I. REGULAR MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 7:00 p.m.
II. ROLL CALL: Mayor: Bill Walton
Council Members: Garth Ellard, Carol Fischer, Bob Gilkey, David
Gilmour, Donna Higginbotham. Bill Stults was not present for roll
call.
City Administrator Jim Bennett; City Attorney Doug Engle; Public
Works Director Lee Brennan; Police Chief Mike Sweeny; Building
Official Lois DeBenedetti; and Administrative Secretary Deanna
Gregory were also present.

A. Approval of May 11, 2000. City Council Minutes
Donna Higginbotham made a motion to approve the minutes as presented. David Gilmour
seconded. Roll Call: Motion passed unanimously.
VI. PUBLIC APPEARANCES
Don Bruland, RVCOG
Council Member Bill Stults arrived at 7:05 p.m.
Mr. Bruland spoke to the Council on behalf of the Senior Services Programs that are
provided for the Citizens of Central Point. He explained the financial problems in trying to
provide all the needed services. RVCOG is requesting help in paying the Site Manager
Salary at $10,645 and Site Costs at $1,200 for a total of $11,845 per year.
Ora Corliss, Centra Point Senior Center representative, explained the financial constraints
of the Senior Center and the nutrition program. She explained that they are in need of
volunteers for driving.
Orin Bartholomew, Vice President of the Board for the Senior Center, also expressed his
concern over the shortage of volunteers, stating that he would like to see younger people
volunteering at the center. Mr. John Schleining suggested that they talk with the School
Board about having students volunteer for class credits.
Bob Gilkey made a motion that the City pay for the Utility Bills at the Senior Center.

Clyde Cook, 1325 Hawthorne Way
Mr. Cook asked the Council to explain the reason for yellow striping the curb along
Hawthorne Way. He stated that he now has no on street parking and would like this
restriction removed.
Public Works Director Lee Brennan stated that Hawthorne Way was determined to be a
collector street when New Haven Estates was designed. This required a wider street than
was originally designed. It is a requirement that collector streets have bike lanes on them.
The developer negotiated a slightly narrower street by agreeing to limit parking to one side
of Hawthorne Way. This was approved by the Planning Commission.
There was discussion regarding the Transportation System Plan and approaching the
Citizens Advisory Committee about either re-designating this street as a local street, or
requiring it to become a collector when traffic counts warrant it.
Bob Gilkey made a motion to remove the yellow striping along Hawthorne Way until
traffic counts show that it has achieved collector street status. Bill Stults seconded.
Roll Call: Motion passed, unanimously.
Mayor Walton closed the Public Appearances portion of the meeting.
VII. BUSINESS
A. Review of Planning Commission Decision Modifying Conditions of Approval
for the New Haven Estates Tentative Plan
City Administrator Jim Bennett explained that on March 9, 2000, the Council chose to
review the Planning Commission decision removing the requirement for a block wall to be
installed along Vilas Road at both entrances to New Haven Estates. The Planning
Commission originally required that a block wall be installed to provide a safety and sound
barrier for the residents at the entrance to New Haven. On February 1, 2000 the Planning
Commission modified the conditions of approval for the Tentative Plan to allow the
substitution of a 42 inch slatted chain link fence and photinia hedge for the block wall. Mr.
Bennett presented letters from residents requesting that a 6 foot vinyl fence be required
matching the fence for the Central Point East Subdivision.
Herb Farber and John Schleining stated that they would agree to installing a 6 foot vinyl
fence.
Garth Ellard made a motion revising the Planning Commission decision modifying
conditions of approve for the New Haven Estates Tentative Plan removing the
requirement fora 42 inch chain link fence and requiring a 6 ft vinyl fence to be
installed along Vilas Road at both entrances of New Haven Estates. David Gilmour
seconded. Roll Call: Motion passed unanimously.
B. Hull Annexation
Mr. Bennett explained that this project consists of the annexation of one tax lot totaling 2.3
acres, located south of the Central Point City limits between Hanley Road and Mendolia
Way, which is surrounded by the City limits. The proposal is considered infill and would
allow for the modest expansion of the County Meadows subdivision. All annexation criteria
have been met. '
Bob Gilkey made a motion to approve Resolution 875, Declaring the Annexation of
2.3 Acres of land located between Hanley Road and Mendolia Way into the City of
Central Point, Oregon. Carol Fischer seconded. Roll Call: Motion passed unanimously.

C. Ordinance No. _, An Ordinance Regulating the Use of Air Compression
Brakes
Police Chief Mike Sweeny explained that the issue of the use of compression engine brakes
within the City limits has been discussed by the Council. Air compression brakes are very
loud and can be heard frequently from the freeway as trucks exit I-5 at the Pilot Center.
This noise compounds when it occurs on local streets and is completely unnecessary. The
proposed ordinance amends the City's present "noise ordinance" to include the use of
compression engine brakes within the city limits as a prohibited unnecessary noise.
Bill Stults made a motion to pass on to the second reading an Ordinance Amending
Chapter 8.04 ofthe Central Point Municipal Code Regarding Unnecessary Noise. Bob
Gilkey seconded. Roll Call: Motion passed unanimously.
VIII. DEPARTMENT REPORTS
Public Works Director Lee Brennan reported that:

way.
there has been a sharp increase in the number of retaining walls being placed
behind sidewalks within the City's rights-of-way. This is largely the result of new
subdivision lots being raised to accommodate storm drainage to the street. In the
past the City has required that property owners enter into a lease agreement stating
that, if necessary, the City could remove the structure at the owner's expense. After
some discussion, the Council suggested revising the City ordinance governing the
use of rights-of-way to treat retaining walls the same way as landscaping.
Building Official Lois DeBenedetti updated the Council on the City Hall remodel. She stated
that they are still expecting all construction to be completed by June 15, 2000.
IX. CITY ADMINISTRATOR'S REPORT
City Administrator Jim Bennett reported that due to a change in State law, residential care
facilities are able to request tax exempt status from local jurisdictions. He has received
such a request from Alderwood Assisted Living. At this time, the Council chose not to take
action on this request.
X. COUNCIL REPORTS
Council Member Bill Stults reported on his participation at the Attorney General's meeting
Council Member David Gilmour reported on his participation at the Attorney General's
meeting.
Council Member Donna Higginbotham reported that she would like to have John Eads
attend one of the Study Sessions to discuss the Regional Problem Solving project in the
Rogue Valley Basin.
Council Member Garth Ellard reported on his participation at the Attorney General's
meeting.
Council Member Bob Gilkey reported that the sound level maps covering the City should
be completed within a couple of weeks.

XI. MAYOR'S REPORT
Mayor Walton reported on:
the D.A.R.E. graduation at Jewett Elementary School and was very impressed with
the work that the Police Department has done with the children.
the TAC and MPO meetings over the last few months.

XII. ADJOURNMENT
Garth Ellard moved to adjourn, Bob Gilkey seconded, all said "aye" and the Council Meeting
was adjourned at 9:30 p.m.
The foregoing minutes of the May 25, 2000 Council meeting were approved by the City Council at
