City Council Meeting Minutes
August 28, 2003
I. REGULAR MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 7:00 p.m.
II. ROLL CALL: Mayor: Hank Williams
Council Members: Nate Banry, Dick Halley, Kay Harrison, Donna
Higginbotham, and Bill Stults were present. Mike Quilty was
absent.
City Administrator Phil Messina; Public Works Director Bob Pierce;
Finance Director Bill Brugger; Police Chief Mike Sweeny; Planning
Director Tom Humphrey; Parks and Recreation Coordinator Nancy
Hanson and City Recorder Deanna Gregory were also present.

A. Approval of August 14 2003 City Council Minutes
Bill Stults made a motion to approve the minutes as presented. Dick Halley seconded.
Roll Call: Nate Banry, yes; Dick Halley, yes; Kay Harrison, yes; Donna Higginbotham, yes;
and Bill Stults, yes. Motion approved.
VI. PUBLIC APPEARANCES
There were no Public Appearances.
Mayor Williams closed the Public Appearances portion of the meeting.
VII. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS
A. Ordinance No.1838, An Ordinance Amending CPMC Title 2 Pertaining to City
Recorder Duties (Second Reading)

City Administrator Phil Messina stated that this is the second reading of an ordinance to
clarify the duties of the City Recorder. The proposed Ordinance eliminates section
2.12.020 which stated that the City Recorder would audit the work of the finance
department. It creates section 2.10 City Recorder Duties stating the responsibilities of the
City Recorder.
Bill Stults made a motion to approve Ordinance 1838, An Ordinance Amending CPMC
Title 2 Pertaining to City Recorder Duties. Kay Harrison seconded. Roll call: Nate Banry,
yes; Dick Halley, yes; Kay Harrison, yes; Donna Higginbotham, yes; and Bill Stults, yes.
Motion approved.
B. Resolution No. 991, A Resolution Rescinding City Planning Commission
Resolution No. 131 Regulating Development Along Snowy Butte Lane.
Planning Director Tom Humphrey explained at the direction of the City Council, planning
staff has prepared a resolution rescinding a 1988 Planning Commission resolution that
established city policy regarding development along Snowy Butte Lane. Rescinding the
Planning Commission resolution allows property owners in the area to pursue plans for
improving Snowy Butte Lane and the subsequent development of their individual tax lots.
On August 14, Council held a pubic meeting to discuss the new proposal. The majority of
the property owners in attendance favored the city's approach. By adopting the proposed
resolution city staff will begin the street design and allow Snowy Butte Lane property owners
to initiate subdivision and improvements.
Nate Banry made a motion to approve Resolution No. 991, A Resolution Rescinding
City Planning Commission Resolution No.131 Regulating DevelopmentAlong Snowy

VIII. BUSINESS
A. Planning Commission Report
Planning Director Tom Humphrey presented the Planning Commission report for August
19, 2003:
The Commission reviewed and recommended approval of a zoning text amendment
that would create new zoning designations for Civic and Parks/Open Space uses.
The new designations will apply to various parcels within the City and Urban Growth
Boundary where civic and parks uses already exist or where they are planned for
future development.
The Commission reviewed seven separate Comprehensive Plan revisions and
zoning map changes in the vicinity of Scenic Middle School. The proposed
modifications would change a number of residential parcels to Civic, Open Space

and high density residential uses. The meeting was well attended and there was
a significant amount of opposition to increasing the density on same tax lots.
Therefore, the Commissian deferred action on the R-3 zoning changes and directed
staff to take this item back to the CAC for an open forum discussion. The
Commission did recommend that School District No. 6 property be rezoned open
space and Civic for Scenic Middle School. They also recommended that two
commercially zoned tax lots south of Fair City Market be rezoned to R-2,
Residential, Two Family.
The Commission reviewed a proposal to change the zoning for tax lots near the
intersection of Sydney Court and Pittview Avenue from R-1-8 to R-1-6 and
Park/Open Space. The properties are designated Low Density Residential and
Public park in the Comprehensive Pian so no plan amendments were necessary.
There was some opposition to zoning park land for that purpose in spite of the fact
that it is identified as such in the Comprehensive Plan. The commission
recommended instead to rezone ail of the area in question to R-1-fi and encouraged
staff to pursue the purchase of park property before rezoning takes place.
The Commission reviewed and approved a proposa! to amend the Comprehensive
Plan and rezone property along Hamrick and Vilas Roads from residential uses to
civic ones. The areas under consideration involve property owned by the Masonic
Lodge, the City of Central Point, and Rogue Valley Sewer Services. The
Commission recommended that the City Council change each of the properties in
question to Civic uses to accommodate a cemetery and the development of a new
lodge, Don Jones Memorial Park and the RVS offices and corporation yard. There
were no objections to this action but neighbors asked questions about long term
development options for their property.
The Commission reviewed and recommended approval of comprehensive plan and
zoning amendments for the o(d mi(I site area now known as Snowy Butte Station.
Land uses would change from industrial designations to a mixture of commercial,
residential, civic and open space designations. The Oregon Department of Land
Conservation and Development acknowledged their support in a letter to the
Planning Department and the applicants were willing to apply new Civic and Open
Space Categories where they are appropriate on their site. Neighbors who turned
out to testify were in support of the changes and proposed improvements to the site.
Bill Stults made a motion to approve the Planning Commissiion Report forAugust 19,

B. Reclassification of Planning Director, and Recreation Supervisory and
Creation of a Planning Manager.
Mr. Messina explained the request for reclassification of Planning Director Tom Humphrey
to Community Development Director, Recreation Supervisor Nancy Hanson to the position
of Parks Recreation Director, and the creation of a new position of Planning Manager.

Mr. Humphrey is an integral part of the redevelopment efforts of the downtown core and
Highway 99. However, his efforts have been focused on day to day planning issues. As
Community Development Director he will continue to be responsible for management of
Planning Department functions, but the specific, day to day issues will be handled by the
Planning Manager, two Community Planners and the Planning Secretary. The Planning
Department continues to be extremely busy in development and zoning issues and will be
reviewing the city's 20 year old Comprehensive Plan for needed revisions. It is
recommended that Tom Humphrey be reclassified to Community Development Directorwith
a pay range of 195.
Mr. Messina stated that Nancy Hanson has created the Parks Recreation programs in only
two years. The Recreation program has grown from two employees, to a program that
includes twelve After School coordinators, sixty program instructors and numerous
volunteers. Mrs. Hanson has taken on more responsibility in program development,
community relations and activities in temporary recreation program employees. Staff
recommends that Nancy Hanson be reclassified to the position of Parks Recreation Director
with a pay range of 175.
The Planning Manager position will be responsible for supervision of all Planning
Department activities, including current and long range planning, staff reports and
assistance to the Planning Commission. It is recommended that this position be added to
the City of Central Point Classification Plan with a salary range of 165.
Mr. Messina stated that he has discussed these changes with the Finance Director and the
budget impact would be approximately $4,000 for the Community Development Director;
$10,212 for the Parks Recreation Director; and $50,000 for the Planning Manager. It is not
anticipated that the Budget Committee would be reconvened for this adjustment. Staff will
return to Council with a Budget Amendment Resolution at a later date.
Dick Halley made a motion authorizing the reclassification of Tom Humphrey to
Community Development Director at range 195. Bill Stults seconded. Rotl call: Nate
Banry, yes; Dick Halley, yes; Kay Harrison, yes; Donna Higginbotham, yes; and Bill Stults,
yes. Motion approved.
Bill S#ults made a motion authorizing the reclassification of Nancy Hanson to Parks
Recreation Director at range 175. Donna Higginbotham seconded. Roll call: Nate Banry,
yes; Dick Halley, yes; Kay Harrison, yes; Donna Higginbotham, yes; and Bill Stults, yes.
Motion approved.
Nate Banry made a motion to add the position of Planning IlAanager to the
Classification Pay Plan at range 165. Dick Halley seconded. Roll call: Nate Banry, yes;

VIII. MAYOR'S REPORT
Mayor Williams reported that:
on August 19th he attended a ribbon cutting ceremony for Island Juice in the
Mountain View Center.
on August 20th he attended a meeting with Senator Greg Waldon regarding wildlife
issues.
IX. CITY ADMINISTRATOR'S REPORT
City Administrator Phil Messina reported that:
the Library Design is being reviewed to see if it can be built with in budget.
he attended an MPO meeting.
the City of Central Point After School Discovery Club is featured in a booklet
presented by the League of Oregon Cities for various youth programs throughout
the state.

X. COUNCIL REPORTS
Donna Higginbotham reported that she attended an RVCOG meeting.
XI. DEPARTMENT REPORTS
Parks Recreation Director Nancy Hanson reported that:
the Art and Science Camp had a total of 35 kids, they went to a camp by Lake
Creek.
they now have three sites for the after school program and have applied for several
grants.
the Fall Program brochure will be available in September.
Finance Director Bill Brugger reported that:
they will be doing computer upgrades this year to ordinances regarding water billing.
the city has received an Award of Excellence from GFOA.
the financial audit will begin in September.

Public Works Director Bob Pierce reported that letters have been sent to all citizens who
have back flow devices stating that an inspection must bedone. They are receiving phone
calls from citizens who do not understand the reason for the inspections. Staff created a
brochure explaining the process.

Community Development Director Tom Humphrey reported that:
staff have met with representatives from a furniture store who would like to locate
in the Mountain View Plaza area.
there will be a Citizens Advisory Committee forum on September 30tH
some of the new businesses interested in locating in Central Point are: Mellelo,
Antonio's, and a larger store for Block Buster.
Bill Stults made a motion to adjourn to Executive Session under O.R.S.192.660(1)(I)
Performance Evaluation of Public Officers and Employees. Kay Harrison seconded. All
said aye and the regular meeting was adjourned to Executive Session at 7:45 p.m.
XII. EXECUTIVE SESSION
Council reviewed job performance of City Administrator Phil Messina.
Nate Banry made a motion to adjourn into regular meeting. Bill Stults seconded. All
said aye and the executive session was adjourned into regular meeting at 8:15 p.m.
Nate Banry made a motion to increase the City Administrator salary by 5% effective
September 1, 2003. Bill Stults seconded. Roll call: Nate Banry, yes; Dick Halley, yes; Kay
Harrison, yes; Donna Higginbotham, yes; and Bill Stults, yes. Motion approved.
XIII. ADJOURNMENT
Bill Stults moved to adjourn, Nate Banry seconded, alf said "aye" and the Council
Meeting was adjourned at 8:17 p.m.
The foregoing minutes of the August 28, 2003, Council meeting were approved by the City Council
at its meeting of September 11, 2003.
