ROLL CALL: Mayor: Bill Walton Council Members: Carol Fischer, Bob Gilkey, David Gilmour, Donna Higginbotham, and Bill Stults were present. Garth Ellard was absent. City Administrator Jim Bennett; City Attorney Doug Engle; ~lis~ ~^' ~'-~ ~';~-`-: ~~~ ^-~ ~^; Finance Director Bill Brugger; Police Chief Mike Sweeny; Building Official Lois DeBenedetti; Planning Director Tom Humphrey; and Administrative Secretary Deanna Gregory were also present. III. PLEDGE OF ALLEGIANCE IV. INTRODUCTION OF GUESTS V. MINUTES A. Approval of March 9, 2000, City Council Minutes Bill Stults made a motion to approve the minutes as presented. Donna Higginbotham seconded. Roll Call: Motion passed unanimously. VI. PUBLIC APPEARANCES There were no public appearances. VII. BUSINESS A. Review of Citizen Growth Survey (Bennett) City Administrator Jim Bennett stated that on March 9, 2000, the Council requested staff to prepare a survey to be sent to all City residents and businesses regarding future growth in the City and specifically the annexation of land zoned for residential development. Mr. Bennett presented the Council with a preliminary survey and fact sheet that could be distributed with the water bills for the month of March. After some discussion, the Council made suggestions for some changes to the fact sheet and survey to be sent out with the water bills for March. Mr. Humphrey stated that the preliminary results could be available at the next Council meeting on April 13, 2000. B. Review of Planning Commission Recommendation to Designate Building at 435 Manzanita Street a Historic Structure (Bennett) Council Member David Gilmour stated a potential conflict of interest regarding this item and did not participate in the review of this item. City ofCentralPoint Council Minutes March 23,1000 Page 2 Administrator Bennett explained that the Planning Commission, in its capacity as the City's Historic Review Board, has made a recommendation to the City Council to designate the home located at 435 Manzanita Street as a historic building and to include it within the City of Central Point Historic Inventory which is apart of the City of Central Point Comprehensive Plan. Council Member Bill Stults made a motion to designate the Cornelius House located at 435 Manzanita Street as historically significant and add it to the City's historic building inventory. Donna Higginbotham seconded. Roll Call: Motion passed unanimously. Council Member Gilmour did not vote. C. Planning Commission Report (Humphrey) Planning DirectorTomHumphrey presented the Central Point Planning Commission Report for the regular meeting on March 21, 2000: 1. Recommended to the City Council that the draft telecommunications ordinance developed by planning staff and modified during the meeting be integrated into the Central Point Municipal Code. 2. Continued its review of a draft Street Tree Ordinance to a second meeting in April to refine portions of the document for integration into the Central Point Municipal Code. There was particular interest in recognizing historically significant trees, considering the health of trees and evaluating individual tree characteristics. 3. Continued its review of a draft Landscape and Sound Buffer Ordinance to a second meeting in April to refine portions of the document for integration into the Central Point Municipal Code. Commissioners thought that subsections of this ordinance should include buffering from glare from lighting in addition to buffering properties from noise. There was discussion regarding the types of trees that should be designated as a nuisance within the City of Central Point and the standards for the siting of telecommunications towers. There was also discussion regarding the amount of noise generated by events at the Jackson County Expo and the need to reach agreement with the County on future noise levels that would be acceptable to City residents. Council Member David Gilmour made a motion to approve the Planning Commission Report for the meeting on March 21, 2000. Carol Fischer seconded. Roll Call: Motion passed unanimously. H. Department Reports Planning Director Tom Humphrey reported that: • the Central Point Growers market will begin on April 26, 2000. • on March 30, 2000, there will be a Citizens Advisory Committee meeting to review the final draft for the Transportation Systems Plan. • at the Council Meeting on April 20, 2000, the Planning Department will be recommending more structures for approval to the Central Point Historic Inventory. There was discussion regarding parking on Pine Street between First and Second Streets. The Council would like to see a few designated parking spaces returned to the street in front of Ray's Supermarket. There was also discussion regarding complaints received from City ofCentral Point Council Minutes March 13,1000 Page 3 residents of the Greenbriar Mobile Home Park abouttrucknoise and glare from Albertson's. Staff will coordinate with the management at Albertson's and the residents to come up with some possible solutions to the problems. Building Official Lois DeBenedetti reported that: • the LDS Medford Temple is providing tours of the temple for members of the public. • Mountain View Plaza will soon begin construction on three more buildings. • during the first quarter of 2000, the Building Department issued 300 plumbing/electrical permits, and 21 single-family dwelling permits. Finance Director Bill Brugger updated the council on budget preparations. Police Chief Mike Sweeney reported that: • the department has leased two new fully equipped patrol cars. • the department will be investing in more bean bag guns and stun guns for use against criminals. • they are working on a protocol for assistance from other law enforcement agencies when assisting at a crime scene within the City limits. VIII. CITY ADMINISTRATOR'S REPORT City Administrator Jim Bennett reported that: • on March 28, 2000, the Council will have a Study Session to discuss changes to the City Charter. • the Friends of the Library are looking for volunteers to make phone calls regarding the upcoming library levy beginning on May 1. • an agreement has been reached with the Central Point Times for publishing the City Council Agendas. • he has talked with both BCVSA and Fire District No. 3 regarding the September election date. They both agree that this would be a good time for citizens to consider annexation to their districts. • the Budget Committee will hold its first meeting on April 5, 2000, at 7:00 p.m. in the City Council Chambers. IX. COUNCIL REPORTS There were no Council Reports. X. MAYOR'S REPORT Mayor Walton updated the Council on meetings that he has attended. There was discussion regarding televising the City Council meetings. Council Member Bob Gilkey made a motion to adjourn to Executive Session under the provisions of ORS 192.660. EXECUTIVE SESSION The City Council adjourned to executive session at 8:40 p.m. The Council reconvened into open session at 9:40 p.m. No action was taken. XII. ADJOURCVMENT Council Member Bill Stults moved to adjourn, Council Member David Gilmourseconded, all said "aye" and the Council Meeting was adjourned at 9:41 p.m. The foregoing minutes of the March 23, 2000, Council meeting were approved by the City Council at its meeting of April 13, 2000.
