HomeMy WebLinkAbout01/22/26 CC MinutesCITY COUNCIL MEETING MINUTES January 8, 2026 6:00 PM Central Point City Hall, Council Chambers 140 S 3rd St, Central Point, OR www.centralpointoregon.gov 1 Meeting Called to Order 2 Pledge of Allegiance 3 Roll Call The following members were present: Mayor Taneea Browning, At Large Rob Hernandez, Ward II Kelley Johnson, Ward I Neil Olsen, Ward IV Brian Whitaker, Board Member Michael Quilty , Ward III Sarah Roberts The following staff were also present: City Manager Chris Clayton, City Attorney Sydnee Dreyer, Police Chief Scott Logue, Parks and Public Works Director/Assistant City Manager Matt Samitore, Planning Director Stephanie Powers, Building Official Derek Zwagerman, Finance Director Tessa DeLine, and City Recorder/Assistant Finance Director Rachel Neuenschwander 4 Presentation A. 2024/25 Audit Presentation Amanda Moore and Kim Reno from Baker Tilly presented the 2024/25 audit results. They issued clean, unmodified opinions for both the City and the Development Commission financial statements. The governmental auditing standards report identified no reportabl e findings. The Oregon minimum audit standards report noted instances of expenditures exceeding appropriations in both the City and Development Commission. The Development Commission also had a supplemental budget noncompliance issue where a required publi c hearing notice was not properly published. The City successfully met its December 31 filing deadline after being behind in previous years. 5 Public Comments 6 Public Agency Comments 7 Consent Agenda A. Approval of December 11, 2025, Meeting Minutes Motion: Approve Moved By: Michael Quilty Seconded by: Brian Whitaker Roll Call: Members Taneea Browning, Rob Hernandez, Kelley Johnson, Neil Olsen, Brian Whitaker, Michael Quilty, Sarah Roberts voted yes. 8 Items Removed from the Consent Agenda 9 Ordinances and Resolutions A. First Reading of an Ordinance Amending CPMC Section 15.04.010 Standards Applicable to Building to Comply with Updates and References to New State Code Derek Zwagerman, Building Official, presented the ordinance which adopts the 2025 building and mechanical codes as required by the Oregon Building Codes Division. The changes align city code with updated reference standards and eliminates redundant language. B. Ordinance Amending the Comprehensive Plan Land Use Element Stephanie Powers presented the second reading of amendments to the Comprehensive Plan Land Use Element, which establishes an exclusive agricultural overlay designation and policy framework for holding zones to help transition rural land in the urban growth boundary to urban designation. Motion: Approve Moved By: Michael Quilty Seconded by: Kelley Johnson Roll Call: Members Taneea Browning, Rob Hernandez, Kelley Johnson, Neil Olsen, Brian Whitaker, Michael Quilty, Sarah Roberts voted yes. Michael Quilty moved to approve Ordinance No. 2135 an Ordinance amending the Central Point Comprehensive Plan Land Use Element Amendment to Establish the Exclusive Agriculture Overlay and Holding Zones and Revise Land Use Plan Text and Organization for Clarity and Consistency. C. Ordinance Amending Titles 16 and 17 of the Central Point Municipal Code Stephanie Powers presented the second reading of an ordinance implementing the exclusive agricultural overlay and creating regulations for residential and employment holding zones. The ordinance also updates land division standards, clarifies lot and block standards, consolidates transit-oriented development overlay provisions, repeals outdated planned unit development standards, and updates annexation provisions. A modification was made to Section 16.24.03(A) to clarify utility companies' restoration oblig ations. Docusign Envelope ID: 4241D714-4A10-429A-B339-308B1AFEF522 Central Point City Council January 8, 2026 Meeting Page 4 of 6 Brian Whitaker moved to approve Ordinance No. 2136 an Ordinance Amending Title 16 (Land Divisions) and Title 17 (zoning) of the Central Point Municipal Code to establish the Exclusive Agriculture Overlay and Holding Zones, modernize land division procedure s, and clarify development standards for consistency and implementation as presented. 10 Business A. Election of 2026 Council President Kelley Johnson nominated Rob Hernandez as the Council President for 2026. Motion: Approve Moved By: Kelley Johnson Seconded by: Neil Olsen Roll Call: Members Taneea Browning, Rob Hernandez, Kelley Johnson, Neil Olsen, Brian Whitaker, Michael Quilty, Sarah Roberts voted yes. Kelley Johnson moved to approve Rob Hernandez as the 2026 City of Central Point Council President. 11 Mayor’s Report Mayor Taneea Browning reported on meetings with the Youth Council, discussions with a high school student advisory counselor about career pathways in municipal government, interviewing candidates for CAC and Planning Commission, attending the CIS board ret reat, and meeting with the Executive Director of the Southern Oregon Home Builders Association. 12 City Manager’s Report City Manager Chris Clayton reported on a city manager summit discussing legislative priorities for the upcoming short session, an upcoming meeting with the new SOREDI director, potential ordinance updates related to graffiti, and the Governor's proposal to withdraw the transportation package. The newsletter will feature articles on public utility easements, mobile food vendors, and the public safety fee. 13 Council Reports Docusign Envelope ID: 4241D714-4A10-429A-B339-308B1AFEF522 Central Point City Council January 8, 2026 Meeting Page 5 of 6 Council members shared updates on various committee activities and community concerns, including aviation review committee work, League of Oregon Cities strategic planning, Jackson County Library strategic planning, and graffiti concerns. 14 Department Reports Department heads provided updates on recent activities, including a new police officer starting, damage to the Fourth and Pine intersection by a semi-truck, ongoing land development applications, and progress on construction projects including the high school, Oregon State Police facility, Grocery Outlet, and Goodwill. 15 Executive Session The Council moved into executive session under ORS 192.660(2)(h) to consult with counsel concerning legal rights and duties with regard to current litigation or litigation likely to be filed @ 7:18pm. Motion by Mike, seconded by Neil, to move to executive session under ORS 192.660(2)(h). Motion passed unanimously. A. Executive session resumed at 7:28pm after a 10 minute break. At 7:45 p.m., the City Attorney Sydnee Dreyer announced that the executive session was concluded, and the council reconvened in open session. 16 Adjournment Neil Olsen moved to adjourn.
