A RESOLUTION APPOINTING TO VACANT COUNCIL POSITION—AT LARGE
RECITALS:
A. Section 31 of the Central Point Charter provides that a Council office becomes
vacant upon the incumbent's death.
B. The at-large Council Position held by Mike Parsons has become vacant as a result of
his
passing.
C. Section 32 of the Charter provides that a vacancy will be filled by appointment by a
majority of the remaining Council members.
D. Section 32 of the Charter provides that an appointee's term of office shall run from
appointment until expiration of the term of office of the last person elected to that
office.
E. Mike Quilty, a former Councilmember had expressed a willingness to serve as pro
tem Councilmember for Mike Parsons during his period of disability.
F. Council duly considered appointment of Mike Parsons and finds that: a) he meets all
qualifications to serve as Council member; b) he has past experience serving on
Council which will help expedite his transition to this appointment; c) he has
transportation experience which the Council finds is in the public interest.
G. Council voted on the appointment at a public meeting to fill the position vacated by
Mike Parsons.
THE CITY OF CENTRAL POINT RESOLVES AS FOLLOWS:
SECTION 1. The Council appoints Mike Quilty to the at large position vacated by Mike Parsons
on City Council and whose term will begin immediately and continue until the beginning of the
year following the next general biennial election.
SECTION 2. This Resolution becomes effective immediately upon its passage.
PASSED by the Council and signed by me in authentication of its passage this 14th day of
August, 2025.
