RESOLUTION NO. 1857
A RESOLUTION ADOPTING UPDATED PARKS CAPITAL IMPROVEMENT
PLAN AND PARKS SYSTEM DEVELOPMENT CHARGES
RECITALS:
WHEREAS, Oregon Revised Statutes Chapter 223 and Central Point Municipal Code
Chapter 11.12 authorize the collection of system development charges for parks and
recreation facilities; and
WHEREAS, the City’s existing Parks System Development Charges no longer reflect
current capital costs, growth projections, or adopted level-of-service standards; and
WHEREAS, the City Council has reviewed and considered an updated Parks Capital
Improvement Program identifying capacity-expanding park projects required to serve
future growth; and
WHEREAS, the City Council has reviewed and considered an updated Parks Systems
Development Charge methodology, which is necessary to address the additional capital
improvement projects as well as current constructions costs and growth projections; and
WHEREAS, the City’s parks system currently exceeds the adopted level-of-service
standard, resulting in recoverable unused capacity eligible for a reimbursement fee under
state law; now, therefore,
The City of Central Point resolves as follows:
Section 1. IMPROVEMENT PLAN.
The City Council hereby adopts, as its Parks Capital Improvement Plan required by ORS
223.309 and Central Point Municipal Code Section 11.12.080, the Parks Capital
Improvement Program contained in Exhibit A, incorporated herein by reference. Said
exhibit defines the cost of projected capital improvements needed to increase park system
capacity and identifies the estimated cost, timing, and percentage of costs eligible to be
funded with revenues from the Parks System Development Charge.
The improvement plan adopted herein may be modified from time to time by resolution
of the Council, as provided in Central Point Municipal Code Section 11.12.080.
Section 2. PARKS SYSTEM DEVELOPMENT CHARGES.
Effective April 13, 2026, the Parks System Development Charges contained in Exhibit B,

incorporated herein by reference, are hereby adopted and shall be required for new
development and applicable system connections.
Section 3. COLLECTION OF CHARGE.
Effective April 13, 2026, the Parks System Development Charges shall be payable to the
City of Central Point as provided in Central Point Municipal Code Chapter 11.12.

Project Allocation Methodology:
19.8% - Growth allocation based on population increase from 19,653 (2025) to 23,512 (2040). Applied to projects that serve both
existing deficiencies and future growth.
32.0% - Partial allocation for ADA expansion projects that provide approximately 1/3 new capacity per Transportation SDC
methodology.
50.0% - Half allocation for ADA upgrades that both augment existing facilities and provide new accessible capacity.
100.0% - Full allocation for projects that entirely serve future growth needs (e.g., Willowbend Park).
Note: Projects excluded from SDC include renovations/replacements, grant-funded facilities, Urban Renewal projects, and park
acquisitions without identified sites.

Notes:
1. SDC is calculated on a per-person basis using projected population growth of 3,859 persons (2025-2040)
2. Single-family residential SDC uses an average household size of 2.69 persons per household

4. Reimbursement Fee is based on unused park system capacity (45.74 acres) available for future growth
5. Park system level of service standard: 3.5 acres per 1,000 population
