(NHC) to begin work on the Twin Creeks CLOMR Review for the City of Central Point, Oregon. Work will be performed under the existing General Services Agreement established in February 2007, between NHC and the City. Project tasks and budget are summarized in the attached scope of work and cost estimate, respectively. In addition we are providing the City with a copy of our current certificate of commercial general liability insurance, and updated billing rates. Two signed copies of this Task Release Request are being provided. Once signed by the City, we ask that you please return a copy for our records. Thank you for the opportunity to work for you again. Date: 67~ `lr to ~ 11 l City of Central Point, Oregon Twin Creeks CLOMR Review Scope of Work Northwest Hydraulic Consultants, Inc. (NHC) has been asked by the City of Central Point (City) to provide the following scope of work and cost estimate to conduct an independent technical review of a Conditional Letter of Map Revision (CLOMR) submittal package. The CLOMR submittal package was prepared by Public Works Management, Inc. (PWM) to document proposed changes to the effective FEMA 100-year floodplain and regulatory floodway within the Twin Creeks Development. Future development of the site requires that a CLOMR submittal be accepted by FEMA. NHC will complete the following tasks as part of the independent technical review. Technical Review NHC will perform a cursory review of the hydraulic modeling analysis, revised floodplain mapping, and documentation from the PWM CLOMR submittal package, as provided by the City. Review of the hydraulic model will include evaluation of specified boundary conditions, backwater profile computations, and encroachment analysis. Mapping will be reviewed to assess consistency with hydraulic modeling, as well as merging with effective FEMA mappirig. Memorandum NHC will prepare a brief memorandum that summarizes the findings of the technical review, identify any existing inadequacies found in the existing CLOMR submittal package, and if needed, provide suggestions for improving the data submittal.
