A RESOLUTION REVISING THE PARKS AND RECREATION CAPITAL IMPROVEMENTS PLAN
RECITALS:
A. Oregon Revised Statutes Chapter 223 and Central Point Municipal Code (CPMC)
Chapter 11.12 authorize collection of system development charges for parks and
recreation.
B. ORS 223.309(2) and CPMC 11.12.080 provide that a local government that has
prepared a capital improvement plan may modify the plan and list at any time.
C. The Parks and Recreation Element of the City’s Comprehensive Plan, Map 5,
identifies a future regional park in the approximate location of the Moore Family
Fields (the “Fields”).
D. Although the Fields are currently outside the City’s Urban Growth Boundary, they
are within the City’s Urban Reserve.
E. The Fields were approved for a Goal 11 Exception for sewer service, and is currently
served by City Water.
F. A high percentage of Little League users are residents of the City of Central Point,
and/or its surrounding Urban Growth Boundary.
G. The City’s Parks and Recreation Capital Improvements Plan has not been updated
since 2010. Council finds that it is in the public interest to add the Fields to the Parks
and Recreation Capital Improvement Plan to allow future funding of the Phase 3 and
Phase 4 work within the Fields.
H. Council finds that although the Fields are not currently within City limits, expansion
and improvement of the Fields expands the City’s Parks and Recreation capacity and
there is a nexus between development and capital improvement of this park as: a)
the Fields are within the Urban Reserve Area; b) the Fields are shown as a future
regional park of the City; c) a high percentage of users of the Fields are Central Point
residents or residents of the City’s Urban Growth Area; d) the Fields are currently
served by sewer and City water; and e) the Fields are located within an area that the
City is intending to expand in the near future.

THE CITY OF CENTRAL POINT RESOLVES AS FOLLOWS:
SECTION 1. IMPROVEMENT PLAN. The City Council hereby adopts the amended Parks
and Recreation Capital Improvements Plan pursuant to ORS 223.309(2) and Central Point
Municipal Code Section 11.12.080, as contained in Exhibit A incorporated herein by reference.
Said Exhibit defines the cost of projected capital improvements needed to increase the capacity
of each park and lists the estimated cost, time, and percentage of costs eligible to be funded
with revenues from the Parks Improvement Fee.
SECTION 2. This Resolution becomes effective immediately upon its passage.
PASSED by the Council and signed by me in authentication of its passage this _25__ day
