City Council Special Meeting Minutes
October 3, 2000
I. SPECIAL MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 6:00 p.m.
II. ROLL CALL: Mayor: Bill Walton
Council Members: Garth Ellard, Carol Fischer, Bob Gilkey, David
Gilmour, Donna Higginbotham, and Bill Stults were present.
City Administrator Jim Bennett and City Attorney Doug Engle were
also present.
III. BUSINESS
A. Review of Land Use Approval Process for Jackson County Fairgrounds and
Exposition Amphitheater
City Administrator Jim Bennett and City Attorney Doug Engle updated the Council on their
research into the land use approval process for the Jackson County Fairgrounds
Amphitheater project. They had been unable to find any land use approvals other than the
1981 amendment to the Fairgrounds Design Plan that identified a future turfed outdoor
concert area in the vicinity of what is now the Family Fun Center. Attorney Engle felt that
the current amphitheater project needed to go through its own land use process. The
options were explained to the Council in the event that the County holds a land use hearing
on the project or if they claim that they do not need to hold a hearing. After some
discussion, it was the consensus of the Council to proceed with a presentation by the Fair
Board and representatives of Jackson County on the amphitheater project at the regular
Council meeting of Thursday, October 12, 2000. Mayor Walton indicated that he would
attend the next Board of Commissioners meeting on Wednesday, October 4, 2000, to
express the City's concerns and invite the Commissioners to attend the Council meeting.
IV. ADJOURNMENT
Council Member Gilkey moved to adjourn. Garth Ellard seconded, all said "aye" and the
Special Council Meeting was adjourned at 6:45 p.m.
The foregoing minutes of the October 3, 2000, Special Council meeting were approved by the City
Council at its meeting of October 12, 2000.
