Allen Broderick made a motion to approve the Consent Agenda as
presented. Carol Fischer seconded. Roll call: Allen Broderick, yes; Bruce

IX. BUSINESS
A. Stormwater Fee Credit Code Revisions
Parks and Public Works Director Matt Samitore presented a request from School
District No. 6 asking that language be added to the storm utility fee authorizing a
rate discount for the teaching • curriculum associated with water quality within
School District No. 6.
Mr. Samitore said that his department tries to work with people who create
b swales and other types • water retention systems but as yet, he has not
received any firm information from the School District and there was no one at
the meeting this evening to represent the District's interests.
Councilors agreed that the School District's case was not well presented and that
they needed a better plan in order to solicit City support. In addition, Councilors
were curious to know how a reduction in their utility bill would be of help to them
and asked Mr. Samitore to obtain more documentation.
B. Multi-Party Cooperative Agreement for the Bear Creek Greenway
Volunteer Program
Matt Samitore presented a Multi-Party Cooperative Agreement for the Bear
Creek Greenway Volunteer Program that requires Council approval and the
Mayor's signature so that grant monies can be pursued. The agreement is
necessary to the program as volunteers consistently work within multiple
jurisdictions and tools and other equipment are often shared.
Allen Broderick made a motion to approve the Multi-Party Cooperative
Agreement for the Bear Creek Greenway Volunteer Program, and to obtain
the Mayor's signature on this agreement. Carol Fischer seconded. Roll call:

yes. Motion approved.

individuals or groups. A standard form shall be completed for each reservation and

B. A nonrefundable fee will be established by resolution of the city council and will be
charged for reservation of a shelter for private use. The fee may be waived by the city
administrator or his or her designee for public use.

specified amount of time.
C. Special Event permits are required if residents are bringing in items which M

Donation to the Bear Creek Greenway Foundation to provide the required grant match for a
Transportation Enhancement Grant that would connect the last -i�ortion of the Bear Creek At;y"&-�A
from East Pine Street to Upton Road.

The Foundation has currently raised $131,000 of the $190,000 match. The City donation would put
them within $45,000 of their goal. The Foundation is still waiting on funding from Jackson County and
several large foundations to make up the difference.
Staff recommends donating $15,000 to ,l Creek Greenway Foundation for the required match
for the Transportation Enhancement Grant for construction of the Bear Creek Greenway Trail from East
Pine Street to Upton Road.
