A RESOLUTION AMENDING THE MASTER FEE SCHEDULE TO ADOPT A REVISED VARIABLE
PUBLIC SAFETY FEE STRUCTURE EFFECTIVE JANUARY 1, 2026
RECITALS:
WHEREAS, the City of Central Point provides essential police and public safety services
throughout the community; and
WHEREAS, increased service demands associated with residential growth, commercial
development, and regional freight operations have created a need to modernize the Public
Safety Fee structure; and
WHEREAS, the City Council desires a Public Safety Fee framework that assigns costs fairly based
on land use, operational intensity, and objective criteria; and
WHEREAS, the Council has reviewed a revised variable-tier structure based on residential
density, commercial building size, and measurable traffic generation thresholds;
NOW, THEREFORE, BE IT RESOLVED THAT:
SECTION 1 – RESIDENTIAL RATES
Effective January 1, 2026, the following monthly Public Safety Fee rates apply:
• Single-Family Residential: $5.00 per month
• Multi-Family / Townhomes / Senior Housing / Manufactured Housing / Duplex
Units: $4.00 per dwelling unit
• Accessory Dwelling Units (ADUs): billed as separate units at $4.00 per month
SECTION 2 – COMMERCIAL & INDUSTRIAL RATES (Tiers 1–3)
Tier 1 – Small Commercial / Industrial (<10,000 sq. ft.)
Rate: $15.00 per month
This category includes churches and faith-based assembly uses, unless the facility exceeds
50,000 sq. ft.
Tier 2 – Medium Commercial / Industrial (10,000–19,999 sq. ft.)
Rate: $30.00 per month

Tier 3 – Large Commercial / Industrial (20,000–49,999 sq. ft.)
Rate: $60.00 per month
SECTION 3 – SCHOOLS
All public schools and district-operated school facilities will be exempt due to their ongoing
contribution to the city’s school resource officer (SRO) program.
All charter and private school facilities pay:
$30 per month
SECTION 4 - CHURCHES
Churches and other faith-based assembly uses are billed at Tier 1 ($15/month) regardless of
weekly attendance or trip generation, due to their predictable and limited operating hours.
Exception:
If a church exceeds 50,000 sq. ft., it qualifies as Tier 4 based on size.
SECTION 5 – TIER 4: MAJOR REGIONAL FACILITY
A commercial or industrial business shall be assigned to Tier 4 if it meets either of the following:
A. Building Size Threshold
Total building area on the site exceeds 50,000 square feet; OR
B. Trip-Generation Threshold
The facility generates more than 500 average daily trips (ADT), including employees, customers,
freight, service vehicles, and vendor traffic.
Note: Average Daily Trips (ADT) shall be determined using the m trip-generation rates published
in the Institute of Transportation Engineers (ITE) Trip Generation Manual, current edition.
C. Neighborhood Commercial (C-N) Exception
A property located in the C-N zoning district shall not be classified as Tier 4 based solely on
meeting the trip-generation standard. However, a commercial business located in the C -N zone
will be evaluated based on total square foot criteria.

Tier 4 Monthly Rate
$180.00 per month
SECTION 6 – IMPLEMENTATION
The Finance Department shall assign all accounts to the appropriate tier or category in
accordance with this resolution and implement the updated Public Safety Fee structure
beginning with the first full utility billing cycle after January 1, 2026.
SECTION 7 – EFFECTIVE DATE
This resolution shall take effect immediately upon passage.
