Planning Commission Minutes
March 6, 2011
I, MEETING CALLED TO ORDER AT 6:00 P.M.
II. ROLL CALL
Commissioners Chuck Piland, Tim Schmeusser, Rick Samuelson, Jr., and Torn
Van Voorhees were present. Mike Oliver and Justin Hurley were absent.
Also in attendance were: Tom Humphrey, Community Development Director;
Connie Clune, Community Planner; and Didi Thomas, Planning Secretary.

IV. MINUTES
Tim Schmeusser made a motion to approve the minutes of the December 6,
2011 Planning Commission meeting as submitted. Rick Samuelson, Jr.
seconded the motion. ROLL CALL: Schmeusser, yes; Samuelson, yes; Piland,
yes; Van Voorhees, abstained. Motion passed.
V. PUBLIC APPEARANCES -None.
VI. BUSINESS
A. Annual Review of Rogue Valley Recovery Homes (File No. 11011)
Connie CIune, Community Planner, presented Commissioners with a review of matters
pertaining to the Rogue Valley Recovery Home located at l 34 Laurel Street in Central
Point. Ms. Clune advised that the parking plan and deferred improvement agreement had
been received by the City following approval of the conditional use permit in January of
2011. A personal visit to the home by Ms. Clune showed the facility to be well kept.
The residents are self-monitored, Ms. Clune added, and meetings are held on a regular
basis. The focus of the owner of the facility is on rehabilitating veterans and although
maximum capacity has not yet been reached, it does fluctuate and remains relatively
stable at eight (8) residents. One of the neighbors stated that things are going well, and
the City has not received any complaints associated with the property,

Community Development Director Tom Humphrey presented a staff report concerning a
request received from the homeowners association of Griffin Oaks subdivision for the
removal of a white oak tree located within the public right-of-vvay in Griffin Oaks
subdivision between 510 and 520 Valley Oak Boulevard. Mr. Humphrey pointed out that
there is specific criteria in code to either grant, modify or deny this request based upon
whether the tree is considered to be unsafe, dead or diseased, interfering with public
utility improvements or public improvement projects.
It is the opinion of the City's arborist that once the tree is full grown, it will be out of the
way of the street light and therefore, staff recommends the tree not be removed but to
move the street light instead.
Herb Farber, president of the homeowners association for Griffin Oaks subdivision, came
forward and advised that the association has been pruning trees, replacing dead trees and
has been spraying for diseases. Mr. Farber went on to say that the homeowner's
association no longer wishes to carry the financial obligation for maintaining the trees if
they do not have any control over what happens to them. Discussion followed pertaining
to the size of the trees once they become full grown and homeowners' complaints with
regard to obstruction of street lights and visibility at night.
It was determined that the City's arborist would meet with the Twin Creeks landscaper to
discuss the matter and advise the landscaper about pruning. Ultimately the street light
could be moved.
VII. DISCUSSION
New Federal Cl:a~r~es to Wireless Collocation Laws
Tom Humphrey advised commissioners that the Federal government had passed
legislation concerning collocation of wireless facilities on cell towers. The concern is
that the federal government is telling local jurisdictions that they have to approve
requests submitted for modification to existing wireless towers. However, the Planning
Commission can continue to review proposed collocation installations to protect
legitimate interests with regard to the health, safety and welfare of the public.
Future applications received to modify an eligible facility will be reviewed with the City
attorney and the Planning Commission for consideration and action. Staff was directed to
review the municipal code to determine whether any changes should be made as a result
of this new law and if so, to bring these changes to the Planning Commission for review
and approval.
Anticipated Comnrekensive Plan Amendments and Code_ Change_Qn 2012
Community Development Director Tom Humphrey distributed a staff report containing
current and future projects that staff is working on. These revisions will be presented to

the Planning Commission during 2012 for review. Mr. Humphrey explained that while
there hasn't been a lot of activity with current planning, comprehensive plan amendments
and map changes are forthcoming. The state is currently reviewing a proposed zone
change from Commercial-Neighborhood to Light Industrial on property located on Table
Rock Road. The Land Conservation and Development Commission (LCDC) is
informally reviewing the Regional Plan and will be recommending changes to Jackson
County in order to acknowledge the Plan at a later date. Each of the cities involved will
be adopting a Regional Plan Element by the end of the year and once approved, urban
reserves will be created. These can then be master planned and Urban Reserve
Management Agreements will need to be adopted. Updates to the Population Element
will be brought to the Planning Commission as well in the coming yew..
Mr. Humphrey further advised that Don Burt and Connie Clune were working on the
potential development of an Eastside Transit Oriented Development District as property
owners in that vicinity have expressed an interest in seeing more mig~] use.
VIII. ADMINISTRATIVE REVIEWS -None
IX. MISCELLANEOUS
Mr. Humphrey stated that City Council was looking at improvements to sidewalks,
pedestrian crossings and bike lanes on Highway 99 North of Manzanita Street to calm
traffic. An open house is scheduled prior to the Council meeting on March 8, 2012.
The City Council had a retreat a few weeks ago during which they decided to authorize
designs for both three and four lane configurations on Pine Street. Staff was directed to
make contact with the Oregon Department of Transportation to amend the scope of work
for both options and allow more meetings with the Oversight Coirunittee,

Tom Van Voorhees made a motion to adjourn the meeting, Tim Scluneusser
seconded the motion. Meeting was adjourned at 7:15 p.m.
