CITY OF CENTRAL POINT
City Council Study Session
January 25, 2010
MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 6:00 p.m.

Fischer, Matt Stephenson, and Kay Harrison were present.
Mike Quilty was absent.
City Administrator Phil Messina; Public Works Director Bob
Pierce; Community Development Director Tom Humphrey;
Assistant City Administrator Chris Clayton; and City
Recorder Deanna Casey were also present.
III. BUSINESS
A. Water Master Plan
Public Works Director Bob Pierce presented the executive summary for the
Central Point Water System Master Plan. The purpose of this plan was to provide
a hydraulic computer model of the City water system and create a master plan to
provide the basis for a Capital Improvement Plan (CIP). The plan provides a CIP
that outlines the improvement projects needed to improve and expand the city
water system in the most cost-effective manner over the next 20 years.
An important part of the plan is the establishment and projection of water
demands. It provides the basis for water supply needs and the determination of
required transmission and storage capacity.
Ed Olson presented a Power Point explaining
• the impact between Medford and Central Point Water systems.
• the projected water demands through 2030.
• The city needs to install a pump station and water storage facility in the
Vilas Road Area. The design and other technical issues would be decided
at a later date.
There was discussion regarding the Medford water rates vs. Central Point rates.
Mr. Clayton presented a suggested water rate increase which takes into
consideration the need for a new reservoir and pump station. A new reservoir
has been in the Capital Improvement plan for several years. We need to locate it
on the east side of town. He presented a conceptual drawing of where it could be
located near Don Jones Park.
Conclusion: Proceed with the master plan and research the Reservoir
construction in the Don Jones Park area.

B. Island Annexations Update
Community Development Director Tom Humphrey explained that the Council has
expressed an interest in pursuing the annexation of "County Islands" within the
city limits. He presented a map of the current islands that are within the city and
explained the process that is available to us for forcing the annexations.
He presented a spreadsheet with the costs associated with pursuing the island
annexation. There are provisions Oregon Revised Statutes that would allow us to
annex a majority of the islands, but we would need to conduct surveys which
could cost between $500 - $2000 per property and a filing fee with the County of
$300 each. If the City initiates these annexations we would be responsible for all
cost associated with it. If we assume there are 30 properties considered for
island annexation, we estimate a cost of around $40K to the City. He explained
the increase in annual tax revenue is approximately $10,612.
Mr. Humphrey explained the options that are available for the City. Staff is
looking for direction on the annexation issue because Council members have
talked about it at several meetings in the past.
OPTIONS:
• From this point forward we do not give property owners and option to annex
later. Several consent to annex agreements have been signed in the past
allowing properties to be part of our system, but still in the county.
• Go forward with the island annexations and force the consent to annex
agreements to be fulfilled.
There was discussion regarding the principle. The islands still get city services
but they do not pay city taxes. If they get the benefits they should pay the same
as other properties.
Conclusion:
1. No more consent to annex agreements will be allowed. If a property hooks
up to City water they must annex.
2. Start pursuing the consent to annex agreements and get those properties
annexed.
Staff will return with information showing properties outside the City limits that are
receiving city water.
