REGULAR MEETING CALLED TO ORDER Mayor Walton called the meeting to order at 7:00 p.m. II. ROLL CALL: Mayor: Bill Walton Council Members: Nate Banry, Dick Halley, Kay Harrison, Donna Higginbotham, Mick Quilty, and Bill Stults were present. City Administrator Phil Messina; City Attorney Doug Engle; Public Works Director Bob Pierce; Finance Director Bill Brugger; Police Lieutenant Tony McPherson; Planning Director Tom Humphrey; Parks and Recreation Director Nancy Hanson and Deputy Recorder Deanna Gregory were also present. III. PLEDGE OF ALLEGIANCE IV. INTRODUCTION OF GUESTS V. MINUTES A. Approval of September 12, 2002, City Council Minutes Dick Halley made a motion to approve the minutes as presented. Donna Higginbotham seconded. Roll Call: Banry, yes; Halley, yes; Harrison, yes; Higginbotham, yes; Quilty, yes; and Stults, yes. Motion approved. VI. PUBLIC APPEARANCES There were no public appearances. V{I. ORDINANCES AND RESOLUTIONS A. Resolution No. 956, A Resolution Accessing Costs of Weed Abatement at 260 N. 4th Street (37 2W 3DD TL 1503) City Administrator Phil Messina explained that the City sent notice to the owners of record, Old Kent Mortgage Company, notifying them to remove the weeds from their property located at 260 N. 4th Street in Central Pomt. The notice was returned several weeks later with no forwarding address on file. After several unsuccessful attempts to notify the property owners the Public Works Department was directed to cut the weeds on July 31, 2002. A resolution assessing the costs of weed abatement at 260 N. 4th Street in the amount of $199.28 has been prepared for Council approval. Bill Stults made a motion to approve Resolution 956, A Resolution Accessing Costs of Weed Abatement at 260 N. 4th Street (37 2W 3DD TL 1503) in the amount of $199.28. Mike Quilty seconded. Roll Call: Banry, yes; Halley, yes; Harrison, yes; Higginbotham, yes; Quilty, yes; and Stults, yes. Motion approved. VIII. OTHER BUSINESS A. Liquor License Application for Sheri's of Central Point City of Central Point City Council Minutes September 26, 2002 Page 2 Mr. Messina stated that Shari's Management Corporation has applied to OLCC for a Liquor License application. Police Department files contain no information pertinent to the request. Mike Quilty made a motion to approve the Liquor License Application request for Sheri's Restaurant in Central Point, Oregon. Dick Halley seconded. Roll Call: Banry, yes; Halley, yes; Harrison, yes; Higginbotham, yes; Quilty, yes; and Stults, yes. Motion approved B. Proclamation Declaring October 23 - 31, 2002, as 2002 National Red Ribbon Celebration Week Mayor Walton explained that Southern Oregon Drug Awareness is requesting participation in Red Ribbon Week October 23 - 31, 2002. Substance abuse is one of the most serious health problems faced in Jackson County. This is a way for the community to support the vast majority of young people who do not use alcohol, tobacco or other drugs. Mike Quilty made a motion authorizing the Mayor to sign a Proclamation proclaiming October 23 -31, 2002 as 2002 National Red Ribbon Celebration Week. Dick Halley seconded. Roll Call: Banry, yes; Halley, yes; Harrison, yes; Higginbotham, yes; Quilty, yes; and Stults, yes. Motion approved C. Declaration of Surplus Property Public Works Director Bob Pierce explained a list of items that are either no longer used or no longer needed by city staff. The Public Works Department is asking that these items be declared "Surplus Property" by the Council so that a silent auction can be held for the general public or otherwise dispose of these items as necessary. Nate Banry seconded. Roll Call: Banry, yes; Halley, yes; Harrison, yes; Higginbotham, yes; Quilty, yes; and Stults, yes. Motion approved. IX. MAYOR'S REPORT Mayor Walton reported that: • the Cities of Talent, Ashland, and Jacksonville have been ordered by Federal Mandate to join MPO. • he would like to recommend Mike Quilty to be his replacement on the MPO committee. Mr. Quilty has shown an interest in the committee and it is very important for the City to have a Council member involved. • he has received a nomination for the Gugliotta Volunteer Service Award. Parks and Recreation Coordinator Nancy Hanson has nominated Marlene Watson and Eleanor Holbrook for the hard work that they have done working on the Park Commission and spearheading the First Annual City Wide Clean up day. Bill Stults made a motion to accept the nomination of Marlene Watson and Eleanor Holbrook for the Gugliotta Volunteer Service Award and to present the award to them at the October 10, 2002, City Council meeting. Kay Harrison seconded. Roll Call: Banry, yes; Halley, yes; Harrison, yes; Higginbotham, yes; Quilty, yes; and Stults, yes. Motion approved. CITY ADMINISTRATOR'S REPORT City Administrator Phii Messina reported that his first two weeks with the City involved: • A welcome of City staff members at a meeting first thing on Monday morning when he arrived. • tours around town with various Department Directors. • a meeting with the Central Point Sun reporter for an introductory story in the newspaper. • staff meetings regarding the Library, Highway 99, and court issues. • attending an RVCOG Board meeting. • reading the CPMC, Comp Plan, and other various literature learning about Central Point. XI. COUNCIL REPORTS Donna Higginbotham reported that she attended a Greenway Committee meeting regarding the new Medford Interchange, and the RVCOG Board meeting. Kay Harrison reported that she attended the MPO/PAC meeting and updated the council on issues regarding the inclusion of Talent, Ashland, and Jacksonville. Mike Quilty reported that: • he attended the MPO meeting. • he attended a potluck at the Meadows to introduce himself as their appointed Council member. • he would like to be the Council representative for School District 6. Bill Stults reported that: • he would like to express his thanks to all the City Staff that helped with the City Wide Clean up, it was a very successful day. • he would like to have someone replace him as a representative on the Medford Water Commission. Dick Halley reported that: • he took pictures of the City Wide Clean up day. • he attended a Fair Board Meeting to discuss the Sound Ordinance for the Amphitheater, they are asking for a Resolution of Support after the Ordinance is in place. Nate Banry stated that he would like to be the Council Representative for School District No. 6. XII. DEPARTMENT REPORTS Parks and Recreation Coordinator Nancy Hanson reported that: • Mac Lewis from the Park Commission will be making a recommendation to the Council for the Skate Park on October 10, 2002. • Daniel DeKorte has earned his Eagle Scout badge by completing and installing bat houses in several Central Point parks and along the Bear Creek bike path. • there were over 300 volunteers involved in the City wide clean up day. • 30 United Way volunteers painted the downstairs portion of the old fire station. • Key bank volunteers have painted the upstairs portion of the old fire station. City of Central Point City Council Minutes September 26, 2002 Page 4 Planning Director Tom Humphrey reported that: • there is a committee to help coordinate Rodeo Week. There are several fun events planned through out the week. • city staff has been working with the Fair Board regarding the sound ordinance for the amphitheater. • the next phase of the TOD project will be improvements along Pine Street between Haskell and 1St Street. • Habitat for Humanity will be going before the Planning Commission regarding a project in Central Point. • there will be a Citizens Advisory Committee meeting in October to discuss Comp Plan amendments and Zone changes. • the Planning Department will be forming a focus group to update the Fence and Sign Ordinances for Central Point. Lieutenant Tony McPherson reported that: the Department is 2/3's of the way to completing the Creditation process. they will be doing some remodeling of the Police Department over the next few weeks. Finance Director Bill Brugger reported that the Auditors started work on Monday. It was brought to his attention that the City received over half million dollars in federal grants over the 2001/2002 budget year. XI11. ADJOURNMENT Nate Banry moved to adjourn, Donna Higginbotham seconded, all said "aye" and the Council Meeting was adjourned at 7:45 p.m. The foregoing minutes of the September 26, 2002, Council meeting were approved by the City Council at its meeting of October 10, 2002.
