The following staff were also present: City Manager Chris Clayton, City
Attorney Sydnee Dreyer, Parks and Public Works Director/Assistant City
Manager Matt Samitore, Police Capt ain Greg Bruce, and City Recorder.
4 Presentation
A. Lobbyiest End-of-Session Report
Greg Lemhouse from United Strategies presented the end -of-session
report for the Oregon Legislature. Key highlights included:
• Overview of the long legislative session where approximately
3,400 bills were processed
• Secured $258,100 in funding for Central Point's East Pine
waterline extension
• Passed bills related to recreational immunity, housing tax
exemptions, and workplace protections
• Transportation funding package of approximately $4.3 billion
remains unsigned by the governor

Brian Whitaker voted yes. None voted no.
8 Items Removed from the Consent Agenda
9 Public Hearing
A. Former Public Works Corporation Yard Alley Right -of-Way Vacation
Parks and Public Works Director, Matt Samitore, presented a request
to vacate a portion of alley right -of-way within Block 34 of the town of
Central Point. The alley dates back to 1889 and has buildings
constructed over it. The vacation is necessary for the transfer of the
property to RVCOG and the Food and Friends program.
Council President Rob Hernandez opened the public hearing; No
public testimony was offered, and the hearing was closed.

Roll Call: Members Rob Hernandez, Kelley Johnson, Neil Olsen,
Brian Whitaker voted yes. None voted no.
Kelley Johnson moved to forward the ordinance vacating a

portion of alley right-of-way within Block 34 of the "Town of
Central Point" Plat to a second reading.
10 Ordinances and Resolutions
A. Ordinance Adding Ch. 15.18 - Excavation & Grading
Parks and Public Works Director, Matt Samitore presented the second
reading of an ordinance for excavation and grading, which included
amendments requested by Council from the first reading. The
amendments specified a 50 cubic yard per acre fill threshold and
excluded ordinary residential landscaping activities.

Roll Call: Members Rob Hernandez, Kelley Johnson, Neil Olsen,
Brian Whitaker voted yes. None voted no.
Neil Olsen moved to approve Ordinance No. 2133, an Ordinance
amending in part Central Point Municipal Code Title 15 - to add a
new Chapter 15.18 Excavation and Grading.
11 Business
A. Rogue Disposal Rate Increases Effective January 1, 2026
City Manager Chris Clayton presented the proposed CPI rate
adjustment of 3% for Rogue Disposal and Recycling. He noted that
there were minor corrections to the rates in the original packet.
Councilors discussed the importance of fiscal discipline and monitoring
rate increases.

Brian Whitaker voted yes. None voted no.
Kelley Johnson moved to approve Rogue Disposal and

Recycling’s proposed CPI rate adjustment of 3.0%, effective
January 1, 2026.
12 Mayor’s Report
No report was given as the Mayor was absent.
13 City Manager’s Report
City Manager Chris Clayton reported:
• Tour of the multipurpose pandemic relief center/community center
building with county officials
• Meeting with Representative Alex Skarlatos, who will speak at the
Veterans Day event
• Citizens Advisory Committee's recommendation to deny the island
annexation
• Upcoming budget study session
• New assessment challenges with ADUs being separated from main
properties
14 Council Reports
• Councilor Johnson attended the RVCOG board meeting and noted
excitement about the Food and Friends property purchase.
• Councilor Whitaker discussed work with the DEI Commission, being
interviewed by a Eugene news crew about accessibility for
neurodivergent individuals, and engagement with constituents.
• Councilor Olson attended the Crater Twilight cross-country meet.
15 Department Reports
• Parks and Public Works Director Matt Samitore noted Pine Street
would be closed on Saturday for the combined downtown business
Boofest and Liam's Trunk or Treat event.
• City Attorney Sydnee Dreyer announced she would miss the next
council meeting, with Garrett West covering

17 Adjournment
Neil Olsen moved to adjourn, all said aye and the meeting was
adjourned at 6:58pm.
The foregoing minutes of the October 23, 2025, Council meeting were approved by the
City Council at its meeting of November 13, 2025.
