A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH OLSON
LLC FOR CITYWIDE BACKFLOW ASSEMBLY TESTING SERVICES
RECITALS:
1. The City operates and maintains a public water system regulated by the Oregon Health
Authority. Oregon Administrative Rule 333-061-0070 and Central Point Municipal Code
Section 13.20.030 require that every backflow prevention assembly be tested and
certified annually by a certified backflow assembly tester to protect the public drinking
water supply from contamination caused by backflow or cross -connections.
2. The City currently has approximately 4,800 known residential backflow assemblies and
requires the services of a qualified third-party vendor to conduct mandatory annual
inspections, repairs, and certification reporting.
3. On July 24, 2026, the City issued a Request for Proposals (RFP) for Backflow Assembly
Testing Services. Six proposals were received by the August 28, 2026 submission deadline
and were evaluated by a committee of Public Works Water Division staff based on t he
criteria specified in the RFP.
4. Olson LLC received the highest cumulative evaluation score, holds valid state certification
and licensure, has extensive experience working with municipal water systems, and
offered the lowest overall cost to the City at $15.25 per test, with an annual cos t of
approximately $77,000.
The City of Central Point resolves as follows:
Section 1. The City Council hereby authorizes the City Manager to execute an agreement with
Olson LLC for Citywide Backflow Assembly Testing Services at a rate of $15.25 per test, with an
annual cost of approximately $77,000, for an initial term of three (3) years w ith the option for
one additional three-year renewal, in substantially the form attached hereto as Exhibit “A”.
Section 2. The City Manager is hereby authorized to execute a contract and any related
documents necessary to effectuate the acceptance of this award in a form substantially the
same as that included in the specifications.
Section 3. This Resolution shall take effect immediately from and after its passage and
approval.
Passed by the Council and signed by me in authentication of its passage this 26th day of
September, 2026.
