City Council Meeting Minutes
May 8, 2008
I. REGULAR MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 7:00 p.m.
II. PLEDGE OF ALLEGIANCE
III. ROLL CALL: Mayor: Hank Williams
Council Members: Bruce Dingler, Dick Halley, Kay
Harrison, Wafter Moczygemba, Mike Quilty, and Matthew
Stephenson were present.
City Administrator Phil Messina; City Attorney Doug Engle;
Public Works Director Bob Pierce; Police Chief Jon Zeliff;
Community Development Director Tom Humphrey; Deputy
Public Works Director Chris Clayton; and City Recorder
Deanna Casey were also present.
IV. PUBLIC APPEARANCES
Fred Herrmann, 2400 Heritage Way, Medford
Mr. Herrmann is concerned about the lack of water at the Central Point
Cemetery. He would like the Council to turn the water on so citizens can prepare
areas for the Memorial Day Weekend. He would also like an assurance that the
water will not be shut off again to the Cemetery. Council explained that it is
private property. There has never been water service for the Cemetery. Staff will
provide the contact information of the new owners. He was informed that there
may be options in the future when Don Jones Park is built but Mr. Herrmann will
have to work with the owners of the Cemetery to get a quick fix in place for the
Memorial Day weekend.

B. Approval of ORWARN Mutual Aid and Assistance Agreement
Mike Quilty made a motion to approve the Consent Agenda as presented.
Kay Harrison seconded. Roll call: Bruce Dingler, yes; Dick Halley, yes; Kay
Harrison, yes; Walter Moczygemba, yes; Mike Quilty, yes; and Matt Stephenson,
yes. Motion approved.

A. Second Reading -Ordinance No. 1913, An Ordinance Amending the
City of Central Point Comprehensive Plan to Update the Population
and Demographic Element
Community Development Director Tom Humphrey explained that this is the
second reading of an Ordinance to update the Comprehensive Plan Population
and Demographic Element. The Council held a public hearing on April 24, 2008.
There was a general recognition that the City would continue to grow and that the
projections would change over time. There were no recommended changes at
that meeting.
Dick Halley made a motion to approve Ordinance No. 1913, Amending the
City of Central Point Comprehensive Plan to Update the Population and
Demographic Element. Matt Stephenson seconded. Roll call: Bruce Dingler,
yes; Dick Halley, yes; Kay Harrison, yes; Walter Moczygemba, yes; Mike Quilty,
yes; and Matt Stephenson, yes. Motion approved.
VIII. BUSINESS
A. Planning Commission Report
Community Development Director Tom Humphrey presented the following
Planning Commission Report for May 6, 2008.
• The Commission approved a tentative plan fora 14 lot industrial
subdivision known as Airway Business Park on 34.5 acres. The subject
property is located on the southwest corner of Hamrick and Table Rock
Roads in the M-1, Industrial zone district. The proposal is consistent with
the City's zoning and the State's intent to market and develop this
certified "Shovel" ready industrial site. The Commission determined that
the tentative plan satisfied the city's subdivision codes and the developer
consented to the conditions imposed with his tentative approval.
• The Commission approved a request for an extension of the Preliminary
Development Plan, Conditional Use Permit and Tentative Pian for the
Four Seasons PUD. The property is located at 137 and 165 Vilas Road
and west of Table Rock Road in the Residential Two Family zoning
district. The developers of the project are trying to make adjustment for a
sluggish housing market. The Commission determined that the request
was reasonable under the circumstances and granted an extension to
November 10, 2008.
Mike Quilty made a motion to approve the Planning Commission Report as
presented. Kay Harrison seconded. Roll call: Bruce Dingler, yes; Dick Halley,
yes; Kay Harrison, yes; Walter Moczygemba, yes; Mike Quilty, yes; and Matt
Stephenson, yes. Motion approved.
B. Staff request for AdHoc Committee regarding Pine Street Options

Deputy Public Works Director Chris Clayton stated that Council requested
information regarding possible modifications to the existing Pine Street
configuration. After a short presentation of an option for Pine Street between
Front and First Streets he asked the Council to approve an AdHoc Committee to
discussion this and other options dealing with Pine Street. The Committee could
discuss options for all of Pine Street or just the immediate area of concern. The
current recommendation would cost the city $20,150. If Council wants to remove
the bulb outs at First Street an additional $30,000 would be added. There are
many areas of concern regarding Pine Street. Staff would like to work with a
committee to help move forward on a future plan.
Mike Quilty, Bruce Dingier and Mayor Williams would like to be part of the
Committee. It was also suggested that Randy Sparacino and Bill Christy
participate.
Mike Quilty made a motion to form an AdHoc Committee to look at the
intersection of Pine Street and 99 and the rest of the Pine Street Downtown
Corridor. Dick Halley seconded. Roll call: Bruce Dingier, yes; Dick Halley, yes;
Kay Harrison, yes; Walter Moczygemba, yes; Mike Quilty, yes; and Matt
Stephenson, yes. Motion approved.

IX. COUNCIL BUSINESS
Council Member Dick Halley reported that he will not be available for the May 22
Council Meeting.
Council Member Matt Stephenson reported that he will not be at the May, Study
Session or the next Council meeting.
Mayor Williams stated that he will not be available for the next Council Meeting.
Mike Quilty will be gone for the June 12~" Council Meeting.
Council Member Bruce Dingier has had a request to have the parade route end
on 7~' Street next to the park rather than go down 8"' Street. Chief Zeliff stated
that because of the congestion at Pfaff Park the route must go down 8m Street.
Council Member Mike Quilty mentioned a Grant that would be available for the
Gateway Project at Rays on Pine Street. Mr. Clayton stated that they have
already applied for a grant for the crossing on Vilas near Don Jones park and
cannot submit another one to the same organization this year.
X. MAYOR'S REPORT
Mayor Williams stated that he attended the Budget Committee Meeting, RPS,
and the RVTD Transpiration Summit.
XI. CITY ADMINISTRATOR'S REPORT

City Administrator Phil Messina reported that:
• He helped install plants in the downtown planter boxes on April 26"'.
• He has been conducting an "Emerging Leaders Group" with city staff,
These are the upcoming leaders from city employees.
• He will be out of town starting tomorrow, returning May 19~'.
XII. COUNCIL REPORTS
Council Member Mike Quilty reported that he:
• attended the Budget Committee Meeting
• attended the RPS meeting.
• has been working on the agenda for OMPOC and an AMPO Bill.
• attended an AdHoc Committee meeting for Management Compensation.
Council Member Walter Moczygemba reported that he attended:
• the flower planting event on April 26"'.
• the Budget Committee meeting.
• a Rotary Meeting.
• the Planning Commission meeting.
Council Member Kay Harrison Reported that she:
• is continuing to attend the master recycler classes.
• Attended the RVSS Budget Committee meetings.
• Attended the AdHoc Committee meeting for Management Compensation.
Council Member Dick Halley reported that he attended the Budget Committee
meeting and enjoyed lunch at the new Rostels on opening day.
Council Member Bruce Dingier stated that he attended the Budget Committee
Meeting, a Planning Commission Meeting, and an AdHoc Meeting for
Management Compensation.
Council Member Matt Stephenson reported that he attended the Budget
Committee Meeting.
XIII. DEPARTMENT REPORTS
Public Works Director Bob Pierce reported that:
• Rogue Valley Sewer Services will be replacing several man holes on Pine
Street and various areas through the City over the next two months.
• Half of the water crew is in training this week.
• Public Works staff is working on crack sealing, the time frame has been
shortened because of the cool wet weather.
• Staff has been repairing street lights, meter testing and various repair
work.
Deputy Public Works Director Chris Clayton reported that:

• The second half of the Penninger Road water line should be complete
before the rodeo at the end of May.
• They have submitted a grant to the state to help with issues on Vilas
Road near Don Jones Park.
• There will be a new one way door installed in the Council Chambers to
use in case of emergencies.
• RVSS has offered to replace a box culvert on Freeman Road near the
Meadows when they do upgrades this summer. This will save the City
approximately $150,000.
Community Development Director Tom Humphrey reported that:
• There will be a downtown meeting on Monday, May 12th to discuss
guidelines for murals.
• He had a meeting with Crater Students to discuss downtown
development.
• He will be meeting with Mr. Vella to discuss the transportation
enhancement plan. The Creamery would like to make Exit 33 a
destination exit for artisan shops. This will bring people through downtown
to get to Lilli Bell, Rogue Creamery and future development in that area.

Mike Quilty moved to adjourn, Matt Stephenson seconded, all said "aye" and the Council
Meeting was adjourned at 8:22 p.m.
