Joint City Council/Planning Commission Study Session
August 17, 2009
MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 6:00 p.m.
II. ATTENDEES Mayor: Hank Williams
Council Members: Bruce Dingier, Matt Stephenson, Allen
Broderick, and Kay Harrison were present. Mike Quilty and
Carol Fischer were excused.
Planning Commission Members: Chuck Piland, Connie
Moczygemba, Mike Oliver, Keith Wangle, Patricia Beck, Tim
Schmeusser, and Justin Hurley were present.
Assistant City Administrator Chris Clayton; Community
Development Director Tom Humphrey; Planning Manager
Don Burt; and City Recorder Deanna Casey were-also
present.
ill. BUSINESS
Assistant City Administrator Chris Clayton stated tonight's joint meeting of the
City Council and Planning Commission is intended to update both groups on the
RPS process and items that will be considered in the near future.
A. RPS Process Update
Community Development Director Tom Humphrey gave a brief background on
the RPS process for new members of the Council and Planning Commission.
Planning Manager Don Burt provided estimated timelines on the population
growth and expansion of the City of Central Point. He explained the Regional
Plan Overview and adoption schedule. The regional plan goals are:
• To manage regional growth
Conserve natural resources
Recognize and emphasize the individuality of each city
He stated that during the proposed population growth estimates cities need to
make sure they have a variety of zoning available to sustain the estimated
growth.
Jackson County is currently holding Public Hearings regarding the Participation
Agreement. They will hopefully complete these meetings and sign the agreement
in September. He explained the current time line for signatures on the
Participation agreement and the next steps required by cities:
1. Participation Agreement signed by County and participating Cities
2. Cities hoid open houses at the Citizens Advisory Committee level.
3. Planning Commission will hold public hearings
4. City Council will hold Public Hearings and recommendations from the
Planning Commission
5. The County will hold public hearings
6. The County Commissioners to approve the Urban Reserve Areas.
There was recommendation that alt the Cities hold their public hearings on the
same day in order to speed up the process. Councils should set a specific date
for the Public Hearings and work back words in order to complete this process in
the next year.
The Council is not in favor of holding public hearings with other cities, but are
willing to hold their Public Hearings on the same night other cities are holding
theirs. They do not feel it wise to muddy the details with other city growth areas.
When they hold the meetings they would go faster if they are just one cities
growth area with discussion.
Mr. Burt explained the responsibilities of the Council and the Planning
Commission, these are land use issues and there are specific laws and
requirements that must be followed in order to complete this process.
Once the Regional Growth Areas are approved the City is ready to apply for an
Urban Growth Boundary (UGB) adjustment. We do not current)y have enough
buildable land to sustain us for the next 20 years. Before the UGB can be
adjusted a Comprehensive Plan Amendment must be adopted by the Council.
Staff has been working on the separate elements and has begun presenting their
findings to the Citizens Advisory Commission and the Planning Commission.
They will bring the recommendations to the Council in the next few months.
B. Wilson Road Master Plan
RVCOG Principal Planner Dick Converse explained that a pilot project was
conducted in the Wilson Road area which is the CP2B area in the RPS growth
for Central Point. The proposed plan is a suggestion and was a test project for
RVCOG. They held public meetings with property owners in this area to produce
a master plan for future growth. They discussed possible zoning options for the
area between Gebhard Road and Upton including property up to Wilson Road. It
was a very interesting project with current property owners and their opinions of
what they would like to see developed on their property over the next 20 years.
He stated that this project may be conducted in other areas of the valley and they
learned some very helpful lessons. In the next planning session they would need
to ensure adequate design time at the workshops.
He explained the process it would take to change property from county zoning to
urban zoning.
C. Future Study Session Topics
Mr. C{ayton stated that staff would like direction for future Study Session Topics.
Topics mentioned were:
• Options for C-4 size restrictions
• Economic development possibilities for our reserve areas.
Conclusion: Staff will work on these two items and return to a future Study
Session for discussion. The Study Session for September is reserved for Storm
Water and FIRM Map discussion and Water Rate Study information.
