A RESOLUTION OF INTENT TO APPLY FOR A 2026 COMMUNITY
DEVELOPMENT BLOCK GRANT FROM BUSINESS OREGON IN SUPPORT OF THE
ROGUE VALLEY COUNCIL OF GOVERNMENTS FOOD BANK COMMERCIAL
KITCHEN PROJECT
WHEREAS, the City of Central Point is a non-metropolitan city eligible to apply for a 2026
Community Development Block Grant (CDBG) from Business Oregon, with funds originating
from the U.S. Department of Housing and Urban Development for public facilities and housing
improvements primarily benefiting persons of low and moderate income; and
WHEREAS, the Rogue Valley Council of Governments (RVCOG) has acquired from the City
the former Public Works shop property located at 399 S. 5th Street, Central Point, Oregon, for
the purpose of relocating its Food and Friends senior nutrition and food bank operatio ns to that
site; and
WHEREAS, RVCOG proposes to renovate the facility and develop a commercial kitchen to
support senior meal preparation and food bank distribution serving low and moderate income
persons throughout the region (the “Project”); and
WHEREAS, RVCOG is not itself an eligible CDBG applicant and has requested that the City
serve as the applicant and grantee for the Project, with RVCOG performing the day-to-day grant
administration and the City serving as the pass-through entity for reimbursement requests and
distribution of grant funds; and
WHEREAS, the maximum CDBG award available to a city for the 2026 program year is
$1,500,000; and
WHEREAS, in accordance with the citizen participation requirements of the Oregon CDBG
program, notice of a public hearing was published and posted as required by law, and the City
Council held a public hearing on July 16, 2026 to obtain citizen views on community
development and housing needs, particularly the needs of low and moderate income persons, and
on the proposed Project; and
WHEREAS, the City Council has considered all oral and written comments received and finds
that submission of a CDBG application in support of the Project serves the interests of the City
and the region; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT,
OREGON, AS FOLLOWS:

Section 1. Intent to Apply. The City Council declares its intent to support development of the
RVCOG Food Bank Commercial Kitchen Project at 399 S. 5th Street and authorizes submission
of a pre-application and, if invited, a full application to Business Oregon for a 2026 Community
Development Block Grant for the Project in an amount not to exceed $1,500,000.
Section 2. Authorized Official. The City Manager, or the City Manager's designee, is
authorized to execute and submit the pre-application, the application, and all certifications,
assurances, and related documents required by Business Oregon in connection with the
application, and, if the grant is awarded, to execute the grant contract and related documents on
behalf of the City, subject to review by the City Attorney.
Section 3. Intergovernmental Agreement. The City Council directs staff to negotiate an
intergovernmental agreement with RVCOG delineating the responsibilities of each party for
grant administration, reimbursement processing, financial controls, recordkeeping, audit
compliance, and resolution of any conflict of interest matters under 24 CFR 570.611, to be
brought back to the Council for approval prior to execution of any grant contract.
Section 4. No Obligation of City Funds. Nothing in this resolution obligates the City to expend
City funds on the Project. Project costs are anticipated to be funded through CDBG grant
proceeds and resources provided by RVCOG.
Section 5. Effective Date. This resolution shall take effect upon adoption.
