ROLL CALL: Mayor: Bill Walton Council Members: Garth Ellard, Carol Fischer, Bob Gilkey, Donna Higginbotham, and Bill Stults were present. David Gilmour was absent. City Administrator Jim Bennett; City Attorney Doug Engle; Finance Director Bill Brugger; Police Chief Mike Sweeny; Building Official Lois DeBenedetti; and Deputy Recorder Deanna Gregory were also present. III. PLEDGE OF ALLEGIANCE IV. INTRODUCTION OF GUESTS V. MINUTES A. Approval of April 13, 2000, City Council Minutes Garth Ellard made a motion to approve the minutes as presented. Bob Gilkey seconded. Roll Call: Motion passed unanimously. VI. PUBLIC APPEARANCES There were no Public Appearances. VII. BUSINESS A. Review of Planning Commission Decision Modifying Conditions of Approval for the New Haven Estates Tentative Plan (Bennett) City Administrator Jim Bennett explained that the applicant, John Schleining, has requested that this item be continued until May 25, 2000. He stated that the residents of New Haven Estates have been contacted informing them that this item may be continued. After some discussion, Garth Ellard made a motion to continue the Review of the Planning Commission Decision Modifying Conditions of Approval forthe New Haven Estates Tentative Plan to May 25, 2000. Bill Stills seconded. Roll Call: Motion passed unanimously. B. Ordinance No. 1807, An Ordinance Amending Portions of Title 15 of the Central Point Municipal Code Pertaining to Buildings and Construction - Second Reading and Adoption (DeBenedetti) Building Official Lois DeBenedetti presented the proposed Ordinance stating that it will amend and bring current Title 15 of the Central Point Municipal Code. Codes are generally City ofCentral Point City Council Minutes Apri127, 2000 Page 2 re-adopted every three years coinciding with the national adoption of nationally recognized codes. She explained that adoption of the new codes does not affect the City of Central Point Building Department fee schedule. Garth Ellard made a motion to waive the second reading and adopt Ordinance IVo. 1807, Amending Portions of Title 15 of the Central Point Municipal Code pertaining to buildings and construction. Carol Fischer seconded. Roll Call`. Motion passed unanimously. C. Municipal Clerks Week Proclamation (Bennett) Mr. Bennett explained that the Oregon Association of Municipal Recorders and the International Institute of Municipal Clerks have designated the week of April 30 through May 6, 2000 as Municipal Clerks Week. They are asking Cities throughout the Nation to adopt a proclamation extending appreciation to all Municipal Clerks/Recorders for the vital services they perform and their exemplary dedication to the communities they represent. Bob Gilkey made a motion to authorize the Mayor to sign the Proclamation designating April 30 through May 6, 2000, as Municipal Clerks Week. Bill Stults seconded. Roll Call: Motion passed unanimously. D. Be Kind to Animals Week Proclamation (Bennett) Mr. Bennett explained that the American Humane Association has designated May 7 -13, 2000, Be Kind to Animals Week. The proposed proclamation recognizes kindness, consideration, and respect for all living things. Bob Gilkey made a motion to authorize the Mayor to sign the Proclamation designating May 7 -13, 2000, as Be Kind to Animals Week. Bill Stults seconded. Roll Call: Motion passed unanimously. E. Mental Health Month Proclamation (Bennett) Mr. Bennett explained that Jackson County Health and Human Services has requested that local cities proclaim May, 2000, as Mental Health month to raise awareness and support a positive community view about seeking appropriate treatment. Bob Gilkey made a motion to authorize the Mayor to sign the Proclamation designating May, 2000, as Mental Health Month. Bill Stults seconded. Roll Call: Motion passed unanimously. F. Planning Commission Report (Humphrey) City Administrator Jim Bennett presented the Central Point Planning Commission Report for April 18, 2000: 1. Considered a draft Tree Ordinance to establish regulations for preserving existing and historic trees; planting new trees; and specifying tree species and location. After reviewing comparable ordinances from the cities of McMinnville and Ashland and hearing recommendations from City staff the Commission directed staff to modify the draft ordinance and identify the number of trees per lot (per acre when a per lot basis does not work); add a grandfather clause to the ordinance; define the differences between a frontage tree and a street tree; and establish a process for tree planting and subsequent enforcement. 2. Reviewed the Bear Creek Greenway Ordinance adopted by Jackson County and proposed to the City for adoption. The Commission recommended that Central City ofCentral Point City Council Minutes April Z7, Z000 Page 3 Point draft its own ordinance to better suit residents and businesses. It was also recommended that staff receive input from the Police Department regarding enforcement. 3. Continued its review of a draft Landscape and Sound buffering Ordinance pending the compilation of additional sound measurements by Council Member Bob Gilkey. Planning staff will develop compilation of additional sound measurements by Bob Gilkey. City Planning Staff will develop more specific language to address buffering techniques such as landscaping, light shielding, and noise mitigation. H. Department Reports Building Official Lois DeBenedetti reported that: April 28, 2000, Fire District No. 3 will be having a retirement party for Neil Shaw from 3:00 p.m. to 6:00 p.m. and they have invited City Staff. they have received three bids for the remodel of City Hall. She recommends awarding Converse Carpet the contract for removing and replacing the carpet throughout City Hall, and award Honea Construction the contract for the demolition and remodel of City Hall. Bob Gilkey made a motion to award the contract for removing and replacing the carpet throughout City Hall to Converse Carpet in the amount of $22,439.10 Garth Ellard seconded. Roll Call: Motion passed unanimously. Garth Ellard made a motion to award the contract for the City Hall interior remodel to Honea Construction in the amount of $44,700. Donna Higginbotham seconded. Roll Call: Motion passed unanimously. VIII. CITY ADMINISTRATOR'S REPORT Administrator Bennett reported that: • the next Study Session will be held on May 9, 2000, at 7:00 p.m. • May 10, 2000, at 7:00 p.m. there will be an Open House at Scenic Middle School regarding the TOD project. • the Planning Department has prepared a sidewalk analysis to assist in the installation of sidewalks and paths around Central Point Schools. • May 6, 2000, there wi11 be a meeting held at the Medford Armory regarding the South Medford Interchange Project. • DEQ has approved the City of Central Point's Recycling Program. • he will be in Salem on May 3, 2000, to meet with State officials regarding preserving local government building programs. • Public Works Director Lee Brennan has compiled information on Speed Humps for Council review. IX. COUNCIL REPORTS Council Member Bill Stults reported on local projects that BCVSA has been working on throughout the City. He stated that BCVSA is concerned that there will be additional election costs to them if an Annexation election is held in September. Mr. Bennett stated that BCVSA has previously agreed on the September election and that, if they foresee a problem, they should contact him. City ofCentralPoint City Counci/Minutes Apri127, 2000 Page 4 Council Member Donna Higginbotham reported that the Bear Creek Watershed Partners are looking to increase their membership. She stated that it would not cost the City anything to become a partner. A representative from RVCOG will approach the Council soon to ask the City for assistance regarding the Meals on Wheels and other federally assisted food programs. Council Member Garth Ellard mentioned the library sign that is now on the vacant lot next to City Hall to help encourage voters to pass the library bond. Council Member Bob Gilkey presented facts concerning the investment that smokers make in purchasing cigarettes over an extended period of time. He stated that he will not be able to attend the Study Session on May 9, 2000. Council Member Carol Fischer asked everyone to get out and support the Growers Market which started April 26; 2000. X. MAYOR'S REPORT Mayor Walton updated the Council on: meetings that he has attended recently. He asked the Council to help him prioritize an MPO project list which included improvements to East Barnett Road, Highway 62, and Highway 238. Bob Gilkey made a motion to prioritize the MPO project list as 1) Highway 238, 2) Highway62, and 3) East Barnett Road. Carol Fischerseconded. Roll Call: Motion passed unanimously. • the specifications for a student representative from Crater High School. He would like to see a representative come and report to the Council regarding school activities and report back to the student body Council activities. • lot sizes throughout the City. He would like to see property that is less then 45 feet wide have access to the back of the property through an alley. He would like this to be a topic for a future study session. XI. ADJOURNMENT Garth Ellard moved to adjourn, Bob Gilkey seconded, all said "aye" and the Council Meeting was adjourned at 9:00 p.m. The foregoing minutes of the April 27, 2000, Council meeting were approved by the City Council at its meeting of May 11, 2000. ,,,, ~.
