L_ The following staff were also present: City Attorney Sydnee Dreyer, Parks and Public Works Director/Assistant City Manager Matt Samitore, Police Chief Scott Logue, Finance Director Tessa DeLine, Planning Director Stephanie Powers, Community Planner III Justin Gindlesperger, and City Recorder/Assistant Finance Director Rachel Neuenschwander. 4 Presentation A. Introduction of Parks Commission Appointee, Eliana Leusch Park Planner Dave Jacobs presented the new Parks Commission student commissioner, Eliana Leusch. She was selected through a process involving Mayor Browning, Ron Woodhead, Patricia Alvarez, and Nikki Peterson. Eliana is a sophomore at Crater High School who participates in speech and debate and serves as chairperson of the Cow Creek Youth Council. She expressed enthusiasm about contributing to Parks and Recreation decisions that impact youth in the community. Central Point City Council April 9,2026 Meeting Page 2 of 5 5 Public Agency Comments 6 Public Comments Central Point Resident Sherri McNeely spoke to the council about concerns regarding a neighboring vacant lot with vegetation management issues and fire hazards from mulch piles. The Assistant City Manager committed to following up with the appropriate departments. 7 Consent Agenda A. Approval of March 26, 2026, Meeting Minutes B. Parks Commission Appointment- Eliana Leusch C. OLCC Application - Grocery Outlet Motion: Approve Moved By: Rob Hernandez Seconded by: Kelley Johnson Roll Call: Members Taneea Browning, Rob Hernandez, Kelley Johnson, Neil Olsen, Brian Whitaker, Michael Quilty, Sarah Roberts voted yes. Rob moved to approve the consent agenda with an amendment to correct the March 26, 2026 meeting minutes to properly identify who seconded a previous motion of the consent agenda. 8 Items Removed from the Consent Agenda 9 Ordinances and Resolutions A. Ordinance Amending Environmental Management Element of the Comprehensive Plan Community Planner Ill Justin Gindlesperger presented the second reading with no additional changes to the ordinance from the previous hearing. Sarah Roberts moved to approve Ordinance No. 2141, an ordinance to repeal and replace the Central Point Comprehensive Plan Environmental Management Element text and to amend the Environmental Overlay map in the Land Use Element. B. Ordinance Amending the Central Point Municipal Code to Establish Environmental Overlay Chapter Community Planner Ill Justin Gindlesperger presented the second reading of the ordinance implementing the previously approved environmental management element. Council discussion included clarification that existing fences and structures near wetlands can remain, but no new or additional impacts are allowed. The wetlands have been professionally studied and mapped according to state requirements. Michael Quilty moved to approve Ordinance No. 2142 an ordinance amending Central Point Municipal Code Chapter 17.66 to establish Environmental Overlay Standards, Chapter 16.10 to limit new lots in riparian corridors and wetlands, Chapter 17.60 to repeal stream setback requirements, Chapter 17.05 to establish a process to correct Overlay Map errors and various sections of Chapter 8.24 to reference the updated Stream Corridor Overlay. C. Ordinance Amending in part Chapter 13.16.010 Water and Utility Rate Discounts for Extreme Hardship Assistant City Manager Matt Samitore presented the second reading to the council, clarifying that while 6-10 people are immediately known to need this program, actual usage could be higher. Annual updates will be provided during water rate analysis reviews. Rob Hernandez moved to approve Ordinance No. 2143, an Ordinance Amending in part Chapter 13.16.010 Water and Utility Rate Discounts for Extreme Hardship. 10 Business A. Planning Commission Report Planning Director Stephanie Powers reported on the April 7 joint study session between the Planning Commission and Citizens Advisory Committee regarding residential code amendments. The session provided information on new housing types and state requirements for middle housing. Members were divided on whether to allow all middle housing types in single-family zones, with some supporting increased housing production and others preferring a more gradual approach. The group agreed to retain manufactured home parks in R2 and R3 zones, but not to extend them to transit-oriented development overlay areas. 11 Mayor's Report Mayor Browning reported judging the Future Natural Resource Leaders competition at the high school, continued youth council meetings, planning a pop-up job workshop, attending SOREDI's strategic planning session, and meeting with La Clinica about community health services. 12 City Manager's Report Matt Samitore reported that Chris Clayton is on spring break. He reminded council of an April 20th study session covering Parks and Recreation topics including Fourth of July, Christmas events, part-time workers, downtown parks, and fees. 13 Council Reports Council members reported activities including attending Quilttopia, listening to the planning commission meeting, addressing RVTD board regarding transportation fees, handling constituent inquiries about land development and nuisance complaints, attending an Oregon Freight i Central Point City Council April 9,2026 Meeting Page 5 of 5 Advisory Committee meeting, reporting on Connect Oregon grants and Port of Portland statistics, and attending a School District 6 board meeting. 14 Department Reports Parks and Public Works Director/Assistant City Manager Matt Samitore reported competitive bidding on current projects. City Attorney Sydnee Dreyer announced office relocation and progress on joint city/county facility agreement. Planning Director Stephanie Powers noted the upcoming CAC meeting on residential code amendments. Finance Director Tessa DeLine reported on preparing March financial statements and quarterly reports. 15 Adjournment Neil Olsen moved to adjourn, all said aye, and the meeting was adjourned at 6:34 PM.
