RESOLUTION NO. 1861
A RESOLUTION DECLARING THE CITY COUNCIL’S INTENT TO INITIATE
AMENDMENTS TO THE COMPREHENSIVE PLAN ENVIRONMENTAL
MANAGEMENT ELEMENT AND CENTRAL POINT MUNICIPAL CODE (TITLE 17) TO
ADOPT THE CITY’S FIRST WETLAND AND RIPARIAN CORRIDOR INVENTORY
AND AN UPDATED HISTORIC RESOURCES INVENTORY AND ESTABLISH LAND
USE STANDARDS FOR ENVIRONMENTAL RESOURCES
RECITALS:
A. An amendment to the Comprehensive Plan and the Central Point Municipal Code
(Zoning) may be initiated by adoption of a resolution of intent by the City Council
(Chapter 17.96.200 and 17.10.200, respectively); and
B. The Environmental Management Element of the Comprehensive Plan was last
updated in March 1983 and does not adequately address Statewide Planning
Goals 5 (Natural Resources, Scenic and Historic Areas, and Open Spaces), Goal
6 (Air, Water and Land Resources Quality), and Goal 7 (Areas Subject to Natural
Disasters and Hazards); and
C. The City has completed its first comprehensive Wetland and Riparian Corridor
Inventory, which identifies and maps significant environmental resources within
the City limits and Urban Growth Boundary; and
D. The City updated its historic resources inventory to reflect current conditions and
state requirements for historic resources; and
E. Incorporating the new and updated inventories into the Comprehensive Plan and
implementing regulations in Title 17 will provide clarity for property owners,
support informed land use decisions, and ensure consistent application of
standards throughout the City; and
F. Updating the Environmental Management Element and adopting standards for
environmental resources is necessary to support orderly annexation of lands into
the City and ensure compliance with Oregon’s Statewide Planning Goals; and
G. The City Council finds that updating the Environmental Management Element
would support the City’s long-range planning goals, enhance environmental
stewardship, promote community resilience and protect public health and safety;
and

H. The City Council determines that it is in the City’s economic interest and that the
public necessity, convenience, and general welfare support consideration of such
amendments.

THE CITY OF CENTRAL POINT RESOLVES AS FOLLOWS:
Section 1. It is the intention of the City Council to initiate a Comprehensive Plan
Amendment to the Environmental Management Element and Zoning Text Amendment
in Title 17 to establish corresponding environmental resource regulations.
Section 2. The proposed amendments include:
• Adoption of the City’s first Local Wetland and Riparian Corridor Inventory;
• Incorporation of the Local Wetland and Riparian Corridor Inventory into the
existing Environmental Overlay in the Land Use Element of the Comprehensive
Plan;
• Updated goals and policies addressing Statewide Planning Goals 5, 6, and 7;
• Integration of findings from current floodplain studies and mapping, water quality
assessments and hazard mitigation planning; and
• Clarification of resource protection measures and development standards in
environmentally sensitive areas.
Section 3. By this resolution, the City Council authorizes the Community Development
Department to proceed with preparation of proposed amendments to the
Comprehensive Plan and Central Point Municipal Code Title 17 (Zoning) to incorporate
the Local Wetland and Riparian Corridor Inventory into the Environmental Overlay,
incorporate the updated historic resources inventory, and refine land use standards for
properties with environmental resources.
Section 4. This Resolution becomes effective immediately upon its passage.
