A RESOLUTION APPROVING THAT INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF CENTRAL POINT AND
JACKSON COUNTY FOR AUTHORIZATION TO PROCEED WITH
CHANGE ORDER FOR MULTI-USE PANDEMIC RESPONSE CENTER
Recitals:
A. The Parties are empowered by Oregon Revised Statute Chapter 190 to enter into
intergovernmental agreements for the purpose of furthering the economy and efficiency of
local governments.
B. The City and County entered into an Intergovernmental Lease Agreement for the Multi-
Use Pandemic Response Center (“Facility”) dated July 10, 2024 (date of latest signature).
C. The Lease acknowledges that the County will develop, construct, operate and manage the
Facility, which has been designed large enough to accommodate a portion of the building
for the City’s use as a community center.
D. Per the terms of the Lease, the City’s share of the construction costs will be amortized over
a period of 35-years, which such payments shall constitute Base Rent thereunder.
E. The City has included a preschool as part of its portion of the Facility, and desires to add
an outdoor play area for the preschool. The costs of such play area would be incorporated
in a change order with the contractor.
F. The parties desire to set forth the County’s agreement to enter into the change order with
the contractor and to bill the City the costs of such change order, rather than include those
costs as amortized rent payments.
The City of Central Point resolves as follows:
Section 1. The City Council approves that Intergovernmental Agreement between the City of
Central Point and Jackson County for Authorization to Proceed with Change Order for Multi-
Use Pandemic Response Center in the form attached hereto at Exhibit A.
Section 2. The City Manager or his designee is hereby authorized to execute the Agreement and
any related documents necessary to effectuate the Agreement and transactions related to the
change order and repayment.
Section 3. This Resolution shall take effect immediately from and after its passage and approval.
Passed by the Council and signed by me in authentication of its passage this 17th day of
July, 2025.
