City Council Study Session
June 15, 2009
L MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 6:00 p.m. in the Technical Services
Bureau training lab (meeting not recorded).
ATTENDEES Mayor: Hank Williams
Council Members: Bruce Dingier, Mike Quilty, Allen
Broderick, Carol Fischer, and Kay Harrison were present.
Matt Stephenson was absent.
City Administrator Phil Messina; Assistant City Administrator
Chris Clayton; Police Chief Jon Zeliff; Sergeant Josh Moulin;
and City Recorder Deanna Casey were also present.
ill. BUSINESS
A. Technical Services Bureau
Sergeant Moulin began with a demonstration of how to log into the server to
receive city email. If Council members would like they can go to the options tab
to change passwords. He explained some items associated with the City email
accounts. and how to make it easier for them to use.
Sergeant Moulin presented the back ground history for the Technical Services
Bureau and when the Police Department became in charge of that area of
technology.
Items he reviewed with the Council were:
• the savings to the City by having the TSB under the Police Department.
• better upgrades to the City Hall side of technology.
• a survey that was submitted to staff regarding customer service with the TSB
staff.
• new security systems now in place to protect the entire city against cyber
attacks.
• spam filters look at email content, not just the email address. It is constantly
being. updated with new technology. 98 % of all email is spam. The
• new equipment allowing staff to complete their work more efficiently.
• they now track software licenses to make sure we are in compliance with
licensing laws.
• the TSB secured a business type license with Microsoft for automatic updates
for Microsoft Suite packages.
• software programs used by various departments.
• We now have better security provided by the TSB because they are involved
with the Police Department.
• There are advantages for Economic Development with a progressive TSB
and HTCU in the City.

• The TSB is currently 1 Tech to 64 employees. They are in need of help.
Hopefully they will have interns next year that can help with some issues.
Conclusion: Council would like to see the TSB and HTCU do more promotion
for economic development with Rotary, Chamber and SOREDI to help bring
technology businesses to Central Point. Staff will check to see if there is
Technology Enterprise zone option with the State. Mr. Messina and Mr. Clayton
will research items discussed at a meeting with the City of Salem on how they
attracted technology businesses to Salem.
B. High Tech Crimes Unit Update
Sergeant Moulin updated the Council on what has improved and happened in the
HTCU over the last few years. There has been a huge growth in the amount of
cyber crimes found and prosecuted in the state because of the ability of the
Central Point HTCU. He explained the process of crime analysis that Police
Specialist Debbie Miller does on a daily basis. She has the ability to keep records
updated on crimes and registered offenders. The Crime analysis helps find
suspects and solve cases faster. The Central Point Police will soon have a
mapping. system on the website to see crimes in specific locations throughout the
City. The Department now has the ability to track patrol cars as they cruise the
City to see where they have been.
Sergeant Moulin provided a list of nine agencies that have Memorandum of
Understanding agreements with the HTCU. He presented the statistics for the
past four years the Unit has been in operation. He explained that Federal cases
allow them to bring in or apply for Federal grant money. He explained that this
helps fund the unit at little expense to the City. Sergeant Moulin stated that non-
tangible items benefiting the City is finding and arresting the suspects in
cybercrime cases.
Future challenges for the City are storage space for all the data that is collected
to prosecute cases. Case loads are growing each year. They need additional
personnel to help solve the growing amount of cases. They have a mobile HTCU
lab being converted so they can take the lab to a site and decide what evidence
needs to be confiscated instead of bringing all the electronic equipment to City
Hall.
Sergeant Moulin provided a tour of the HTCU to those interested.
