City Council Meeting Minutes
October 28,1999
I. REGULAR MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 7:00 p.m.
II. ROLL CALL: Mayor: Bill Walton
Council Members: Garth Ellard, Carol Fischer, Bob Gilkey, David
Gilmour, Donna Higginbotham and Bill Stults were present.
City Attorney Doug Engle; Public Works Director Lee Brennan;
Finance Director Bill Bru~ger; Police Chief Mike Sweeny; Building
Official Lois DeBenedetti; Planning Director Tom Humphrey; and
Administrative Secretary Deanna Gregory were also present. City
Administrator Jim Bennett was out of town.

A. Approval of October 14 1999 City Council Minutes
Garth Ellard made a motion to approve the minutes as presented. David Gilmour
seconded. Roll Call: Motion passed unanimously.
VI. PUBLIC APPEARANCES
Tommie Haggard 5294 Upton Road Central Point OR 97502
Mr. Haggard inquired about annexation of the Upton Road area. He stated that several of
the property owners along Upton Road are interested in being annexed into the City Limits.
The area is no longer viable property for farming and they would like to option of developing
their property.
There was discussion about the location of Mr. Haggard's property. It is outside the Urban
Growth Boundary, therefore not able to be annexed at this time. Planning Director Tom
Humphrey stated that the City has been working to expand the Urban Growth Boundary
and the Urban Reserve Boundary. He stated that the Upton Road area is being considered
to be included in Urban Growth Boundary expansion. The City will contact the residents
in that area when a public hearing is held.
Mayor Walton closed the Public Appearances portion of the meeting.
VII. BUSINESS
A. Regional Transportation Plan Presentation (RVCOG)
Mr. Humphrey gave an overview of the Regional Transportation Plan as it pertains to
Central Point, Medford, Phoenix, and the portions of Jackson County. He stated that all the
transportation plans being done by RVCOG will be incorporated together.

Dan Moore, RVCOG, presented the Regional Transportation Plan. He explained the
current levels of service of the roads involved in the study and the projected levels of
service for 2020. He showed areas of immediate concern and areas that may need to be
repaired and upgraded to handle the projected amount of traffic for 2020. Mr. Moore stated
that he will be returning to the Council with an update in November and that open houses
will be held in December and January to take public input.
B. Assessment of Weed Abatement Costs (Barnett)
Code Enforcement Officer Ron Barnett stated that he inspected the property at 333 Laurel
Street on June 16, 1999, and determined that this property was in violation of the City's
weed abatement ordinance. A notice of violation was sent informing the property owner of
the violation directing him to remove the weeds within 15 days. Subsequently the violation
was not removed and City crews were sent to remove them.
The cost of the weed abatement is $76.32. A Notice of Assessment was sent to the
property owner by certified mail on August 9, 1999. The property owner has not objected
to the assessment.
Garth Ellard made a motion to approve

C. Department Reports
Building Official Lois DeBenedetti reported that:
the new Building Permit program from CRW is coming along slowly. Two City
employees will be going to California to learn more about the program.

has been completed and will be uploaded to the Web page in a few days: She
stated that a copy of the questions will be available at the counter'iri the Building
Department. Mayor Walton asked if the new permit program will be able to track
backflow device inspections. Ms. DeBenedetti said that it is an option in the new
program.
Public Works Director Lee Brennan reported that:
• the Hopkins Road Improvement Project and Overlay Project No. 5 are both near
completion.
• the waterline project on Hamrick and Vilas Roads is coming along. The line will be
crossing East Pine Street within a week.
• he had a meeting with the Medford Water Commission regarding the purchase of
water from Lost Creek Reservoir. There is some confusion as to the actual amount
of water that Central Point will need to cover the high peak period in 2020. He will
report back with an update.
• the City has been working with several agencies regarding improvements to the
Scenic Avenue bridge culvert. There have been options sent to the State regarding
this bridge and the City is waiting for a reply on the latest suggestion.
Finance Director Bill Brugger presented the Financial Report for the First Quarter ending
September 30, 1999.
Planning Director Tom Humphrey reported that:
• there will be a Downtown Revitalization lunch meeting on November 1, 1999, at
12:00 in the Conference Room.
• there will be a meeting with the representatives from the Growers Market on
November 4, 1999, at 2:00 p.m. in the Conference Room. This meeting will be to
discuss next year's market and options for improving participation.

• the State of Oregon Quick Response Team will be working with the City, Brad
Miller, and adjoirnng property owners to design a development plan for property
located just south of Scenic Middle School.
VIII. COUNCIL REPORTS
Council Member David Gilmour stated that School District 6 would like to have a Joint Study
Session with the Council on January 18, 2000, to discuss issues of mutual interest.
Council Member Donna Higginbotham reported on Census 2000. She explained some of
the ideas that have been proposed to ensure an accurate count.
IX. MAYOR'S REPORT
Mayor Walton stated that the next Council Meeting is scheduled for November 4,1999, and
he stated that there are no items to be discussed at that time.
Garth Ellard made a motion to cancel the November 4, 1999, City Council meeting.
David Gilmour seconded. Roll Call: Motion passed unanimously.
Mayor Walton updated the Council on several meetings that he has attended over the last
few weeks.

X. ADJOURNMENT
Donna Higginbotham moved to adjourn, Garth Ellard seconded, all said "aye" and the
Council Meeting was adjourned at 8:50 p.m.
The foregoing minutes of the October 28, 1999, Council meeting were approved by the City Council
at its. meeting of November 18, 1999.
