City Council Meeting Minutes
August 24, 2000
I. REGULAR MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 7:00 p.m.
II. ROLL CALL: Mayor: Bill Walton
Council Members: Bob Gilkey, David Gilmour, Donna Higginbotham,
and Bill Stults were present. Garth Ellard and Carol Fischer were
excused.
City Administrator Jim Bennett; City Attorney Doug Engle; Police
Chief Mike Sweeny; Code Enforcement Officer Ron Barnett; and
Administrative Secretary Deanna Gregory were also present.

A. Approval of August 24. 2000 City Council Minutes
David Gilmour made a motion to approve the minutes as presented. Donna
Higginbotham seconded. Roll Call: Motion passed unanimously.
VI. PUBLIC APPEARANCES
Mary Realmuto, Central Point Citizen
Mrs. Realmuto addressed the Council regarding her concerns with Code Enforcement
Officer Ron Barnett. She felt that Mr. Barnett had been harassing her family by ticketing
and towing a vehicle from her property. She stated that he was unreasonable and rude.
Lori Massender, Central Point Citizen
Mrs. Massender addressed the Council regarding students from Crater High School
congregating in front of her house. She stated that when the High School is having activities
or school is in session because of its open campus policy she is constantly harassed by
high school students parking who loiter in front of her drive way, walk on her yard, and
make rude and threatening gestures. Mrs. Massender is asking the Council to allow signs
to be posted on the corner of Crown and King Streets regulating school traffic and to
request the School District to close the pedestrian gate between Crown and the High
School property during school hours. Chief Sweeny stated that he will have officers keep
an eye on this area by patrolling and by working with the School District.
Mayor Walton closed the Public Appearances portion of the meeting
VII. BUSINESS
A. Ordinance 1809, Vacating a Certain Portion of First Street and Glades Street -
Second Reading.

City Administrator Jim Bennett explained that on August 10, 2000, the Council passed the
above Ordinance to a second reading. If approved the ordinance will vacate that portion
of First Street between Cupp Drive and Freeman Road, as well as all of Glades Drive. He
explained that the effective date of the ordinance will be contingent upon the replatting of
the area to be vacated and vesting the ownership of the area between the property owners.
The Ordinance also stipulates certain conditions that will govern the uses permitted within
the vacated area.
Bob Gilkey made a motion to approve Ordinance 1809, An Ordinance Vacating a
Certain Portion of First Street and Glades Street. David Gilmour seconded. Roll Call:
Motion passed unanimously.
B. Resolution 889, Designating Representatives from the City of Cental Point,
Oregon, to Participate in the Bear Creek Regional Problem Solving Process,
and Establishing Certain Facts.
Mr. Bennett explained that the proposed Resolution has been distributed to all of the
participating jurisdictions in the Bear Creek Regional Problem Solving (RPS) process. The
Resolution commits the City to providing staff for the RPS Technical Advisory Committee,
and designates a permanent representative and alternate for the City on the Policy
Committee.
Donna Higginbotham made a motion to approve Resolution 889, Designating
Representatives from the City of Central Point, Oregon, to Participate in the Bear
Creek Regional Problem Solving Process, and Establishing Certain Facts. Bill Stults
seconded. Roll Call: Motion passed unanimously.
C. Resolution 890, A Resolution in Support of the Central Point School District
No. 6 General Obligation Capital Construction and Improvement Bond.
Mr. Bennett explained that on August 10, 2000, the Council requested a Resolution in
support of the Central Point School District No. 6 General Obligation Capital Construction
and Improvement Bond. If the Resolution is approved, a copy will be forwarded to the
School District and Board.
Mr. Gilkey stated his concerns regarding some of the priorities of the School District.
Donna Higginbotham made a motion to approve Resolution 890, in Support of the
Central Point School District No. 6 General Obligation Capital Construction and
Improvement Bond. Bill Stults seconded. Roll Call: Motion passed unanimously.
D. Appeal of Planning Commission Decision to Deny a Fence Variance
Application for Dennis Murphy, 619 Palo Verde Way
Mayor Walton explained that the applicant's attorney has requested a continuance of this
item to the September 14, 2000, Council meeting.
E. City of Central Point Emergency Management Plan
Police Chief Sweeny stated that the City of Central Point has been working on an
Emergency Management Plan for several months and it is now in a form ready for Council
approval and possible adoption. He explained that the plan is divided into 15 sections that
govern all aspects of emergency management before, during and after an emergency
event. He stated that he will be presenting this report to other agencies who are involved
with the Central Point Emergency Management Plan.

Bill Stults made a motion to adopt the City of Central Point Emergency Management
Plan. Bob Gilkey seconded. Roll Call: Motion passed unanimously.
F. Department Reports
No reports were given.
VIII. CITY ADMINISTRATOR'S REPORT
City Administrator Jim Bennett reported that
• Representative Patridge is asking local governments to approve Resolutions in
support of Measure 87 and allow the use of their names in the State Voters
Pamphlet.
David Gilmour made a motion to approve Resolution 891 in Support of Ballot
Measure 87 Amending the Oregon Constitution to Allow Political Subdivisions of the
State of Oregon to Regulate the Location of Sexually Oriented Businesses though
Zoning. Donna Higginbotham seconded. Roll Call: Motion passed unanimously.
• he has received a letter from the Fourth of July Committee thanking the Council and
City Staff for all the support and help provided for this years celebration.
• the Public Works Department is requesting to under fill two positions due to
resignations.
Bob Gilkey made a motion to approve under filling one Utility/Maintenance Operator
II and one Utility/Maintenance Worker II position in the Public Works Department.
Donna Higginbotham seconded. Roll Call: Motion passed unanimously.
IX. COUNCIL REPORTS
David Gilmour updated the Council on the School District No. 6 Bond Measure.
Bob Gilkey stated that he will be appearing with Jeff Golden on a Talk Radio program
August 29, 2000, at 9:00 a.m.
X. MAYOR'S REPORT
Mayor Walton explained that Council Members Garth Ellard and Bob Gilkey will not be
running again for their Council Positions. He also stated that he had attended Vice
Presidential Candidate Cheney's meeting at Crater High School.
David Gilmour made a motion to go into Executive Session at 8:20 p.m. Bob Gilkey
seconded. Roll Call: Motion passed unanimously.
XI. EXECUTIVE SESSION
The Council reconvened into open session at 9:40 p.m. No action was taken.

XII. ADJOURNMENT
Bob Gilkey moved to adjourn, Bill Stults seconded, all said "aye" and the Council Meeting
was adjourned at 9:41 p.m.
The foregoing minutes of the August 24, 2000, Council meeting were approved by the City Council
at its meeting of September 14, 2000.
