mr. Pierce then referred to the

The foregoing minutes of the May 8, 2003, Council meeting were approved by the City
Council at its meeting of October 23, 2003.

Chief Sweeney spoke about the promotional process, and announced that Mike
Wojack, after 13 years of experience will assume police sergeant responsibility
effective November 1, 2003. Chief Sweeney stated that he has communicated
with School District #6 and the citizens on Crown and Comet, and all are very
pleased with resolving student problems in the neighborhood.
