CITY OF CENTRAL POINT
City Council Meeting Minutes
October 15, 1998
I. REGULAR MEETING CALLED TO ORDER
Mayor McGrath called the meeting to order at 7:00 p.m.
II. ROLL CALL: Mayor: Rusty McGrath
Council Members: Carol Fischer, John LeGros, Mae McDowell, Bill
Walton and Duane Christensen. Barry Fronek was absent.
City Administrator Jim Bennett; City Attorney Doug Engle; Public Works
Director Lee Brennan; Finance Director Bill Brugger; Police Chief Mike
Sweeny; Planning Director Tom Humphrey; Building Official Lois
DeBenedetti; and Office Technician Sue Meyers were also present.
III. MINUTES
A. AQnroval of October 1 1998, City Council Minutes
Mae McDowell made a motion to approve the minutes as presented. Cazol Fischer
seconded. ROLL CALL: Duane Christensen; abstain, Cazol Fischer; yes, Bill Walton; yes,
Mae McDowell; yes, John LeGros; yes. Motion passed.
IV. PUBLIC APPEARANCES
Wayne Olson, Director of Finance, Hope Christian Church, reported on the progress at the
youth center. On September 29, 1998, they had a meeting involving seven congregations.
They are putting together a Board of Directors. He reported that on the evening of
October 14, 62 students and 14 adults were present at the facility. The center is now open
3 days a week and things aze picking up. Mayor McGrath asked for a monthly report and
Mr. Olson agreed.
Mayor McGrath closed the Public Appearances portion of the meeting.

V. BUSINESS
A. Ordinance No. 1797, An Ordinance Amending Chapters 2.52 and 13.04 of the
Central Point Municipal Code Regarding Administrative and Utility° Fees
(Brugger) - - -
This was the second reading of this Ordinance, which changes the fees for dishonored checks,
delinquent charges, utility deposits and service requests.
Mae MFcDowell made a motion to waive second reading and adopt Ordinance 1797,
Amending Chapters 2.52 and 13.04 of the Central Point Municipal Code Regarding
Administrative and Utility Fees. Carol Fischer seconded. ROLL CALL: Motion passed
unanimously.
B. Fiscal Year 1998/1999 1st Quarter Building Department Report (DeBenedetti)
Building Official, Lois DeBenedetti, presented the 1st Quarter Building Departmel3teport.
She pointed out that building pernut revenue has more than doubled for this quarter, compared to
the same quarter of 1997. Although 179 permits were issued in the first quarter of this fiscal year,
72 of them were issued in September, which accounts for a very busy month. A new building
inspector, James Ayles, has been hired and will begin work on October 26th.
C. Department Reports (Department Heads)
Lee Brennan, Public Works Director reported on the following items:
1. Central Park -The playground equipment installation is complete; a basketball
court is in progress. The Pfafffamily has made a donation toward the basketball
court and will be present at the next Council Meeting for further discussion.
2. Flanagan Park -Curbs are ready to be poured. The playground equipment
installation is complete and the bridge is done. The tennis court will not be surfaced
and striped until May due to the weather.
3. Overlay #4 - LTM has been delayed, but should begin next week and be
completed in about 2 weeks.
4. Cherry Street Water Line Project is holding for now.
5. Utility I employment interviews have been completed; a decision should be made
soon.
6. Water truck has been purchased for $4500 thanks to Bill Brugger's efforts.
7. TAC meeting will be held on October 22 from 9:00 to 11:00 a.m.

Chief of Police Mike Sweeny reported that a new patrol officer is now on duty and he will
introduce him at the next Council meeting.
Bill Brugger, Finance Director, reviewed the financial status at the end of the first quarter.
Planning Director Tom Humphrey reported on the following items:
1. There was no Planning Commission Meeting in October and there is only one
meeting scheduled for November.
2. There was a joint Citizens Advisory Committee and Parks Commission Meeting
p on Tuesday, October 13.
3. Several appraisals have been completed on City park properties.
4. Met with ODOT to discuss truck traffic on Pine Street. Mr. Humphrey suggested
a work study session to provide factual information for the Council.
5. Rogue Valley Council of Governments held a population workshop. We are
exceeding our proj ections and as a result we will get a larger population allocation.
6. Commercial developments - Albertson's is moving forward and Rite Aid is
preparing to submit a development application.
VI. CITY ADMINISTRATOR'S REPORT
Jim Bennett, City Administrator, reported on the First Street right-of--way. The commercial
property owners are circulating a petition and 85 - 90% of the residential property owners have
already signed a petition approving a 50-50 split of the right-of--way, if vacated.
Mr. Bennett pointed out that the next Council Meeting, scheduled for November 5, is at the
same time as the League of Oregon Cities Conference. The Council decided to cancel the
November 5 meeting.
A study session was scheduled for Thursday November 12, at 7:00 p.m., on re-routing the
truck traffic on Pine Street.
VII. COUNCIL REPORTS
Duane Christensen asked about the paving on Scenic Avenue. Lee Brennan reported that it
would be completed on Friday and Saturday.
Bill Walton stated that he would like to see the institution of a calendar of all committee
meetings, so there would not be too many conflicts with dates and times.

Mae McDowell reported that a petition is being circulated regarding pornographic businesses
in Central Point. She pointed out that the City has a good ordinance covering this issue.
VIII. ADJOURNMENT
Mae McDowell moved to adjourn, Carol Fischer seconded, all said "aye" and the Council
Meeting was adjourned at 8:15 p.m.
The foregoing minutes of the October 15,1998, Council meeting were approved by the City Council at
its meeting of November 19, 1998.
