A RESOLUTION DECLARING CERTAIN REAL PROPERTY LOCATED AT 466 SOUTH FIRST STREET
(MAP NO. 372W11BC TAX LOT 3800)SURPLUS AND AUTHORIZING THE CITY MANAGER TO SELL
THE PROPERTY VIA FIXED PRICE SALE
Recitals:
A. The City of Central Point owns real property located on 466 South First Street, commonly
referred to as Map No.372W11BC,Tax Lot 3800 which is zoned General Commercial and
is currently undeveloped (the"Subject Property").
B. The Subject Property was conveyed to City pursuant to a foreclosure of the real property,
at which time the City demolished the derelict structure.
C. City has no municipal purpose for the Subject Property and an interested buyer has
reached out to the City to purchase the Subject Property for expansion of its existing
business use.
D. Sale of the Subject Property would reimburse the City for the funds expended to
address the prior long-term chronic nuisance issues, as well as its costs to demolish the
structure, clean-up the site, and related fees.
E. ORS 271.310 authorizes the City to sell real property whenever it is not needed for
public use or when the public interest may be furthered by such conveyance.
F. The City has obtained an appraisal for the Subject Property,which appraises the land for
$75,000.00.Additionally the Subject Property includes a Water SDC credit which runs
with the Subject Property.
G. The City finds that any conveyance of the Subject Property should be established at a
minimum of$78,000.00,which includes the Water SDC credits associated with the
Subject Property.
H. The City has determined that the Subject Property is not needed for municipal public
use and it is in the public interest to sell the Subject Property via Fixed Price Sale,
pursuant to CPMC 2.40.120.5.
The City of Central Point resolves as follows:
Section 1.The Subject Property is declared to be surplus.

Section 2. The City Council directs staff to sell the Subject Property via a Fixed Price Sale and
advertise the sale on the City's website to be sold to the first offeror meeting the following
minimum conditions to purchase the Property:
A. Minimum bid pri e:$78,000.00;
B. Earnest money in the amount of$3,000.00 to be deposited in escrow;
C. No financing cont ngency;
D. Property to be de ded via Statutory Warranty Deed;
E. Buyer agrees to take the Subject Property subject to all Permitted Exceptions;
F. Seller pays for titl insurance and Buyer pays all recording fees; escrow fees shall be
split equally;
G. Subject Property sold in As-Is condition; and
H. Buyer pays its own Broker fee, if any.
Section 3. The City Manager or his designee is authorized to take any other steps necessary to
effectuate the terms of this resolution.
