A RESOLUTION AUTHORIZING THE CITY MANAGER TO SELL CERTAIN SURPLUS REAL PROPERTY
LOCATED ON OLD MILITARY ROAD (MAP NO. 372W08 TAX LOT 1900) VIA FIXED PRICE SALE
Recitals:
A. The City of Central Point acquired an approximately 7.41-acre parcel of land located on
Old Military Road in 1970, commonly referred to as Map No. 372W08, Tax Lot 1900 (the
“Property”). The Property is zoned County Aggregate Resource.
B. The City purchased the land for use by the Public Works Department to be used as a site
to move extra material such as rock, dirt and tree trimmings, as the City did not have an
alternative location in town at that time. Over time use of the Property for extra mat erials
has become unnecessary as the City is now able to dispose of such items through recycling
and other methods.
C. The Property was also used as a storm drain decanting facility. However, with the
construction of the new Public Works Operations Center such use was no longer
necessary. In addition, the City has as two additional decanting sites closer to town.
D. The City has no other reasonable use for the Property.
E. ORS 271.310 authorizes the City to sell real property whenever it is not needed for
public use or when the public interest may be furthered by such conveyance.
F. On June 10, 2021, the City Council held a public hearing determining that the Property is
not needed for public use and it is in the public interest to sell property and adopted
Resolution No. 1670 authorizing the sale of the property through invitation to bid.
G. The City accepted a bid to purchase the property, but ultimately the sale did not close
and no further offers to bid were received by the city.
H. City staff has heard from an interested party and now seeks authorization to sell the
property via fixed price sale, pursuant to CPMC 2.40.120.5.
The City of Central Point resolves as follows:
Section 1. The City Council directs staff to sell the Property via a Fixed Price Sale and advertise
the sale on the City’s website to be sold to the first person making an offer meeting the
following minimum conditions in the offer to purchase the Property :
A. Minimum bid price: $275,000.00.
B. Closing to occur on or before March 31, 2026.

C. No financing contingency.
D. Seller pays for title insurance and Buyer pays all recording fees; escrow fees shall be
split equally.
E. Sale is As-Is.
Section 2. The City Manager or his designee is authorized to take any other steps necessary to
effectuate the terms of this resolution.
