City Council Meeting Minutes
October 25, 2001
I. REGULAR MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 7:00 p.m.
II. ROLL CALL: Mayor: Bill Walton
Council Members: David Gilmour, Dick Halley, Kay Harrison, Donna
Higginbotham, Dennis Richardson, and Bill Stults were present.
City Administrator Jim Bennett; City Attorney Doug Engle; Public
Works Director Bob Pierce; Finance Director Bill Brugger; Police
Chief Mike Sweeny; Building Official Lois DeBenedetti; Planning
Director Tom Humphrey; and Deputy Recorder Deanna Gregory
were also present.

A. Approval of October 11, 2001 City Council Minutes
Dick Halley made a motion to approve the minutes as presented. David Gilmour
seconded. Roll Call: Motion passed unanimously.
VI. PUBLIC APPEARANCES
Ernie Conrad, 200 Rachel Dr.
Mr. Conrad presented an idea to provide Garden Plots for citizens of Central Point who do
not have available growing space. This project would need property that is centrally located
with water and trash pick-up. He will approach local businesses for funding. He is asking
the Council for their support for this project. It was suggested that he contact Nancy
Hanson, Parks and Recreation Coordinator, for a list of available properties, and report
back to the Council on December 13, 2001.
Mayor Walton closed the Public Appearances portion of the meeting.
VII. BUSINESS
A. Resolution No. 925, A Resolution Authorizing Acceptance of Jurisdiction over
Portions of Haskell Street, W. Pine Street, and Freeman Road.
City Administrator Jim Bennett explained that at the meeting of October 11, 2001, the
Council approved an agreement between Jackson County and the City of Central Point for
a transfer of road jurisdiction over portions of Haskell St., W. Pine., and Freeman Rd. The
Board of County Commissioners requested that this be provided to them in the form of a
Resolution.

Dick Halley made a motion to Approve Resolution 925, A Resolution Authorizing the
Acceptance of Jurisdiction over Portions of Haskell St., W. Pine St., and Freeman Rd.
Bill Stults seconded. Roll Call: Motion passed unanimously
B. Continued Review of Planning Commission Decision Approving a Planned
Unit Development (PUD), Conditional Use Permit, and Tentative Plan for
Brookdale Gardens
Planning Director Tom Humphrey explained that consideration of the Brookdale Gardens
PUD had been pending for three months in an effort to coordinate the project with a master
plan for the adjoining area. This coordination was intended to ensure compatible land use
development for a larger area, provide good access, efficiently extend public utilities and
create neighborhood amenities such as parks. Staff conducted three meetings with the
affected property owners, enlisted the support of a transportation consultant and came up
with two options to present to the Council. If the Council accepted either option, it would
allow the Brookdale Gardens PUD to proceed with some modifications withoutleopardizing
the subsequent development of property to the north or south.
There were a half dozen points discussed at the meetings with the property owners that the
Council could consider: All parties agreed that:
• Brookdale Avenue should be extended west from Meadowbrook Drive, intersect
with Hamrick Road and have aright-in/right-out access only.
• Oakview Avenue should be extended west from its existing street stub and connect
with Brookdale Avenue via Constant Drive in the vicinity of the alignment shown in
each option.
• If a full access is proposed from Oakview Avenue to Hamrick Road, it should line
up with the Pear Blossom north entrance. However, it is preferable that there be no
other access between Beebe Road and Brookdale Avenue.
• A portion of the Van Der Star property should be rezoned for commercial use and
a secondary access to this and adjacent commercial land should come from
Brookdale Ave.
• A half acre park site should be developed internal to the master plan site.
• Alley ways are not supported by the property owners because they use more land
for roads.
• A variety of housing types ranging from single family detached to clusters and
townhouses should be considered. Some small lots would be acceptable in an
effort to increase housing density to approach the R-2, Residential, Two-Family
zoning which allows up to 12 units per acre.
• The Layton home site should be retained as well as some of the more significant
trees on site.
It was generally agreed that the new Constant Drive alignment made sense and that some
cluster housing, similar to that proposed in the TOD, would work between Constant Drive
and Hamrick Road. An internal park site was favored by all parties.
The layout for the commercial properties was prepared by a planning consultant who
recommended that a building wrap around the northeast corner of Hamrick and East Pine.
A limited amount of commercial rezoning would have to take place in order to facilitate the
commercial development depicted in both options.
Planning Staff recommended that the City Council consider the options presented and
determine whether to direct staff to prepare a Resolution of Intent and incorporate a
preferred option in the City's Comprehensive Plan. Furthermore, given the commonality
of the two options found acceptable to the property owners, the Council could have the
Brookdale Gardens Applicants redesign their plan and direct staff to prepare a resolution
that would condition its approval upon that redesign.

There was discussion regarding Option 3 and alley access behind the houses. This causes
the roads to be thinner. Council Member David Gilmour suggested that a pedestrian path
be created to the park from Brookdale Gardens.
The Council agreed that a Resolution of Intent should be prepared and the Brookdale
Gardens plan should be redesigned for future consideration.
VIII. MAYOR'S REPORT
Mayor Bill Walton reported that:
he attended the MPO meeting for October. He updated the Council on the Taylor,
W. Pine and Hwy 99 project.
he would like to see the introduction of storm drain and street utility fees. He asked
the Council how they felt about the idea. Some Council members indicated that
they could support the proposed fees if they were provided with the facts and
figures justifying them. They would like to make sure the City does not have money
elsewhere in the budget to provide for streets. City Administrator Bennett stated
that Staff could provide the necessary information to the Council some time after the
first of the year.
IX. COUNCIL REPORTS
Council Member Donna Higginbotham would like to see a dog park in Central Point. She
would also like to see the CPMC changed permitting dogs on leashes in City Parks.
Council Member Bill Stults reported that the Medford Water Commission will be raising
rates to its customers. It is uncertain at this time if the City of Central Point will need to
increase their water rates to compensate for this increase.
Council Member Dick Halley reported that the Expo Board held a telephone conference call
regarding the Amphitheater with its sound engineers. He suggested that Staff call Craig
Stone's office for a copy of the notes from the conference call as he was unable to attend.
Council Member Dennis Richardson reported that he had attended a Fair Board meeting.
The Board is trying to get local support for the theater. He suggested that the City enter
into an agreement with the County, similar to the one for the Britt Festival, stating the
consequences/penalties if the sound limit at concerts is exceeded.
X. CITY ADMINISTRATOR'S REPORT
City Administrator Jim Bennett reported that:
• the Council meetings for the month of November have been changed to the 15`h and
the 29'h due to the LOC conference and the Thanksgiving holidays.
• the Study Session will be held on Wednesday November 14, at 6:00 p.m. and
Hunter Communications will be making a presentation to the Council.
• the City has contracted with David Fromme to prepare appraisals for the Sr. Center
and Old Fire Station. They should be ready in 4 to 5 weeks.
• he would like to have an Executive Session after the regular meeting.
XI. DEPARTMENT REPORTS
Public Works Director Bob Pierce reported that:

Scenic Avenue should be reopened tomorrow for two lanes of traffic. They have
been working on the culvert and moved some of the rip rap around to help stabilize
the creek bank along that portion of Griffin Creek affecting Mrs. Gladys Bruce's
property.
staff has contacted all the property owners along 10th St., and Manzanita St. that
would be affected by yellow striping the curb along 10th to Manzanita. All the
residents were in favor of painting the curb yellow.
Bill Stults made a motion to paint the curb yellow along the west side of 10"' St., from
E. Pine Street to Manzanita. Dick Halley seconded. Roll Call: Motion passed
unanimously
Planning Director Tom Humphrey reported that:
the first draft of the Urban Reserve & Regional Problem Solving program is
complete and ready for further input. The City will be having one more Open House
for public input on this item.
Finance Director Bill Brugger stated that the Annual Audit has begun and should be finished
by November 2, 2001.
Dennis Richardson made a motion to adjourn into Executive Session to review a
complaint against a City Employee [ORS 192.660(1)(b)] and to discuss real property
negotiations [ORS 192.660(1)(d)]. Dick Halley seconded. All said "aye" and the meeting
was adjourned into executive session. Roll Call: Motion passed unanimously.
XII. EXECUTIVE SESSION
The Council adjourned to executive session at 8:33 p.m. No action was taken. The Council
reconvened into open session at 9:16 p. m.
XIII. ADJOURNMENT
Donna Higginbotham moved to adjourn, Kay Harrison seconded, all said,"aye" and the
Council Meeting was adjourned at 9:17 p.m.
The foregoing minutes of the October 25, 2001, Council meeting were approved by the City Council
at its meeting of November 15, 2001.
